Pilot Age Older than 65, A New Challege (조종사 정년연장에 대한 고찰: 65세 이후)

  • The commercial pilot retirement age has continued to 65 since the International Civil Aviation Organization(ICAO) amended the recommended age limit from 60. The target of this review is to analyse whether aged pilots have an increased age-dependent risk of medical incapacitation. Medical in-flight incapacitation is actually very rare event and the demonstrated annual incapacitation rate provides an acceptable risk within the criteria known as 1% safety rule for a pilot undertaking air transport operations while some controversies exist. There is a possibility that the accident rate has decreased due to the improved skill by increasing pilot's age. At the decision of flight or not for elderly airline pilot the interacting factors of personal health status, piloting experience and new flight environments should be considered to define job limit criteria than mere the age. Results of a survey led by airline pilot association in Korea shows 65% of airline pilots are willing to fly without any age limit and 87% agreed that age limit is worthy to extend beyond current standard on the basis of medical examinations. Only 11% agreed to maintain current age limit.

  • The health of licence holders (flight crew members and air traffic controllers) is recognized as an important element of aviation safety. The medical emergency symptoms that occur during the flight duty period without prior notice can interfere with human performance capabilities and threaten aviation safety. To prevent this, ICAO has been required to conduct a periodic medical assessment process of licence holders including routine analysis of in-flight incapacitation events and medical findings during medical to identify areas of increased medical risk and continuous reevaluation of the medical assessment process to concentrate on identified areas of increased medical risk. The supply and demand of licence holders have become a major issue due to the increase in air traffic around the world, and the pilot retirement age has been extended to 65 years. But, there is no significant change in the aviation medical assessments process. The follow up of the result of medical examination discovered through aviation medical examination is a very important part, but it has not been properly implemented, and the sick leaves and medical inflight incapacitation reporting system should be improved. The management of health risk factors for licence holders must be implemented to prevent aircraft accidents or aviation safety problems caused by health problems. In this paper, we propose the development plan and concrete improvement plan of the health risk management system of licence holders in Korea in terms of aviation safety.

  • The Purpose of this study is to present effective Anti-Drone systems to protect national important facilities against drones that are illegally used by crime groups and terrorists with malicious intents. In order to accomplish the purpose of the study, technical and policy reports regarding Anti-Drone systems, open documents from manufacturers and various research papers are reviewed, and in-depth interviews with experts were conducted. Studies have shown that it is effective to overlay and mix different detection systems so that they can improve detection rates by supplementing each other's advantages and disadvantages, and that the means of incapacitation need to acquire flexibility by using both soft-kill and hard-kill methods in accordance with operational environment for the effective usage. In other words, the establishment of an illegal drone pre-management system, mixed and overlapping detection assets, determining appropriate countermeasures, and multiple distribution of means of incapacitation. The establishment of a protection system for important national facilities through the operation of overlapping and complex anti-drone systems is the most urgent task.

  • This study researched into the method that allows only the certified user and computational engineer to possibly use network resources and computing resources by implementing the system of the intensified certification and security based on LDAP(Lightweight Directory Access Protocol) directory service, that copes with incapacitation in security program due to making the security program forcibly installed, and that can correctly track down the industrial-technology exporter along with applying the user-based security policy through inter-working with the existing method for the protection of industrial technology. Through this study, the intensified method for the protection of industrial technology can be embodied by implementing the integrated infra system through strengthening the existing system of managing the protection of industrial technology, and through supplementing vulnerability to the method for the protection of industrial technology.

So Cyber terror and Cyber warfare is not the hypothetical enemy situation. It is more actual security situation and identify as magnification of warfare concept of incapacitation national important ability include military command system of the adversary, communication, energy, finance and transportation system. consequently, with the progress of cyber threat, it is necessary that looking at a number of general plan to make up for the weak points in cyber warfare operation system. Thus, the focus of this study is to examine new ways of developing a comprehensive cyber security management system.

  • Smoke toxicity is the test for the toxicity evaluation of smoke and hazardous gas, caused by combustion of building materials and finishing materials. Smoke toxicity can be evaluated by the mean incapacitation time of mice. This test result can be influenced by the health status of mice and test condition. In acute inhalation toxicity test of hazardous gas, no typical clinical findings and histopathologic abnormalities were observed. Tracheitis and bronchitis as well as acute lung inflammation around terminal bronchiole in some mouse of the highest dose group. Through this study, we established the method for inhalation toxicity test of hazardous gas as well as the SOP of inhalation toxicity test. However, in the future studies, the concentration control methods for inhalation technologies on hazardous gas will be needed to improve continuously and also further studies on other gas inhalation toxicity will be needed to conduct.

The Effect of Job Stress and Lifestyle on Blood Lipid. Levels in Male Aircrew Personnel

  • Introduction. Cardiovascular disease has the potential to lead to sudden in-flight incapacitation and permanent grounding. The aims of this study are to examine the relationships between lifestyle, job stress and blood lipid levels of male aircrew personnel of a Korean airline and to identify which factors influence their hyper-lipidemia. Methods. Two hundred sixteen male aircrew personnel completed a questionnaire by self-report and consented to participate in the study. The questionnaire collected data related to job stress, life style, serum cholesterol levels and general characteristics of the aircrew. The cholesterol levels of the subjects were collected from their most recent health check-up records. Subjects were divided into two groups (the desirable group and the risk group) based on their serum cholesterol level, 200 mg/dl. Results. Mean age and marital status were significantly different between the two groups. More subjects in the risk group had habits of eating high lipid foods, while more subjects in the desirable group exercised more frequently than the risk group. In logistic regression analysis, after controlling age and marital status, types of working situation (domestic duty or international duty, odds ratio=.390, p=.018), diet (odds ratio=.429, p=.037), and exercise (odds ratio=.320, p=.055) were influencing factors on aircrew's serum cholesterol lev-els. Conclusions. The cholesterol level of aircrew personnel is closely related to their lifestyle, such as lipid diet and exercise. The type of work situations, e.g. staying in an airplane for long periods of time or staying abroad, may influence these diet patterns and exercise habits.

The Experimental Study for the Smoke Optical Density and Toxic Gases of Sandwich Panel Insulations(Single Chamber Method) (샌드위치패널 단열재의 연기농도 및 연소독성가스에 대한 실험적 연구(연소챔버법))

  • Nowadays in Korea, KS F 2271 has been using for the test of fire safety performance of sandwich panels. Smoke toxicity test is the test for the toxicity evaluation of smoke and hazardous gas, caused by combustion of building materials and finishing materials. Smoke toxicity can be evaluated by the mean incapacitation time of mice; however this method is not a quantitative way. This test result can be influenced by the health status of mice and test condition. Specific optical density can be quantitatively measured by ISO 5659-2 single chamber method and toxic gases can be quantitatively measured by FTIR analysis. In this study, specific optical density of sandwich panel insulations, which are widely used in Korea, were tested using the ISO 5659-2 single chamber test method and compared with each test. Also, in the second test of three tests for each specimen, FTIR analysis was performed and quantitative test results(HCl, $NO_2$, etc) were compared with each test result.

Comparative Observation of Body Mass Index among Adults in Korea and Japan

  • Background: Obesity is a major public health problem that is causally related to serious medical conditions. In this study, the public health implications of obesity based on body mass index (BMI) with anthropometric measures among adults in the Republic of Korea and Japan in 2019 were compared. Methods: A simple cross-section, nationally representative of the raw data from the National Health and Nutrition Examination Survey in 2019 between Korea and Japan were used. We analyzed the data of those categorized as obese with a BMI of ≥25 kg/m2 according to the World Health Organization Expert Consultation. Results: The average values of BMI based on body height and body weight among males and females in Korea were 24.6±0.08 and 23.3±0.09, respectively; those in Japan were 23.9±0.08 and 22.6±0.08, respectively. The measured anthropometric values were obviously higher in Korean than in Japan (P<0.01). The prevalence rates (PRs) of obesity by sex in Korea were 41.4% among males and 27.3% females; those in Japan were 32.5% among males and 22.0% among females. The statistically significant results showed that the total obesity rate was higher in males than in females in both countries (P<0.01). The PRs of obesity in Korea were 41.4% in males and 27.3% in females; those in Japan were 32.5% in males and 22.0% in females. The statistically significantly PR of total obesity among Korean adults was greater than that among Japanese adults (P<0.01). Conclusion: The PR of obesity in Korea relative to that in Japan showed a gradually increasing trend. Obesity is a major problem, especially in the pilot group. Reducing the prevalence of obesity among pilots is important for reducing in-flight medical incapacitation and ensuring flight safety. Obesity management is necessary to prevent obesity-related diseases and promote pilot health.

Development of Simulation Logic for Wargame Model Based on Warhead Detonation Test Data (탄두 기폭실험 결과를 활용한 워게임모델 모의논리 개발)

  • In the performance analysis of a weapon system, the combat effectiveness is difficult to go beyond the conceptual level in the early stages of development. This is especially true in the case of new concept of weapon system that has never existed before. In this study, with the aim of analyzing the effectiveness of small personal guided weapons, the design of the warhead and the detonation test were carried out and the results were analyzed. Afterwards, trajectory of fragments were calculated from the results, and it is applied to the anti-personnel effectiveness logic which is a part of combat simulation tool. At the same time, delivery accuracy logic was constructed from Monte-Carlo simulation with 6-DOF trajectory model. Subsequent simulated experiments were conducted with test scenarios to confirm the simulation logic reflecting the results of the warhead detonation tests for verifying the simulation approach of weapon systems, and it was confirmed that the simulation logic incorporating the results of the warhead detonation tests functioned properly.
