  • To improve the international competitiveness of research and academic libraries in Korea, it is essential to review the total amount of domestic information resources in comparison with those of other advanced countries, and then to make their best use. In this study, an attempt is made to estimate the annual budget for collecting foreign knowledge information resources spent by academic and research libraries in Korea. This budget estimate could be used for a basis for setting up the appropriate collection size and the efficient channel for distributing and sharing information resources among academic and research libraries on the governmental level. The total budget for collecting foreign knowledge information resources, including foreign monographs and scholarly journals in print, and the budget for foreign electronic journals, and web databases were estimated for academic libraries and research libraries, respectively, while the budget for international document delivery services was estimated without distinction between the types of libraries.

  • Current researches in the Cloud focus on the appropriate interactions of cloud components in a large-scale system implementation. However, the current designs do not include intelligent methods like grouping the similar service providers based on their properties and integrating adaptive schemes for load distribution which can promote effective sharing of resource. This paper proposes an efficient virtualization of services by grouping the cloud providers to improve the service provisioning. The grouping of cloud service providers based on a cluster analysis collects the similar and related services in one group. The adaptive load balancing supports the service provisioning of the cloud system where it manages the load distribution within the group using an adaptive scheme. The proposed virtualization mechanism (GRALB) showed good results in minimizing message overhead and throughput performance compared to other methods.

  • To better publish geographical information on the Web, it is important to capture how Web technologies are changing. For a recent decade, Semantic Web has been developed by incorporating ontologies into the current Web, with an aim to make computers understand rather than simply display. Ontology, an explicit specification of a conceptualization, and the Semantic Web grounded on the ontology, have the potential for effective sharing and appropriate retrieval of geographical information. This paper describes a Semantic Web Service over the mobile Web that can offer pertinent tourism information according to user contexts. To do this, a tourism ontology was formalized in the PARA(Place-Attraction-Resource-Activity) ontology model by organizing tourist places, tourist attractions, tourism resources, and activities. Locational relationships between tourist places were also included in the PARA ontology model to take into account the movements of tourists on a railway network. The XML(Extensible Markup Language) Web Service in the middle tier manages the client-side request for information retrieval and the corresponding server-side response from the data provider. The PARA ontology was integrated into the XML Web Service for the concept-based discovery of tourism information. The applicability of the proposed system was tested through a simulation experiment for Tokyo tourism.

  • Information and communication technologies (ICTs) have always mattered in agriculture too. In day-to-day practices of agriculture and allied sectors, the farmers often share their information. Changing weather patterns, soil conditions, pests and diseases always throw challenges to small and marginal farmers. So, the farmer needs up-dated information to cope with and even benefit from these changes. In the developing countries like India, where agriculture still plays a crucial role (over 58% of the rural households depend on agriculture as their livelihood) and the rising population from 1027 million to 1419 million during 2001-16 (a total rise of 38 percent or 1.3 percent per year) pose a lot of pressure on land and other resources to meet the food security needs on one hand and to meet the challenges of globalization on the other. Understanding and addressing these challenges are very crucial, in which ICT can play a major role. With the booming mobile, wireless, and Internet industries, ICT has found a foothold even in poor marginal and smallholder farms and in their activities. The survey conducted among the 120 farmers in Srikakulam district in India revealed that, ICT has revolutionized the agriculture in the modern days. Production and marketing information is accessed by 91% of the sample farmers through mobile in 2015, where it was only 5% in 2005. The extent of use of mobile phones by the farmers varied with the decision to be taken by them like Harvesting, packing, and storing (94%), Selling Decision (91%), Seed purchase (89%), Application of fertilizers and pesticides (88%) and Land preparation and planting (84%), other package of practices (77%). The farmers further opined that, 'Voice' was the dominating source of communication (96%) compared to Short Message Service (SMS) (only 27%) and Internet access (10%), as majority are illiterate. The use of camera (71%), Bluetooth (33%), Radio (61%) TV (41%) are the other means of sharing the information. In this context of importance of ICTs in Indian agriculture, greater attention justifies about the applications of ICT's to alleviate poverty and promote economic growth of the farming population.

  • Currently, global developed countries in shipping and logistics establish smart ports by introducing various digital technologies such as automated terminals and sharing platforms. This means that the importance of efficiency throughout the port by improving resource utilization efficiency and minimizing work idle time is increasing. Therefore, this study proposes a yard truck dispatching method of improving resource utilization efficiency. And we analyze the problems of the existing dispatching rules and develop Y/T dispatching algorithm that comprehensively considers related constraints. In addition, the simulation takes into account the terminal congestion based on the operation data of the Busan New Port, it is conducted using the existing dispatch method and developed Y/T dispatching algorithm. And the operational effects of analysis result are evaluated.

  • Cloud computing service is a next generation IT service which has pay-per-use billing model and supports elastically provisioning IT infra according to user demand. However it has many potential threats originating from outsourcing/supporting service structure that customers 'outsource' their own data and provider 'supports' infra, platform, application services, the complexity of applied technology, resource sharing and compliance with a law, etc. In activation of Cloud service, we need objective assessment standard to ensure safety and reliability which is one of the biggest obstacles to adopt cloud service. So far information security management system has been used as a security standard for a security management and IT operation within an organization. As for Cloud computing service it needs new security management and assessment different from those of the existing in-house IT environment. In this paper, to make a Information Security Management System considering cloud characteristics key components from threat management system are drawn and all control domain of existing information security management system as a control components are included. Especially we designed service security management to support service usage in an on-line self service environment and service contract and business status.

  • For the purpose of the sharing and reusability of software systems in an integrated CASE environment, it is necessary to develope the repository-based integrated software environment. In this paper, we designed and implemented the repository interface between CASE tools and IRDS service interface. We have already implemented the IRDS service interface system according to ANSI IRDS standard in order to develop a repository of an integrated CASE environment. We implemented the repository interface using the CLI(Call Level Interface) method that is composed callable run-time libraries.

  • In this paper, a new priority assignment ploicy and concurrency control for improvement of transaction predictability and performance are proposed. We present a new priority assignment algorithm called classified priority assignment(CPA), which solves the defects of Earliest Deadline First(EDF) by using class and bucket, and deals with real-time transaction and time-sharing transaction effectively. Also, we present a new concurrency control policy called conditional optimistic concurrency control using lock. It uses optimistic concurrency control for improvement of predictability, and solves transaction conflict by considering priority and execution time of transaction to waste less system resource.

  • Mobility prediction is one of hot topics using location history information. It is useful for not only user-level applications such as people finder and recommendation sharing service but also for system-level applications such as hand-off management, resource allocation, and quality of service of wireless services. Most of current prediction techniques often use a set of significant locations without taking into account possible location information changes for prediction. Markov-based, LZ-based and Prediction by Pattern Matching techniques consider interesting locations to enhance the prediction accuracy, but they do not consider interesting location changes. In our paper, we propose an algorithm which integrates the changing or emerging new location information. This approach is based on Active LeZi algorithm, but both of new location and all possible location contexts will be updated in the tree with the fixed depth. Furthermore, the tree will also be updated even when there is no new location detected but the expected route is changed. We find that our algorithm is adaptive to predict next location. We evaluate our proposed system on a part of Dartmouth dataset consisting of 1026 users. An accuracy rate of more than 84% is achieved.

  • The Reference Model for an Open Archival Information system(OAIS) was recommended for developing digital archives effectively and for implementing interoperability and resource sharing between digital archives. But as the Reference Model is high-level recommendation, it does not specify a design and an implementation. Therefore, this study investigates the architecture of several digital archives, suggestes three strategies for persistent archive, and proposes the conceptual model for developing trusted, persistent, and secure digital archive.
