Legal and Regulating Improvement for Distribution of Used Medical Equipments (중고 의료기기의 유통에 대한 법적 규제 개선)

  • Used medical equipment utilized in medical technology, most are not human or environmental risks likely to in normal medical technology. Therefore, the risk is close to zero so that medical devices are classified into Class 1 medical device, such as little or no risk by treating. It can be minimized without arising unnecessary and waste of time. As handlers in the medical device vendors are expanding the area of the business, we can uplift operators' commitment to the business and for the people's choice. In this paper, our research are presented to improve the legal and regulatory directions for the distribution of used medical devicesin in order to establish and promote a fair deal of diversity.

  • In this article, we have presented a framework, designed to create new services for businesses, which use large sets of medical data. It is not a simple data analysis step, but it clarifies the purpose of data utilization, analyses it, extracts value from it, and designs a process from actual business or service to an operation. The designed frame work covers the basic architecture and social system model. It was designed, using basic data, which was focused on large sets of medical data, and to be applied to a social system with reference to the designed framework. We are looking forward to create various medical business alliances and services applying the designed framework to the available sets of basic medical data.

A Comparative Study on National and International Hospital Accreditation Systems Focusing on Korea, the U.S., and Australia (의료기관인증제도의 국내외 비교 연구 -한국, 미국 및 호주 중심으로-)

  • The purpose of this study was to ascertain new policies fo the development of the Korean Hospital Accreditation Program (HAP) by comparing and reviewing the domestic HAP of Korea, the U. S. and Australia as well as the International Accreditation Program of the International Society for Health Care Quality. The results of this study are as follows. First, it is necessary to improve the standards of the HAP such as 'patient and community centered standards' and 'staffing related standards'. Second, it is necessary to strengthen patient safety through the HAP. Third, the linkage among the HAP, clinical indicators and patient experience evaluation should be strengthened. Fourth, the competencies of surveyors should be improved. Fifth, the HAP of small and medium hospitals also needs to be vitalized. Sixth, it is necessary to improve the disclosure of the healthcare quality evaluation results. The findings of this study can be used as a basis to improve the Korean HAP.

Implementation and Design of WISD(Web Interface System based DICOM) for Efficient Sharing of Medical Information between Clinics (의료기관간 효과적인 의료정보 공유를 위한 WISD의 설계 및 구현)

  • For efficient compatible system between medical clinics, the medical information has to be built on a standardized protocol such as a HL7 for text data and a DICOM for image data. But it is difficult to exchange information between medical clinics because the systems and softwares are different and also a structure of data and a type of code. Therefore we analyze a structure of DICOM file and design an integrated database for effective information sharing and exchange. The WISD system suggested in this paper separate the DICOM file transmitted by medical clinics to text data and image data and store it in the integrated DB(database) by standardized protocol respectively. It is very efficient that each medical clinic can search and exchange information by web browser using the suggested system. The WISD system can not only search and control of image data and patient information through integrated database and internet, but share medical information without extra charge like construction of new system.

Review of Responsibility in Case of Medical Tour Disputes (의료관광 분쟁시 책임주체에 대한 검토)

  • Medical tour can be said to be a new high added-value tour industry of 21st century. The development of varied and distinguished medical tour products by each country will further vitalize the medical tour industry. As the interest in such medical tour increases, it is necessary to analyze the demand and interests of tourists accurately and prepare medical tour products to be provided in order to develop and promote medical tour products. The government considers the medical tour industry as an industry with high expected effects in job creation through promotion of experts in global healthcare industry and national economy development through high added-value creation, and has expanded aid policies in medical tour field with improvement of medical tour immigration system, one-stop service system for medical tourists, and medical tour labor force promotion system. Nevertheless, there are disputes between foreign patients and medical tour inviting businesses, along with medical accident disputes between foreign patients and medical staff and disputes with those working in the tourism industry. This article reviews the types of disputes occurring around the inviting businesses related to medical tours and tried to review the resolutions. Through this, it was found that medical tour inviting businesses have the responsibility to connect the mediated benefits and risks and also the responsibility to process the tasks. Thus, in case dispute occurs due to passive actions from establishing agency agreement to active mediation results, it is difficult to escape the liabilities. Also, in a medical tour agency contract, the inviting business must be aware that it bears the responsibility to explain and advise the details on benefits and risks to foreign patients. The "Guide to arbitration system for resolution of medical disputes with foreign patients" by Korea Health Industry Development Institute Act presents a method to resolve disputes according to the [laws on medical accident damage relief and medical dispute arbitration] in case a dispute due to medical accidents occurs to foreign patients when the foreign patients prepare diagnosis agreement, Whether such method is sufficient to protect foreign patients, however, is thought to require discussions from more diverse perspectives. In order to vitalize medical tourism, the development of diverse products is also important, but the countermeasures against related disputes should also be prepared. Such is expected to contribute to a greater advancement based on trust of foreign medical tourists alongside excellent medical technologies.

An Efficient Personal Information Collection Model Design Using In-Hospital IoT System (병원내 구축된 IoT 시스템을 활용한 효율적인 개인 정보 수집 모델 설계)

  • With the development of IT technology, many changes are taking place in the health service environment over the past. However, even if medical technology is converged with IT technology, the problem of medical costs and management of health services are still one of the things that needs to be addressed. In this paper, we propose a model for hospitals that have established the IoT system to efficiently analyze and manage the personal information of users who receive medical services. The proposed model aims to efficiently check and manage users' medical information through an in-house IoT system. The proposed model can be used in a variety of heterogeneous cloud environments, and users' medical information can be managed efficiently and quickly without additional human and physical resources. In particular, because users' medical information collected in the proposed model is stored on servers through the IoT gateway, medical staff can analyze users' medical information accurately regardless of time and place. As a result of performance evaluation, the proposed model achieved 19.6% improvement in the efficiency of health care services for occupational health care staff over traditional medical system models that did not use the IoT system, and 22.1% improvement in post-health care for users who received medical services. In addition, the burden on medical staff was 17.6 percent lower on average than the existing medical system models.

  • It may be summarized to four kinds of innovation through global convergence, and the convergence of adjacent areas according to mega-trends in medical services market and actively introduced ICT technologies, public and private partnership. Health care is no longer a local industry, it is becoming Global Convergence. In the case of developed countries, it is increased to income levels, the development of new medical technologies, while the increase in specialized medical services and need of aging population. It increases migration of foreign medical personnel, geographical proximity and choice of the best medical technology, regardless of the cost. The increasing demand for high quality yet relatively low foreign prices of medical services. Hospitals are especially spread of international certification such as the US JCI standards. Hospital exports are being evaluated and opened the way for the export industrialization as ICT convergence hospital that can be exported to the fusion-related technologies more efficiently. Current local hospital has already reached saturation, globalization of Korean hospital is being the time necessary. Thus, unlike a strategy for each country, as well as technology transfer it is also possible, such as total exports provided the building, medical equipment procurement, local medical personnel (doctors and nurses) selection and training, PR and marketing. In the current medical law and need to be revised prospectively maintained for publicity and abroad, there is a need for further legal dragons and actively support a more flexible policy on the application of national law overseas medical services.

  • 현대사회에 유행처럼 자리잡은 웨이트 트레이닝의 부상률이 높은 것으로 확인되었다. 가장 큰 부상 원인은 '무리한 동작'으로 자신이 수행할 수 있는 운동강도를 인지하지 못하여 근력 유지가 되지 않아 발생한다. 이러한 문제를 해결하기 위하여 근력 유지 실패를 일으키는 원인인 '근피로도'를 검출하여 개인에게 적합한 운동 강도를 찾는 연구를 진행하였다. 그 결과, MNF 기울기 분석을 통해 운동 반복횟수가 증가함에 따라 근피로도가 커지는 것을 확인하였다. 향후, 잡음에 강한 매개변수를 바탕으로 연구가 이어진다면 웨이트 트레이닝의 부상률이 낮아질 것으로 사료된다.

  • 청각 기능에 문제가 생겨 소리를 잘 듣지 못하는 청각장애인은 육아를 위해 베이비시터를 고용하거나 청각장애인용 소리감지 시스템을 사용하지만, 이는 비용적으로 부담이 될 수 있다. 이러한 문제를 해결하기 위해 사운드 센서 기반의 아기 울음소리감지 시스템을 제안한다. 이는 아기가 있는 곳에 소리감지 시스템을 설치하고, 일정 크기 이상의 소리가 감지되면 손목시계 모양의 웨어러블 디바이스에 진동을 발생시켜 아기가 울고 있음을 알려준다.

  • 수재해의 증가로 인한 지하차도 침수 사고가 빈번히 발생하고 있다. 지하차도 침수 사고를 예방하기 위한 여러 대비책들이 있지만, 예방적 관점에서 볼 때 사람이 직접 모니터링 하는 방법 이외에는 적절한 예방책이 되지 못한다. 이러한 문제를 해결하기 위해 강수량에 따른 지하차도 진입 여부 시스템을 제안한다. 강수량과 배수량의 차이를 통해 침수 위험도를 판단하여 진입 여부를 파악 후 운전자에게 정보를 전달해 사고를 예방할 수 있다.
