  • In 1991, Malaysia, under the leadership of then-Prime Minister Mahathir Mohamad, launched an ambitious 30-year national development program known as Vision 2020. The goal of this program was to transform Malaysia into a First World developed nation by the year 2020. One of the aspirations of the program was to create a psychologically liberated, secure, ethical, and mature democratic society. Vision 2020 is a failure and Malaysia is still not a mature democracy. This article identifies four main areas that make up a flawed democracy practiced in Malaysia, and shows how they work against the country's aspirations to become a developed nation. The electoral system is rigged to help the incumbent remain in power. The widespread practices of money politics have become a curse to the country. The press and media organizations are restricted. Civil society activities are suppressed. As a result of these issues, Malaysia will not be able to achieve the status of a developed nation, lacking democratic accountability and inclusive institutions.

  • Seafarers from 21 APEC economies, are not only an indispensable source of human capital for the global maritime industry, covering at least 56% of the world's seafaring population (BIMCO, 2015), but also pivotal in providing support to their economies as a major industrial pillar, specifically in developing economies where the development of skills and enhancement of labor mobility of human resources is essential in creating sustainable and inclusive regional growth. This paper examines challenges and barriers in seafarer mobility in relation to policies in APEC economies and investigates mutual collaborative actions that can be taken to address the issues identified in a coordinated and harmonised manner.

  • Weapon System effectiveness indices are a key factor to the cost-effectiveness analysis in the process of allocating national resources in an optimal fashion. First part of this paper reviews the need of weapon -effectiveness indices, historical development of methodologies on military strength evaluation with various models of indices, and the interrelation-ship between weapon effectiveness indices and war-game. Second part of this paper analyzes the concepts and usage of the already developed methodologies, i .e., index of power, weapon lethality index (W.L.I.), index of fire power potential (I.F.P), fire power potential (F. P. P), and weapon effectiveness indices/weighted unit value (W. E. I/W. U. V.). Finally, weaknesses and limits of these methodologies are compared and evaluated. Result of this research shows that the W. L. I, I. F. P, and F. P. P seem to possess many non-scientific or ambiguous facets, but the W. E. I/W. U. V method produces more detailed, inclusive, and reasonable indices. The paper concludes with the emphasis on the importance of the provision of the theoretical bases to develop effectiveness indices which can be used to evaluate Korean weapon systems, and the early establishment of a specialized research group to manage and develop methodologies on the weapon effectiveness indices.

  • Modern society is suffering from the phenomena of low-fertile, ultra-aging, and low-growth. On this social flow, most social classes undergo vulnerable situation and their overall housing and living condition have difficulties. So far many housing guidelines for diverse population were developed, recently, inclusive 'Customized Housing Design Guideline for Childcare Families' in terms of maintaining family and society has been completed. The purpose of this study is to analyze User Benefit Characteristics of 'Customized Housing Design Guideline for Childcare Families'. The research subjects are essential 140 guidelines appropriate to children's development and parents' care. The research method is contents analysis and the analysis criterion are 4 concepts of the User Benefit Criteria- 'Behavioral Facilitation (BF)', 'Physiological Maintenance (PhM)', 'Perceptual Maintenance (PM)', 'Social Facilitation (SF)'. 3 people inter-raters reliability was established. Altogether, the guidelines were rated in the order of PhM>PM>BF>SF, and these characteristics are similar as common universal design guidelines. This showed the supportability of spatial characteristics in the guidelines related to user's special behaviors. Also, the results show the importance of outdoor space planning for safe social interactions. The supportable characteristics of 'Customized Housing Design Guideline for Childcare Families' could be expected to efficiently apply for new housing development in the future.

The material used in this study is a record of collaborative activites in the community newsletter of Hong-Dong area. 161 of collaborative activities (links) and 75 of organizations (nodes) are investigated in network. 6 collaborative activity type ('Education', 'Socializing', 'Meeting', 'Culture', 'Event' and 'Labor') is classified. 'Socializing' is inclusive of approximately half of whole network (50.67%). Closeness centraization, degree centralization and betweenness centralization are measured on top in 'Education', 'Meeting' and 'Event' type. Scatter plot analysis using degree and betweenness centrality index, 'Maeul Revitalization Center', 'Balmak Library', 'Woori-Maeul Medical Co-op', 'Support Center for Female Farmers', 'Hongdong Middle School' and 'Mundang Sustainable Agriculture Education Center' are resulted as the core organization in network. Geographical distribution of collaborative activity is not only concentated in Hong-Dong Myeon but also networked with adjacent administrative district. Also, recreational activities and facilities in riverfront should be categorized and listed for possible development and maintenance. Second, it is necessary to develop an objective and unified riverfront assessment system. Also, guidelines for surveying and evaluating the conditions and potentials of riverfront should be developed. Third, efforts should be made to revise related laws and guidelines to enable comprehensive and systematic approach in design, planning, implementation, maintenance of riverfront. Improving the related legislations and streamlining an riverfront assessment process can help create environmentally-friendly riverfront spaces and mange them efficiently.

  • The core value of finance is credit. It can be said that without credit, there can be no finance. The distributed structure of the blockchain and the low-cost trust-building mechanism based on mathematical algorithms provide a new solution and path for solving and optimizing related problems in the financial field. The blockchain technology is applied in the development of the financial industry through consensus mechanisms, smart contracts, and distributed networks. In this research, a comprehensive survey of the blockchain technology is proposed in the development of financial services including equity crowdfunding and credit investigations in inclusive finance, cross-border remittance, Internet financial payment, P2P lending, supply chains finance, and the application of blockchain in the field of anti-money laundering.
