Many railway safety measures reduce railway fatalities into half for last 10 years. But more improvement in railway safety is required to meet the social need after railway fire accident in Daegue. Reasonable railway safety index is needed to find out the weak point and efficiencies of various safety measures. But we still have only 2 kinds of safety index which are set for 10 years ago. In order to derive guideline for setting up safety index, we analyze accident cause, previous studies for railway safety improvement in Korea, and other countries safety plan. As a result some proposal for safety index was driven in this study.

SCMS is a security credential management system for V2X communication, which performs generation/ provision/validation of device's security certificates. In this paper, we will explain about the main functions of SCMS and the role of each institution, and propose the following improvement measures in the process of establishing the Korean V2X security certification system. First, connection scheme of ERA (Enrollment certificate RA) between SCMS and Vehicle Manager Information System (VIMS) will be proposed. Second part is the problem of certificate revocation and proposal of improvements.

In this study, an inverter system connected to a grid through a paralleled LCL filter is proposed. The system consists of two inverters paralleled and operated with interleaved PWM for powering up and performance improvement. Two LCL filters have two separate filter inductors and one set of filter capacitor and grid inductor in common. The differential mode current circulates through two inverters and two filter inductors. The differential mode current is removed from the filter capacitor and the power grid. Accordingly, performance improvement can be achieved due to the reduced currents in the filter capacitor and the reduced harmonics into a grid. A single-phase prototype has been made and tested, and the proposal has been verified.

This paper is about motion gesture recognition system, and proposes the following improvement to the flaws of the current system: a motion gesture recognition system and such algorithm that uses the video image of the entire hand and reading its motion gesture to advance the accuracy of recognition. The motion gesture recognition system includes, an image capturing unit that captures and obtains the images of the area applicable for gesture reading, a motion extraction unit that extracts the motion area of the image, and a hand gesture recognition unit that read the motion gestures of the extracted area. The proposed application of the motion gesture algorithm achieves 20% improvement compared to that of the current system.

Based on the analysis of defects occurring before and after painting work, this study intends to derive a reasonable improvement in judgment criteria and propose an amendment to the relevant law through the establishment of a clear fire door replacement cycle in terms of fire safety.

In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.

The study was carried out to investigate on the response of environmental sanitation problems in action of the volume based waste charge system in Seoul The responses from the 346 persons who dwelled in Seoul was stimulatively answered, this system was considered as a successful on 70.5% of total answers, but little portion(29.4 % ) of those was unknown on the mean of this system. And we knew that this system was need to the communication and education through the press media about this one. After the action of the volume based waste system, the volume of refuse discharged in a day was decreased 30 ∼40% than before. In the problems of environmental sanitation after this system, the number of sanitary insect( cockroach etc ) and rat was decreased, also the production of orders and dust caused by refuse was decreased in comparison with those before. This results were considered that the Separate Collection should be perfectly performed. In response, the regular envelope of refuse was serious problems, the improvement for this one was demanded. The kind of difficult refuse treated was waste rubbers> electric products > furniture> foodstuffs> bottles, cans> papers, pulps etc, and the next proposal for this system should be prepared. Conclusively, the volume based waste charge system should be remarkable system In terms of resources recycling as well as wastes reduction. Above all in order to conform this system the separate collection system should be systematically performed, the next improvable proposal of the detailed methods in this system should be prepared.

Lights from cities have been a grateful outcome of industrialization and a barometer of how developed the city is. However, indiscriminate exposure to artificial lights caused displeasure to people, ecological crisis to the nature, and overuse of energy. for example, excessive light is cause serious diseases such as sleep disorders, cancer in human, declining populations caused by reducing the ability to reproduce for animals and Plant yield is reduced. Therefore, each local governments have came up with ordinances in accordance with the law "Light Pollution Prevention Act". Accordingly, we've analyzed current Chungcheongbuk-do's current states investigation and reduction method proposed for the light pollution act.

Building information modeling (BIM) technology based on 3D modeling has been applied to the entire domestic construction industry since 2010. It can calculate quantity take-off considering construction productivity at design phase. Based on this, it is possible to improve the reliability of construction cost prediction of design phase in the process of cost estimation. However, Building Information Level (BIL) defined by Ministry of Land, Infrastructure and Transport and Public Procurement Service does not seem to offer doable environment due to the lack of detailed application items. By calculating construction cost that meets Construction Cost Estimate Accuracy by American Association of Cost Engineers (AACE) through quantity take-off and cost estimation based on 3D modeling of BIM technology, a BIL improvement proposal at design phase for Mechanical Contracts and Construction is provided here. Results showed that properties including outline and minimum specification of the main equipment, internal main piping, and internal main duct should be defined from the intermediate design phase to have reliable cost estimation.
