The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.

Korean society is experiencing an increase in multicultural families and single households. The incidence of the MERS, epidemic in 2015, and the subsequent cases of child abuse have been major shocks to Korean society. In addition, there has been a steady increase in household debt, that is in danger of causing a serious crisis in the stability of our society and the family. The current demand for increased accountability in the democratic process is becoming an important topic. There is also an increased awareness of natural disaster preparation due to local earthquakes that have caused concern. At this point, the lifelong education in the home economics education field in Korea is in line with the changes and crises of various societies. Problems related to family life that have happened in the real life of learners stand in the place of the study with preventive character. It should provide the best alternative for family, home, and society, and help to overcome the problems of life. In order for lifelong education to respond to these social changes $vis-{\grave{a}}-vis$ Home Economics Education, it is necessary to develop: 'formation and improvement education of family relationship', 'crisis prevention and management coping ability training', 'safety education', 'learning communication and consensus processes', 'consumer culture education', 'ethics education on environment and resources', 'sustainability education', 'local education of family relationship', 'crisis prevention and management coping ability training', 'safety education', 'learning communication and consensus processes', 'consumer culture education', 'ethics education on environment and resources', 'sustainability education', 'local economic activation education', and other topics of lifelong education topics related to the field of Home Economics Education are required. Consequently, various related programs should be further developed and disseminated.

Purpose: The Korean franchise market has undergone drastic growth in recent years. Followed by expansion of franchise business types, relevant legal matters have diversified. Compared to conventional economic laws that focused on resolving problems related to unfair transactions between franchisors and franchisees, more diverse labor laws have emerged recently due to governance and economic dependencies of franchise structure. However, it was found that the business environment of franchisees and working conditions of franchisee employees have not changed accordingly due to the unique structure of franchise business. Though franchisees are entrepreneurs independent from franchisors, they are still under franchising contract with the franchisors. For instance, employees of franchisees have been exposed to malpractices in regard to pay, time, and other working conditions. These malpractices may show the ineffectiveness of current labor laws. Labor management is an important issue for sustainability of franchise businesses. Negative publicity of franchises generated from violating relevant labor laws may have significant negative impact on overall image of franchised brands. However, franchisors should not hold franchisees fully responsible for legal violations in terms of labor management but strive to prevent relevant risks. Thus, the recent amendment in labor law related to increased minimum wage and reduced worktime have called for more attention to effectively implementing the law. Research design, data, and methodology: This study was conducted through a review of franchise-related laws and various institutions and policies. Results: It is further needed for all parties, including franchisors, franchisees, and franchisee employees, to take collaborative actions to improve working conditions of franchisees. Therefore, this study aims to propose appropriate and effective response plans toward recent changes in the Minimum Wage Act, while strengthening sustainability of franchisors, franchisees, and their employees. Conclusions: The proposal mainly contains plans regarding profit-related aids and profit sharing/cost reduction strategies for franchisees, as well as collective bargaining in the franchisor-franchisee relation. More detailed suggestions are included. Conclusions: This proposal may help franchisors and policymakers develop business plans and policies in improving business conditions of franchisees and working conditions of franchisee employees.

자연공원시설의 정의와 친환경성의 개념을 정립하고 자연공원내 시설과 관련된 기본법인 자연공원법과 기타공원시설물의 관련법규들 중에서 용도지구 내 시설설치 허용기준과 공원시설의 정의 시설물의 종류 및 시설물의 설치.관리 등 관련 법제도를 친환경성 측면에서 검토하여으며 미국, 일본 및 대만 등에서의 친환경적인 자연공원시설물 관련법규를 살펴보고 국내.외 법제를 비교분석하였다 친환경적 측면에서의 자연공원시설의 설치 및 관리상의 문제점을 종합해 보고 이에 따른 친환경성을 고려한 자연공원시설의 법.제도와 관련하여 공원 시설종류의 일부 삭제 및 추가와 시설기능 변경안이 포함된 공원시설물의 친환경성 증진을 위한 현행 자연공원 법령(법.시행령.시행규칙)의 개정안과 자연보존지구, 자연환경지구, 취락지구 등의 용도지구 내에서의 허용행위기준과 집단시설지구 내 녹지기준의 개정안을 제시하고 시행규칙상 시설물의 신설을 권고하였다.

Many administrative policies for regional activation have progressed the expansion and improvement of convenience institutions. Most appraisals about rural community influenced by urban life convenience are affirmative, but chasing urban life convenience is a cause of breaking out regional identity. Recently, new rising methods of theme and characteristic to imply regional identity, are ways of regional activation through neighboring network around satellite of rural community. In this study, I research and suggest applicable possible proposal of rural communities in Korea. by survey of neighboring network methods of Asan Live Museum in Japan applied ecomuseum concept for regional activation.

The purpose of this study is evaluate the direct payment program for rural landscape conservation and deduce facts to improve. This research is composed with a survey on local government officials and farmers joined this program, and used monitering in selected 41 zones. According to the surveys, this program showed a positive contribution to the effects: village harmony, visitors increase, village income. However, It's contribute in short term objectives, but has not yet reach the ultimate goal such as regional development through visitors and village income. We found some problems in the monitering, on the agreement with farmers, range of village activities, operating AgriX program, etc. Finally, we suggest some proposals ; 1) to redefine the aims and range for the program, 2) to clarify a village action program, 3) to strength the admission procedure, 4) to designate district based on landscape resources survey.

This study focuses on the proposal of the basic data for the design guideline on the coming design, through the comparison analysis of the community facility's layout type inside housing complex, the space configuration and the characteristic of space program for the achievement and improvement of the physical space to cultivate the sense of community. This study investigate interviews with designers, administrators, residents, and site survey. The result of study shows that the community facilities in the public rental apartments have changed to include various programs and to increase the area like the public sales apartments, but there are spacial transformation if the community facilities do not apply the residents characteristic.

Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.

Information Technology (IT) makes a great contribution towards improvement of productivity in construction industry. Because most of researches of construction industry's IT are focused on the whole field of the industry or development of information system, however, these have no regard for conditions in fields. Thus, this study proposes the requirements in order to improve the productivity and efficiency of field execution of construction industry. To achieve this aim, the surveys are conducted of the problems and conditions of IT application on site workers and managers. As a result, the followings are suggested: (1) user training should be exercised continuously, (2) infrastructure of IT constructed, (3) total management system of field execution developed, and (4) the development of IT system focused on fields. Therefore, this study provides meaningful proposal that can be set up basic direction toward IT investment and IT system development.

Home-Automation which it automates as connection home by network gives human beings to many conveniences but there is problem must solve. Rightly it is an illegal infiltration against the information transmission and a joint ownership of information home appliance machinery and tools. Especially design of Home Automation is necessary for Information Security because the vulnerability is exposed when it is connecting on the mobile communication terminal and the home appliance machinery and tools. In this research, we're going to help to function and efficiency improvement of Korean Home-Automation by Security Design and proposal for a research and development of Korean Home-Automation.
