본 연구는 인위적인 방화(放火)화재로부터 귀중한 생명과 재산 피해를 최대한 억제하고 예방하기 위한 방재대책을 제안하기 위한 것으로, 화재 공학적 측면에서 방화(放火)화재에 대한 특성을 분석하여 그 위험에 대처할 수 있도록 방재대책 추진방안을 검토하였다. 본 연구에서는 방화범의 범행 동기나 행위 등 심리적이고 정신적인 분석과 같은 의학적인 면과 방화범의 법적체벌 관련사항과 같은 법률적이고 행정적인 문제 등은 연구범위에서 제외하였으며, 방화화재 발생 실태를 분석하기 위하여 국내 및 일본, 미국의 화재통계자료를 조사하였다. 특히, 일반화재와 방화화재의 연소특성을 정량적으로 파악하기 위하여 화재모형 실험 및 컴퓨터 시뮬레이션을 수행하였고, 방화화재 방재대책 추진방안을 제시하였다.

날로 증가하는 차량 화재 중의 방화에 대하여 재현 실험을 통해 화재 조사에서 방화와 차량 자체의 결함에 기인한 일반화재와의 변별 기준을 확보하고자 방화의 수단별, 조건별 재현 실험을 행하여 화재 조사 자에게 차량 화재에서 방화의 흔적 검사에 대한 검사 기준을 제시하고 그 방법을 제안하고자 하였다. 차량화재의 연소 조건 중에서 풍향이 지배적인 요인으로 작용함을 알았다. 정확한 발화지점 규명을 위해 흔적 검사의 대상에 포함되는 차량 구조물들을 확인하였다. 방화수단으로 사용한 것들의 검사 기준이 되는 흔적 검사 방법을 제안하였다.

화재발생시 경찰, 소방 등 행정관서는 현장통제 초동조치, 응급구조 진화작업, 화재조사 및 수사, 화재증명 발급 및 통계작성, 피의자(원인 제공자) 입건 및 송치를 담당하고 있고, 검찰청은 수사보완 및 기소, 법원은 형사 및 민사재판을 진행하게 됨으로써 책임과 보상관계를 판가름하게 된다. 물론 이재관계자의 합의, 화재보험 등으로 피해보상을 받기도 하나 모든 것이 국민으로부터 나온 것이고, 국민을 볼모로 하여서는 않되므로 화재원인의 명쾌한 규명으로 유사사고의 재발방지를 위한 연구가 필요하다.

The prevention of disasters in cultural property is very important management and historical duties. The reason can't be measured values with monetary scale of our contemporary. Therefore, this paper was considered fire-safety as one of terrible threat-disasters about the wooden buildings. This research deal with 47 cases cultural property wooden building by whole investigation(field survey and interview) in Gangnung province. The most buildings have basic fire extinguisher; ABC powder. A few buildings are rarely installed fire extinguishing equipments; outdoor fire hydrant, heat sensor, ground sprinkler, CO2-hose-reel. But these state is very insufficient for the fire-safety in cultural property wooden buildings. Specially as particular attention in province, forest fire of regional characteristic have close relation with cultural property fire. The majority of factor against forest and building fire is to provide monitoring and security system; CCTV, Fence, Sensor, Alarm and paid guard man against incendiary. Ultimately it is necessary to construct comprehensive disaster prevention system with the organic cooperation such as National Emergency Management Agency, Cultural Heritage Administration, Forest Service, local government officials and regional citizen.

본 연구는 최근 들어서도 자신의 생활고나 사회에 불만을 가진 연쇄방화, 특히 차량방화가 많이 발생하고 있으며, 지하철방화도 빈번히 발생하고 있다. 이렇게 방화가 심각한 사회문제가 되었음에도 불구하고 일반의 관심은 그리 높지 않은 게 현실이다. 방화범죄를 수사하는 수사기관이나 방화화재를 예방 진압하는 소방기관에도 아직 방화범죄를 담당하는 전담기구가 마련되어 있지 못하다. 앞으로도 방화범죄는 계속해서 증가할 것으로 예상된다. 이 연구는 최근 증가하고 있는 방화범죄의 위험성에 관한 인지 및 관심도를 제고하고, 방화범죄의 통제에 효과적인 방안을 강구하는 것이 목적이다.

본 연구는 현재 급속히 확산되고 있는 대형 할인점의 피난대책 및 소방시설 설치기준에 관한 개선방안을 제시하기 위한 것으로 주요 내용은 다음과 같다. -대형 할인매장의 피난대책. -매장의 피난시설 설치의 문제점 및 대책. -매장의 방화구획 설치의 문제점 및 대책. -매장의 옥내소화전 설치의 문제점 및 대책. 연구결과 건축계획시 면적기준에 의해 설치되는 피난계단의 경우 상주인원수에 의해 수량, 설치위치, 규격 등이 결정되어야 할 것이며, 매장 부분의 방화구획 또한 시설물 설치로 인한 장애 및 피난로 확보 차원에서 매장부분에 한하여 설치를 완화하는 대신 스프링클러 설치 기준을 강화하여야 할 것이며, 스프링클러 설치시 자진하여 옥내소화전을 추가 설치하는 경우 소화전은 상품진열 등으로 인하여 사용이 불가능한 부분이 발생하므로 매장부분에 설치되는 옥내소화전은 설치반경을 완화하여 실질적인 소화시설 사용이 가능하도록 하여야 할 것이다.

After the incendiary fire accident at Daegu subway, discussion of PSD installation started to prevent accident from fall. safety accident and big accident. Following these paradigm, the purpose of the study is to analyze the present condition of current installation of PSD in our country and suggest an improvement scheme for the future PSD operation extension. Using the SWOT analysis and we analyze the inner and outer capability of PSD installation. We try to find a counter plan strategy for PSD installation improvement scheme through the analysis.

It may be fully known that Korea is the main producing country of pine tree form the pan-Asian viewpoint of the geographical distribution of the pine tree. Through the study on the reason why the pine tree became a tree of the maximum cover degree in Korea and the observation of natural preservation status of all sorts of trees in the DMZ area for nearly 20 years after the Korean Armistice, it has come to know that almost all of the pine tree were banished. This phenomenon has been resulted by the ecological characteristics of the pine tree itself which has no sprouting power at all, war disasters, deforestation and incendiary fire that have been steadily occurred until now since the time of Armistice.

Safety of breaking facility is very important in subway safety, especially in case of subway that many people used, breaking capability is connected directly with safety and capability of vehicle. Recently, direction of subway technical development is established as passenger's convenience and agreeableness. However, we are known importance of safety in subway through Dae-gu subway incendiary case. Subway accident not happen only fire, vehicle collisions or passenger's fall to the track can happen. In this case, safety standard of breaking facilities is very important. so this paper define safety of breaking facilities and take proper that standard.
