  • Korea Electric Power Research Institute has being carried out an IEC 61580 based communication service test on domestic IED trial products developed related to power IT project. This paper describes IEC 61850-10 conformance test and testing items established by UCA international Users Group and this study is on the analysis of testing results from IED communication service with selected testing blocks, which consist of Basic association, Dataset, Reporting and GOOSE.

  • Domestic dominant method in subcontract cost estimate for comprehensive program management is estimation by referencing similar cases or relying on the experience and expertise of the engaged. However, this method is not reliable due to lack of accuracy, making it harder for clients to plan and budget the program. Since budget itself is roughly estimated, it becomes a source of cost rise in the course of management due to design modifications. Therefore, the client and service providers shall calculate more accurate service cost by applying objective and scientific method in order to minimize cost rise and cost related dispute. Traditional cases, in estimating program management cost, took Top-Down approach based on precedents and experience. On the contrary, this study will categorize management structure into phases and activities, issue WBS for each phase to estimated schedule and cost for each code, and take Bottom-UP approach. By taking this approach named ICEP (Integrated Cost Estimate based on Project), Set project typical model will be developed for service cost estimating, calculate cost by applying project-specific factors. Also, by analyzing progress data and allocated management cost to complement them, more efficient construction management will take shape based on program management cost standards which reflect project-specific features.

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

  • Congestion is a growing concern of many global cities and the demands on Infrastructure services within a locale coupled by the rising expectations from the growing population places stress on these cities. This entails the ability to build a sustainable community that requires an understanding and recognition of Population growth, changing demographics and the ever changing urban development on both a macro and micro level. Infrastructure is an integral part of Australian economy, particularly the 'Infrastructure Assets Management' which highlights the importance towards the development of sustainable communities for Melbourne's future. Melbourne 2030 is a comprehensive representation of government's response to a wide-ranging population growth within Melbourne metropolitan and surrounding areas. Urban plan and specific Infrastructure Assets Planning needs not only to provide sufficient Infrastructure to a community, but it must also be efficient and innovative so that it produces an optimised management system. A system that incorporates engineering techniques that will be sustainable for decades to come by maintaining an acceptable level of services to its intended community in an effective manner, which also strengthens service delivery. The fundamental challenges for optimization of Infrastructure with the Melbourne urban plan is, the ability to manage and sustain maintenance of Infrastructure to provide the acceptable level of service required by the community in a most effective manner which also strengthens service delivery to contribute towards Melbourne 2030. This paper particularly investigates some of the fundamental issues within the Melbourne urban plan such as Infrastructure Asset Management, AusLink and the Australian Road Management Act 2004, which the Governments at all levels must deal with to provide an economically viable solution to the changing Infrastructure so it may suits the needs and services the strategies of a metropolis.

An Analysis of the Economic Effects of the Project which Constructs the Platfonn for Broadcasting and Communications Convergence Public Service (방통융합 공공서비스 플랫폼 구축사업의 경제적 파급효과 분석)

  • This paper is to analyze the economic effects of the broadcasting & communications convergence public service platform build-up. For the economic effect analysis, we reclassified the Broadcasting & Communications Convergence Industry Classification System and re-drew up 2009 Inter-industry Relations Table by using the 2003 Inter-industry Relations Table issued by the Bank of Korea and the RAS techniques. And we analyzed the economic effects that can be drawn from the broadcasting & communications convergence public service platform establishment. As a result, the gross production inductive effect which appears with the economic effect of the broadcasting & communications convergence public service platform establishment project from 2009 to 2014 came out to be about 3trillion 325.1 billion KW, added value inductive effect of 2trillion 976.5billion KW and the employment inductive effect of the job creation of about 13,806 people. Afterward, it is anticipated that the broadcasting & communications convergence public service platform build-up project to contribute to the improvement of Koreans' daily life. Moreover, this research will be used as a valued basic material in the pursuit of the future broadcasting & communications convergence projects.

  • The aim of the study is to analyze and evaluate the Child Health Management Service that was promoted as a part of Mother-Child Health Guidance Project by the Public Health Center of BukCheju-gun in 1999, to reflect the problems needed to be improved, and, thus, to present the integral program model for the Child Health Management Service that guides childhood health, regarded as the foundation of that of the adulthood period, to the optimum level. The common results of the evaluation of the Child Health Management Service of BukCheju-gun public health center are as below: 1. In the aspect of public information, the existing simple material and method of public information was not effective. 2. The opportunities for the necessary training and education to develop the persons concerned and their ability for the Child Health Management were not enough.3. The environment under which the service, aimed to promote Child's health, was carried out was not clearly divided from that of the services related with the prevention and treatment of disease. And the service environment for the child health was threatening to the clients.4. Still, the actual result was pursued more than the quality management, while carrying out the project. With the reflection of the above result, the research has presented the program model of Child Health Management Program for the next. The main concept of the model is, through the establishment of the network for information offerings and effective convergence of a variety of opinions for the community around the Public Health Center and for the correct evaluation of the project and the reflection of the result from it, to achieve the ultimate goal of the optimal growth and development of the childhood by expanding the support necessary for carrying out Child Health Management Program more effectively.

Prescription Characteristics of Antibiotics for Clinical Subjects of Acute Respiratory Infection Outpatients -Using National Health Insurance Big Data- (급성호흡기감염 환자의 표시과목별 항생제 처방특성 -국민건강보험 빅데이터를 활용하여-)

  • Objectives: This study analyzed the prescription antibiotics characteristics of Acute respiratory infection outpatients. It provides a basis for establishing the correct evaluation project on appropriate prescribing indicators. Methods: The research data were collected from the National Health Insurance Corporation's 2014 sample cohort for Internal Medicine, Pediatrics, Otorhinolaryngology, Family Medicine and General practitioner clinics classification of diseases codes J00-J06, J20-J22, J40 outpatients. Results: The antibiotic prescription rate on the evaluation project for appropriate prescribing indicators of Health Insurance Review & Assessment Service was 43.54%, whereas in this study it was about 10% higher because the analysis targeted the entire acute respiratory infection diagnosis. Conclusions: There is a need to identify the correct antibiotic prescription by expanding the current assessment standard. Such standard must include acute lower respiratory infections and minor diagnosis because current evaluation projects on appropriate prescribing indicators targets only the major diagnosis of acute upper respiratory infection.

  • In the EPC(Engineering Procurement and Construction) project of the plant, procurement engineering has a profound effect on the profitability of the project. It is important that the procurement specifications are well written to ensure that procurement engineering works properly. In the meantime, the procurement specifications have been created by the experience of the person in charge because there was no system for helping procurement engineering. To cope with this situation, we are developing a procurement engineering management support system (PeMSS). This paper describes how to implement a knowledge-based service in the procurement engineering management support system. First, we briefly introduce the PeMSS, the knowledge base application field, and how to apply it. The parts that requires knowledge-based service are parsing the requirements in the PDF (Portable Document Format) file and management of the document provided by the supplier of the equipment.

  • This study focused on the status of dental care development for children and adolescents. In contrast to the chronic disease management project, this research intended to provide basic data for the expansion of the system. We summarized the status of the system's expansion since 2012. It analyzed research reports, papers, related literature and books on the system of children and adolescent dental care service. The literature analysis classifies year, publication, title and published location. The current state of the system is listed as location, target, support funds, etc. Implementation of the project was first discussed in 2007. Initial planning focused on the Oral Health Policy Research Society of the Gunchi. Effective measures were formulated in 2008 under the center of the Gunchi. It is time to discuss the dental care system's direction and development, as well as future aims based on a beneficial program of preventive care. A system of dentistry should be introduced to benefit the entire population.

A Study on the Impact of Customer Relationship Management Strategy on Relationship Quality and Customer Loyalty: Focused on for Parents Who Use Infant and Toddler Education Institutions (고객관계관리전략이 관계품질과 고객로열티에 미치는 영향에 관한 연구: 영유아교육기관 이용 부모를 대상으로)

  • Purpose: The purpose of this study is to examine the structural paths of relationship quality in the relationship between customer relationship management strategies perceived by parents of service users and customer loyalty, and to provide basic data for improving institutional operations to enhance service quality. Methods: The collected data were analyzed using the SPSS 22.0 and Smart PLS 4.0 statistical analysis programs to check and verify the data. Results: The results of the study showed that all of the relationships between customer relationship management strategies and the sub-dimensions of relationship quality, except for professionalism and customer orientation, have a positive impact on customer satisfaction. Additionally, the mediation effect of customer trust was rejected in the verification process. Finally, it was found that customer orientation and professionalism have a sequential mediating effect on the relationship between customer satisfaction and customer trust in the relationship between customer loyalty and customer relationship management strategies. Conclusion: Through the research results, it can be concluded that early childhood education institutions should consistently and continuously respond to ensure that service users, parents, have confidence in the services provided, which is an important strategic point.
