University library evaluations have previously put emphasis on how many collections a library has, what kinds of services it offers, and how satisfied its users are with the services. But these evaluations are not enough to show how much impact university libraries have on their stakeholders and how they can contribute to the mission and purpose of the parent organization. This study is a starting point of discussion for the impact and value measurement of university libraries. The aim is to identify a university library's impact in terms of various stakeholders and accordingly determine its measuring element. The impact of a university library on students can be measured by the students' study, success and accomplishments. The impact on professors can be measured through the success of their teaching and research productivity. Finally, the impact on a university can be realized by understanding how a library affects university's reputation and success.

This study is to examine the effect of book festivals on personal reading habituation and library revitalization. The survey of participants of book festivals is conducted. As a result, it appears that participation of book festivals has a impact on personal reading habituation and recognition of and using library. The followings are results of this survey: recognition of participants about book festivals has a impact on personal reading habituation and recognition of library and using library, but the effect(2.1~4.7%) is slight; Satisfaction of book fair(display and selling booths) has a impact on personal reading habituation(30.1%); Satisfaction of experience booths has a impact on recognition of library(22.4%) and using library(26.4%); Satisfaction of participating in book festivals also has a impact on participant's reading habituation(24.5%), recognition of library(20.1%) and using library(27.5%).

Outcome indicators measuring public libraries´ impact on the community and individual community members have a great utility on the accountability improvement better management and role enhancement. This study identifies such areas of demonstrating public library impacts as economic value, social contribution, and information literacy, by literature review. A framework pertinent to develop public library outcome indicators is suggested for implementing outcome based evaluation in an individual public library´s environment.

The purpose of this study was to investigate the three-year results and impact of a school library revitalization project. The data were collected using school library surveys, questionnaires, and group interviews. The analyses particularly focused on examining the impact of library schedules, programs, collections and uses on the school library's academic achievements. The analyses revealed that the school library uses and the recognition of their importance were improved significantly through school library establishment and remodelling and that school libraries could positively influence students' academic achievements, as shown by studies of the U.S. school libraries. Due to the lack of library collections and professionals, however, it is desired to carry out a further research in this area.

The purpose of this study is to examine international trends in performance evaluation of public libraries. We examined major theoretical models for performance evaluation and its measurement guidelines and tools in the literature. We also conducted case studies to investigate actual practices in major regional public library systems in the United States. In-depth interviews with library staff were conducted in three large U.S. public library systems along with analyses of both internal and public documents. The results of the study inform that the most noticeable trend of performance evaluation was to assess the impact of public library in the lives of citizens and the society. Guidelines and methods to measure intangible impact were developed in both international and national levels. These efforts were also found at the local library levels. While the outcome and impact measures were found to be direct reflections of strategic goals of the library systems, actual impact measures have yet to be refined in actual library practices.

The outbreak of the corona virus diseases (COVID-19) in the late 2019 has affected all facets of educational system including library and information services. Reference services, an important aspect of library services are not exempted from this impact. This study therefore, investigated the impact of COVI\D-19 pandemic on the use of reference services and sources by postgraduate students using Kenneth Dike Library (KDL), University of Ibadan, as a case study. Using descriptive survey of correlational type, the study adopted the use of structured questionnaire to randomly select three hundred (300) postgraduate users of reference sources and services in KDL using online survey monkey. Of the three hundred (300) copies, two hundred and twenty three (223) copies, repre- senting 74.3% were retrieved and used for analysis. Findings revealed that, in spite of COVID-19 pandemic, most postgraduate students used Current Awareness Services (203, 91.0%, mean = 3.19), Reference Sources (202, 90.5%, mean = 3.18) and On-line Public Access Catalogue (195, 87.4%, mean = 3.13); low frequency of bibliotherapy (mean=2.22), Reader's Advisory services (mean=2.30) and inter-library loan (mean=2.13) and that COVID-19 pandemic had high impact on post- graduate students' use of reference services in Kenneth Dike Library, University of Ibadan. Based on the findings, recommendations were made that library management should consider the adoption of virtual reference services (VRS) in addition to the conventional mode of refer- ence services to enhance patronage in the COVID-19 era. The library users should also be trained on how to take advantage of the COVID-19 pandemic to learn new skills in the digital space that will eventually optimize the usage of the library remotely.

The purpose of this paper is to investigate the domain authority, number of webpages, links, and calculate the web impact factor of six public libraries of India which are fully funded by Ministry of Culture with the supervision of administration. The data for the study were collected from websites of concerned libraries with the help of a suitable search engine, Open Site Explorer. The study found that the highest domain and page authority was recorded by Khuda Baksh Oriental Public Library and National Library, respectively. It also further revealed that excepting the two libraries, i.e., Khuda Baksh Oriental Public Library and Delhi Public Library, the internal equity-passing links and total internal links of rest of the libraries is zero. National Library leads with maximum total links and total equity-passing links, also with the highest followed linking root domains, total linking root domains, and linking C blocks, and concludes with the web impact factor of Central Secretariat Library recording the maximum, followed by National Library and Khuda Baksh Oriental Public Library.

The emergence of digital library has been recognized as the paradigm shift of medium from paper to electronic, or that of the library function from ownership to access. From the point of view that digital information is the core constituent of digital library and is produced by electronic publishing, this paper explores the relationship between electronic publishing and digital library with special attention on recent digital library projects. And investigates the possibility of the transformation of scholarly communication system through digital library function as well as the impact of electronic publishing on the library functions.

This study aims to raise academic library funds in Korea through how to raise funds and what conditions are. In order to do this, case studies on academic library funds of university in America as well as academic library funds of university in Korea have been analyzed. As for the specific plan for raising academic library funds, I have indicated to establish office for library development and include library as one of allotment for infrastructure which is similar to the Development Impact Fee in the U.S.A., and the use of library supporting organizations like "Library Friends."

The purpose of this study is to empirically analyze the impact of library service quality on the continuous use of libraries by international students and to verify that library anxiety plays a mediator role between the two variables - 'library service quality' and 'continuous use intention'. To conduct this study, library service quality, continuous use intention, and library anxiety of 213 Chinese international students was measured and the hypothesis through structural equation modeling was verified. The result of the study suggests that library service quality has an impact on continuous use intention and that library anxiety mediates the two variables. Based on the research result, the development of library service for international students was discussed.
