  • This study verified the water saving effect in case of raising water rate depends on water rate awareness. The study results showed that the perceived appropriacy of government aid(p<.001), home water rate(p<.01), water rate pricing system, water rate, water rate diffrences depend on use and area(p<.05) significantly affected the degree of agreement of raising water rate. Also, education, residence, member of household, occipation, monthly household income, monthly water rate significantly affected the degree of agreement of raising water rate, consumer behavior for saving water. This study provided implication for water rate pricing policy by analyzing the water saving effect in case of raising water rate depends on water rate awareness and revealing the determinants of the degree of agreement of raising water rate.

Characteristics of Factory Architecture in Semi-industrial Area of Seong-su - A Case Study Factory Building Permits in 2010s - (성수동 준공업지역 공장건축물의 건축행위 특성에 관한 연구 - 2010년대 건축행위 허가 및 신고 사례를 중심으로 -)

  • This study explores changes of industrial scales and building activities in the semi-industrial area of Seoul's Seong-su, responding to the shifts of industrial structures and policies in the Korean society. The purpose of this study is to investigate patterns of construction activities of factory buildings in the Seong-su semi-industrial area by analyzing changes in industrial facilities. As a result of the analysis, the change of the factory building area come out from the recent survey implies the possibility of entrepreneurial inflow as much and the new constructions and some remodeling cases which are characterized by complexity seem to correspond to the industrial structure. However, it is unreasonable to believe that this phenomenon is a mainstream movement involving small-scale factory buildings and companies. This is because there are aspects that are not included in this movement, such as changing the use of buildings without accompanying physical changes. On the other hand, compared to various movements of individual companies in response to the industrial structure, the physical plan suggests a limited alternative centering on the floor area ratio and the building area ratio. This means that the efforts to attract and grow the power of knowledge based-industry through the designation of the Industrial Development Promotion District in part of the case sites, overlook the natural change through remodeling and reuse of existing buildings. In addition, considering the fact that the production space of industrial use can be greatly influenced by the behavior of users compared to general buildings such as residential and commercial, it is necessary to pay attention to various phenomena occurring in the area more locally than the uniform supply policy. Based on these findings, this study contributes to illuminate the legal system related to building act in the Seong-su semi-industrial area and the potential direction of architectural suggestions in related policies and researches.

  • After Korean War, Korea focused on catching up with the world economy by concentrating on some target industries around the Capital Region and southern coastal cities. Thus, the regional disparity between Capital Region and non-Capital Regions increased drastically. At last, when Korea acquired full-fledged autonomy in 1994 in the Civilian government (1993-1998) and experienced the Asian financial crisis in 1997-1998, local governments were awakened to the notion of region-oriented development, especially for regional industrial development. The purposes of this paper are to introduce regional industrial development policies since 1998 and to suggest some recommendations in terms of how to adjust regional development for industrial policies in the future. In the introducing phase (Kim administration, 1998-2003), four provincial governments requested national funding to raise regional industries that are of strategic importance. At the same time, the central government recognized the need to nurture regional industries to overcome structural weaknesses. As a result, the Roh administration (2003-2008) gave a birth to a systematizing phase. As the ultimate regional policy objective, the balanced national development has been set and the Special Acts, Special Accounts, Committee, and National Plan have been established. Regional Industrial Promotion Project has been carried out very actively during this period. It had a good start albeit idealistic to a certain extent. Therefore, the current government has changed policy paradigm from balanced growth to regional competitiveness along with global paradigm shifts. In order to enhance regional competitiveness, regional development policies have been pursued in more efficient way. Leading Industry Nurturing Projects (LINPs) on Economic Region level, existed Regional Industrial Promotion Projects (RIPPs) on Province level, and Region Specific Industry Projects (RSIPs) on Local Area level have been implemented. Now, it is appropriate to review regional development policies including industrial policies since 1998 and to adjust them for the future sustainable regional development. Because LINPs and RIPPs will be terminated in next two years, the 2nd stage projects are on planning to reduce the redundancies in two projects. In addition, business support program would be reformed from subsiding technology development to building ecological business system. Finally some policy implications are provided in this paper, which is useful to establish the new regional industrial policies for both central and local government.

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.

  • This study was carried out to set the direction of the new industry policy of Busan city by analyzing the changing trend of artificial intelligence technology that has recently developed rapidly and predicting the direction of future development. The company wanted to draw up support measures to utilize artificial intelligence technology, which has been rapidly emerging in the market, in the region's specialized industry. Artificial intelligence is a key keyword in the fourth industrial revolution and artificial intelligence-based data utilization technology can be used in various fields from manufacturing processes to services, and is entering an era of super-fusion in which barriers between technologies and industries will be broken down. In this study, the direction of promotion for fostering Busan as an artificial intelligence city was derived based on the comparison and analysis of artificial intelligence-related ecosystems among major local governments. In this study, we wanted to present a plan to create an artificial intelligence industrial ecosystem that can be called a key policy to foster Busan as an 'AI City'. Busan's plan to foster the AI industry ecosystem is aimed at establishing a policy direction to ultimately nurture the artificial intelligence industry as Busan's future food source.
