In case of domestic pyrolysis dry distillation gassification technology, it stays at the stage of its early introduction and development. Moreover, the companies possessed of this technology are limited to Japan and some countries in Europe, and domestic operative performance of this system is nominal, so there exist a lot of difficulties in securing its basic data. In addition, considering its operation and management, there happens a corrosion of metals by the production of corrosive gases in time of combustion of waste, and there arise a problem of occurrence of low temperature corrosion on exterior casing or gas ducts of a combustion chamber due to the high temperature corrosion around the burner of an incinerator, lowering the durability of an incinerator. Therefore, this study looked at the problems arising in time of incineration by understanding the characteristics of the pyrolysis dry distillation gassification incinerating facility, and did research on the improvement plan for durability of an incinerator for more economic, efficient waste incineration.
The study focuses on 32 environmental facilities in Incheon Metropolitan City, South Korea, categorizes them by sector: sewage treatment, wastewater treatment, incineration, landfill, water purification, and water supply. Their GHG reduction results are analyzed through quantitative and qualitative measures for 2012 to 2015. The study surveys and examines GHG reductions of the environmental facilities for two categories - facility operation and management. The findings are as follows: First, the GHG reduction rate, an emission-to-allocation ratio, from 2012 to 2015 is 89.67%. Second, GHG reductions coming from qualitative measures of facility management are even greater than those from quantitative measures of facility operation. Third, GHG reductions through facility operation are mostly attributable to overhauls, less use of facilities, resources recycling, process improvement rather than the betterment of fuels, facilities and energy efficiency. Fourth, higher reduction can be achieved by effective facility management, qualitative measures.

Due to separate discharge of food waste, large incinerating facilities for municipal waste show the phase change that combustible contents have been increasing while the concentrations of water have been decreasing when wastes are brought in. This phase change of wastes leads to the increase of exothermic value when wastes are carried in, which causes the problems to make the durability of incinerating facilities weak and lower the capacities of them. In accordance with these problems, this study was carried out to present effective plans to operate incinerating facilities as the quantities of municipal wastes of Incheon have been gradually increasing. We examined the problems caused by the phase change of municipal waste in Incheon and managing plans to control the amounts of heat output when intermixed incineration of food waste is conducted. It is concluded that we could carry out the optimized operation of incinerating facilities as well as produce economic effect to reduce processing costs when we conduct the intermixed incineration of food waste and municipal waste, in the trend that the amounts of heat output generated by wastes are gradually increasing. This is because this operation of intermixing incineration contributes to reducing the amount of exothermic heat.

In this study, in order to improve the installation periodical inspection method of waste treatment facilities, we conducted on-site surveys of waste treatment facilities classified into six fields, grasped the problems of inspection methods, and made improvements accordingly. And revised the inspection method for waste treatment facilities. As a result, in the field of incineration and incineration heat recovery, inspection methods such as total temperature measurement and one-year TMS data comparison using a thermal imaging camera were established. And for the safety of the inspected person, it was applied so that the waste can be replaced with a document without opening it. In the case of landfill facilities, the details regarding the use of video information processing equipment and the management of facilities covering the upper part of the landfill facility are presented in the law, but the items that do not have a inspection methods were applied to the inspection method. In the case of Food Waste Treatment Facility, inspection methods were put in place to ensure compliance with standards for foul-smelling fish in odor control, a major cause of complaints. As a result, 10 out of 18 improvement proposals were reflected in the incineration and sterilization grinding, cement kiln, and incineration heat recovery facilities, and 11 out of 12 improvement proposals were reflected in the landfill facility. In the case of food distribution waste treatment facilities, 10 out of 12 improvement proposals were reflected, and a total of 31 inspection methods were improved.
The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.
In this study, the $N_2O$ emission factor of the facility was developed by measuring the kiln type pyrolysis melting facility. This used PAS (Photoacoustic Spectroscopy) method and measured the $N_2O$ emission concentration. From March 2016 to April 2016, it was measured over a total of two times and $N_2O$ concentrations were measured continuously for 24 hours using a 24 hour continuous measuring instrument (LSE-4405). The measured $N_2O$ emission concentration of the pyrolysis melting facility was 0.263 ppm on average and the emission concentration distribution in the range of 0.013~0.733 ppm was obtained. Therefore, the $N_2O$ emission factor of the kiln-type pyrolysis melting facility was estimated to be $0.829gN_2O/ton$-Waste. As a result of comparing the $N_2O$ emission factor of the thermal kiln type pyrolysis melting facility and the previous study, previous studies were about 18 times higher. It is estimated that this is due to the difference of furnace temperature, oxygen concentration and denitrification facilities. It is considered that the study of the emission factor of pyrolysis melting facility is an important factor in improving the credibility of greenhouse gas inventory in waste incineration sector.
Industrial facilities need design to predict and reduce noise from design to prevent and reduce noise. The purpose of this study is to predict worker's environment and evaluate safety by analyzing noise inside underground blower room and air compressor room with fluid machinery in waste facility. This waste incineration facility was analyzed based on the ground floor, ground floor blower chamber, and air compressor chamber. The results of SPL(Sound Pressure Level) analysis at 1.5m away, which are frequently used to measure the SPL as a noise source, are as follows. SPL of basement level: 46.80[dB], SPL of ground layer: 48.57[dB]. As a result, it was expected that the noise level would be considerably lower than the 8 hours 50[dB] noise exposure per day.

This study is to predict the biogas production and the content analysis of the organic wastes of three islands located in the City of I. Content analysis for a total of six sections, including pH, BOD, COD, three components (Moisture, Ash, Combustibles)was conducted on the specimens of organic wastes from the representative spots of three islands. From the analysis result of organic waste, it is confirmed that more than $1,750,000m^3$ of methane gas per year will be generated through the calculation of the total methane generation for the COD value. Therefore, if the incineration facility for the organic waste in island region is converted into a biogas production facilities which is non-incineration facility, it seems that the organic waste of efficient utilization is available.

We conducted to investigate citizen's attitude to the treatment of food waste in Yongin city. The respondent of $41.81\%$ throws the food waste eliminate from home and store less than 1l in Yongin. When they dump the food waste, they speak out the inconvenience of damaged envelope by animals in case of home and store. This caused troubles for reason of sanitary. So a local autonomous entity must carefully consider of expand use specially designed container as like apartment house. They give an answer that the collecting time of food waste is suitable form dawn till morning. This answer shows the satisfaction of the period time to collect the food waste. They prefer to be appointed the exclusive place to collect food waste. The service interval of collect is suitable 1 time a day. They want to increase the number of washing of the collecting container. This is good method for sanitary condition, but the care of the period time to collect the food waste is more efficient than the care of the number of washing the collecting container. The care of the period time minimizes to incur the enmity of the people and to pollute in environment. The major of respondent handled the food waste after keeping the basket or a kit. This fact shows to us almost citizen doesn't feel the seriousness to remove the moisture of the food waste. Recently, many solutions which can be disposal efficiently are getting magnified and improved owing to increase utilities channel to loss in quantities and dry the food waste. We expect the reduction of food waste is solved getting easily step by step. The results of the awareness about the facility of food waste show citizen prefer recycling facility to the other facilities. If recycle facility and incineration facility are constructed, they were worried about bed smell. When some facility of the food waste is constructed, they have to maintain and to handle not to incur the enmity of the people. The spread rate of specially designed container already increased, the citizen set a high value on the use of specially designed container more than amount-rate vinyl envelope that people have used for several years. In the cost treatment about food waste, the major respondent answered the use cost of specially designed container is suitable price. So we can know the use charge is proper level. The majority of citizen more prefer autonomous plan which voluntary atmosphere creation and public information by mass media than levy system and rising treatment cost which forced plan. The citizens have pretty positive thinking of incineration, so the government needs more efforts for a public notice, which includes the incineration is no more than abandoned thing. Each of local self government has to sort the food waste and make kind of resource system related to collecting and carrying, constructing a suitable facility, proper disposal of the food waste and producing harmless in our surrounding in order to solve the invisible problems. To do above mentioned things, we have to analyze referred several problems till now. Also, to minimize the side effect, the government will have to improve through enforce the system.
The incineration process has commonly used for wastes amount reduction and thermal treatments of pollutants as the technologies accumulated. However, the process is getting negative public images owing to matter of hazardous pollutants emission. Specially dioxins became a main issue and were mostly emitted from municipal solid wastes incineration. In this reason, pyrolysis/gasification/melting process is presented as an alternative of incineration process. The pyrolysis/gasification/melting process, a novel technology, is middle of verification of commercial plant and development of technologies in Korea. But the survey about the pollutant emission from the process, and background data in these facilities is necessary. So in this survey, t is investigated that the behavior of chlorobenzenes and chlorophenols in plasma type pyrolysis/gasification/melting plant of pilot scale. We investigated discharging behavior of each phase of chlorobenzene through each process in the plsasma type pyrolysis/gasification/melting process. From this result, it was found that about 99 percent of particle-phase chlorobenzene was removed, but on the other hand gas-phase chlorobenzene was increased by about 600 percent through heat exchanger, flue gas cooling, system and semi dry absorption bag filter(SDA/BF). Also, this investigation presented that di-chlorobenzene(DCB) tri-chlorobenzene(TCB), tetra-chlorobenzene(TeCB), penta-chlorobenzene (PCB), except mono-chlorobenzene(MCB) and hexa-chlorobenzene(HCB) were increased through the flue gas cooling system and the semi dry absorption bag filter(SDA/BF). It was investigated that concentration of particle-phase chlorophenol was decreased by about 66 percent, but on the other hand, concentration of gas-phase chlorophenol was increased by about 170 percent through heat exchanger, flue gas cooling system, and semi dry absorption bag filter(SDA/BF). Also, it was found that di-chlorophenol(DCP), tri-chlorophenol(TCP), and penta-chlorophenol(PCP) were increased through the flue gas cooling system, and the semi dry absorption bag filter(SDA/BF). It can be considered that small-scale pilot facility and short investigation period might cause the concentration increase through the flue gas cooling system and the semi dry absorption bag filter(SDA/BF). A further study on real-scale pilot facility and accurate investigation may be required.
