The editorials of the leading newspapers may reflect as well as help formulate the public opinions to a significant degree. Bearing this in mind, this study was carried out to provide information useful in formulating such public health policies that could practically meet the social interests and demands in health appearing in the editorials of the newspapers. This analysis covered the editorials of 5 leading newspapers such as Donga Ilbo, Chungang Ilbo, Hankook Ilto, Chosun Ilbo and Seoul Shinmoon for about 10 years from Jan. 1st, 1970 through Oct. 31th, 1979. The major findings are as follows: 1. The total number of health-concerned editorials in the five daily papers for the period was 1,768 or occupied 6.4% of the total editorials of the same sources. The increasing trend of frequnecy of the health-concerned editorials since 1976 indicates the increment of social interests and demands in health. Analysing the contents, environmental pollution received the greatest attention in those editorials, which was followed by medical affairs, environmental sanitation, and disease control in order in terms of frequency of appearance. However, there was a tendency that the interests in the environmental pollution, medical affairs and social welfare tended to increase year by year, whereas those in environmental hygiene and disease control comparatively decreased. 2. Motives of dealing with the health-concerned editorials were provided by announcement of the governmental policies and implementation for 25.6% and by out-breaks of the relevant events for 23.9%. This tendency coincides with the general characteristics of the editorials that reflect the timely issues. Closely analysing, however, the fact that the motives engendered by the out-breaks of the relevant events or by the season concerned comparatively tended to decrease as years pass by, indicates that the editorials tend more to seek the future-oriented demands in health rather than the current issue-oriented. 3. The editorials appeared to be more concerned with the governmental policies. 95.7% of all the editorials analysed were addressed to the government. This signifies the role of government in the field of public health and medical affairs. Their attitudes toward health-related policies of the government were much more negative than the other editorials that were addressed to the government in other fields. This suggests that the governmental interests in health were neither sufficient nor fair. 4. What the editorials most stressed were; (1) increment of governmental interests in health, (2) improvement of the governmental health administration, (3) enriching the basic statistics, and (4) development of various technologies pertinent to health affairs and disease control, and so forth. However, must of their suggestions were not concrete but rather abstract and conceptual. 5. The editorials also expressed strong interests in research area. The areas of the needed research most suggested by items are; (1) development of effective health care delivery system, (2) establishment of more practical system of calculating medical cost, (3) implementation of effective policies to control degenerative diseases, (4) division of medical care services and pharmaceutical services systems, (5) effective ways to prevent Co poisoning accidents, (6) changing status of environmental pollution and its effects upon health, and (7) status of occupational diseases, and so forth. 6. There were some editorials -not small in quantity -that have risk to mislead the public opinions as well as the health policies due to lack of professional knowledge of the writers. It is desirable to establish some kind of mechanism that screens the erroneous contents of the editorials to help prevent misleading opinions.

The production of abalone seed has grown and been specialized since the 2000s with the growth of the abalone farming industry. Despite the increase in the production of abalone seeds, the sales volume of abalone seeds remained flat and competition among producers increased. This paper will analyze the management efficiency of abalone seed production fishery to diagnose the management status and improve the abalone seed production efficiency. In addition, this study is the result of the basic research on the abalone seed industry and it is meaningful to prepare a platform for further research since the management status survey and the management efficiency survey of abalone seed production fishery have not been conducted until now. The data on the farmed fish prices of abalone seeds were collected from surveys of sample fish as part of the fish seed observation project conducted by the Fisheries Outlook Center (FOC) of Korea Maritime and Fisheries Development Institute (KMI). Management efficiency analysis utilizes DEA (Data Envelopment Analysis) model. The DEA model was analyzed by classifying into CCR (Super-CCR), BCC, and SBM (Super-SBM) models according to the assumptions taking into account the characteristics of the industry. The slack considered in the SBM model was judged as possible decreases in input variables and increase in output variables. The average efficiency from the CCR model was analyzed to be 69%. The BCC model was classified into input and output orientations, and the average efficiency was 79% and 75%, respectively. There were seven production fisheries with an SE value of 1 or more, which remained unchanged in terms of size and could be benchmarked. The average efficiency of the SBM model was 59% for CRS and 66% for VRS. Under the VRS assumptions, the variable increase/decrease efficiency analysis shows that labor costs can be reduced by 37.3%, facility capacity by 18.8%, and operating costs by 8.5%. In order to improve management efficiency, Wando needs to reduce labor and management costs. In Jindo region, sales increase as well as labor cost reduction is urgent. In other regions, reduced facilities and increased sales are recommended.
In order to actively use of records and information in current digital record management systems, we have to check whether a system is designed to fully support the user of records and whether the good use of the system is being. This study analyzed the status of the use of the search function of Records Management System(RMS) for public agencies, and evaluated them. In order to investigate the status of the use of the search function, it surveyed records managers of public agencies using the RMS. The result showed that records managers unsatisfied with the usability and the search performance of the RMS. To evaluate the search function, it identified the functional requirement of the system and develops a checklist that can be used for evaluation. Two assessments were conducted. Firstly, as pre-evaluation, it assessed the degree of implementation of the current RMS according to the checklist as an inspection chart using document examination method. Secondly, it assessed the degree of implementation using a survey of records managers of public agencies that use the RMS. Assessment results show the improvement of the basic features that are essential to the system is required. In particular, the search function is required to improve user-friendliness for the user. For the advance of RMS, this study discusses the necessity for improvement of the search functions, the build of continuous maintenance and management system, and the user education.
Purpose: This study is based on the detailed inspection data for the last 6 years of fire-fighting high ladder vehicles, fire-fighting inflected ladder vehicles, fire-fighting chemical vehicles and fire-fighting pump vehicles used in front-line fire departments. The purpose is to contribute to the technological development of fire-fighting vehicles by grasping the implementation status of each city and province, the rate of defects, and the occurrence of defects by year. Method: The implementation status by city and province, defect incidence rate, and defect occurrences by year were analyzed. Result: From 2012 to 2017, when the average of 230 or more overhaul vehicles was requested, the results of each city/province show slight fluctuations, but the number of defects gradually decreased due to the old fire-fighting vehicle replacement project and the response of fire vehicle manufacturers. Conclusion: In the case of fire-fighting ladders, the incidence rate of defects was found to be in the order of elevator device, electric device, ladder device, and pneumatic supply device. And in the case of the fire fighting ladder, it was confirmed that the incidence of defects appeared in the order of the refractive ladder, hydraulic cylinder, hydraulic oil, and pneumatic supply device. In the case of fire-fighting chemical vehicles, it was confirmed that defects occurred in the powder fire extinguishing device, fire pump, vacuum pump, and pneumatic supply device.
The information security disclosure system (ISDS) has been implemented since 2016 to ensure the protection of stakeholders and the right to know, and to promote voluntary investment in information protection by companies. Regarding the information security disclosure system, there have been studies that urge the implementation of the system, but studies that analyze the contents disclosed after the implementation of the system or suggest improvement directions are few. In this study, the contents of the information security disclosure system that had been announced on the information security industry promotion portal until 2019 were analyzed, the current status was summarized, and the direction of system improvement was suggested. In some cases, companies that disclosed information through the disclosure system increased the number of personnel in charge and obtained certifications related to information security, but did not find any effect on the increase/decrease in investment. The current disclosure system has not been activated because it has difficulty in giving individual companies incentives to disclose. Thus, this study suggests the inclusion of ISDS to information security management system (ISMS), which is currently mandatory for certain companies. In the current disclosure system, it is difficult for the company's stakeholders or customers to check the contents of the disclosure. As a way to do this, a method of including in the contents of the personal information processing policy or the notification of the use of personal information was suggested.

The purpose of this study is to examine the status of RDA adoption in Korea and the perception of university librarians on RDA adoption. For this purpose, the adoption status of two libraries that adopted RDA among domestic libraries was analyzed. In addition, interviews were conducted with eight university librarians, and narrative responses related to the adoption of RDA were collected and analyzed. As a result of the interview survey, the research participants recognized that the concept of RDA is very difficult and abstract, there are few implementation cases where RDA is applied, and that it would be very difficult to adopt RDA due to the personnel and budget conditions of the local library. The RDA adoption method recognized by the research participants is to improve RDA awareness, conduct RDA education, prepare guidelines for constructing hybrid bibliographic records when RDA is adopted, operate an RDA pilot institution, and establish a performance model. In addition, research participants need coordination with companies for implementation, prefer to change a specific point in time rather than batch retroactive conversion, discover success stories, establish RDA-related online channels, build and utilize national authority DB, and use the national budget and system support. In this study, based on the research results, a plan to adopt RDA for university libraries in Korea was presented.

The seventh year of implementing online material deposit demands a systematic collection, legal and regulatory improvements, and the establishment of a long-term strategic plan for online material collection. In this study, we aimed to propose an online material collection strategy and a long-term roadmap for preserving online resources as national intellectual and cultural heritage for future generations. To achieve this, we analyzed the status of domestic and foreign libraries, related laws and regulations, and the types and collection status of online materials. Based on this analysis, we proposed practical collection standards and methods. Ultimately, a long-term roadmap and implementation plan were suggested. The long-term development plan for online material collection established a phased, concrete implementation strategy. This includes the foundation-building phase of online material collection, followed by the expansion phase, and finally reaching the maturity phase.

Objectives: The purpose of this study was to investigate the current status of and problems with the Safe Community Programs in Gangbuk-gu, one of the 25 districts of the capital city of Korea. Methods: The study subjects were 396 individuals who were involved in Safe Community Programs between 2009 and 2011. We examined the effectiveness and willingness of respondents to participate as a safety leader of the Safe Community Program with a questionnaire. We examined the injury death rates of Gangbuk-gu by using of the death certificate data of Korea's National Statistical Office. Descriptive statistics and chi-squared tests were used. Results: The effectiveness of programs did not differ but active participation differed significantly among subjects (p<0.05). The injury death rate of Gangbuk-gu as a whole increased during the implementation period. However, senior safety, in particular, may be a helpful program for reducing injuries in Gangbuk-gu. Conclusions: This study suggests that the lack of active participation may be a major problem of Safe Community Programs in Gangbuk-gu. Therefore, Safe Community Programs should be expanded to the entire district of Gangbuk-gu and more active participation programs should be developed.
The implementation of the voice dodec is imjplemented by using TMS320C30, which is the floating point DSP chip from Texas Instrument. QCELP (Qualcomm Code Excited Linear Prediction) is used to encode and decode the voice. The QCELP code is implemented by the TMS320C30 C-dode. The DSP board is controlled by the PC. The PC program tranfors the voice file from and to the DSP board, which is also implemented by C-code. The voice is encoded by the DSP board and the encoded data is transferred to PC to be stored as a file. To hear the voice. the voice data file is sent to DSP board and decoded to synthesize audible voice. Two flags are used by both programs to notify the status of the operation. By checking the flags, DSP and PC decides when the voice data is transferred between them.
