  • The desultory reconstruction of multi-family housing, no more than 20 years from the permit on the completion, have invited environmental disruption and extravagance of resource. To get over these problems, it is important to develop long-life housing, which is physically strengthened durability(long life) and functionally not outdated(remodeling ability). To activate Long-life housing, investigating current regulations on the long-life housing is as much important as the research on the technologies of long-life housing. To meet the raised, diverse, and varying needs of occupants, the research on the long-life housing must go side by side with the investigation on the regulations. So this research focused on the analysis of regulations and pratical revision of regulations to develop flexibility of the long life housing.

Convergence study to improve a game regulation for youth (청소년 게임 규제 정책 개선을 위한 융합적 연구)

  • As online game addiction of youth becomes a serious social problem, various regulations restricting their game play have been introduced. However, it is considered that forced shut-down, selective shut-down, and other regulations have no effect, and theoretical debates about the necessity of regulations also continue. Therefore, this study theoretically re-examines the necessity of youth game regulations by the discussion on domestic and international policy trends and existing research. In order to confirm empirical evidence of the effectiveness of regulations, this study compares and analyses the change of youth's game play time and patterns before and after the regulations. According to the results, the effect of the regulations is inadequate so this study proposes reasonable improvement ways of them through convergent approach including legal, political, and technological perspective.

A Comparative Study of the Legal Regulations on Contracting for Dangerous Work (위험작업 도급에 관한 법규제의 비교법적 고찰)

  • Objectives: South Korea's occupational safety and health legislation appears on the surface to have stronger regulations than any other country, but it is criticized for having many problems when viewed from the perspective of the effectiveness and universality of these regulations. Therefore, it is necessary to consider the validity of the regulatory content and the methods for contract work in South Korea. Methods: The main issues in contract work are compared and analyzed in terms of the occupational safety and health laws systems in South Korea and other developed countries. Based on this, problems related to contract regulation are derived from the perspective of legal policy studies. In addition, effective improvement measures for the derived problems will be proposed. Results: Other developed countries impose obligations suitable for the status and role of persons who entrust work in consideration of the fact that they do not directly manage risks and in terms of the effectiveness of industrial accident prevention. These countries generally impose obligations such as management of facilities and machinery, cooperation and coordination with subcontractors, cooperation and coordination obligations between subcontractors, and guidance obligations on a person who entrusts a work. Conclusions: It is difficult to achieve effectiveness in preventing accidents with based on unreasonable regulations that do not conform to safety principles or legal theory. Regulations on contract work need to be converted to rational cogent regulations based on science and rationality, not ideology and emotion. To this end, the legal system for contract work must have international universality.

  • Recently 'Earthquake Resistance Design Regulations for Subway structures' has been established. It is the first time in our country. In this paper the regulations is reviewed and expalined briefly. Contents for the Performance Based Design Critetia and the estimation method for the design earthquake reponse spectrum in underground structures are reviewed. Earthquake resistance design for the evaluation of liquifaction, boundary spring coefficients for structural analysis modelling and soil response displacements are investigated and described also. Earthquake resitance design details shall be explained.

Study on The Regulation on Poisonous Medicinal Herbs (독성 한약재의 법적 규제에 관한 연구)

  • Objective: Poisonous Medicinal herbs can be considered as a risk factor to public health unless they are prescribed by Doctor of traditional Korean medicine. The proper method to manage them should be prepared to prevent risk factors caused by misuse and abuse of the poisonous medicinal herbs and enhance public health. Methods: In this dissertation (paper), the definition, scope, management status, data about pharmacology and toxicity and media release regarding adverse reaction were understood after organizing documents, laws and regulations concerning poisonous medicinal herbs. Also, management methods are suggested by analyzing related examples and regulations in China, Japan and Hong Kong, where the use of herbal medicine is general. Results: Methods for items for poisonous medicinal herbs, safety information management, management based on standardization of traditional processing methodology and reorganization and revision of related laws and regulations are established. Conclusion: Proper laws and regulations are not yet established to manage poisonous medicinal herbs in Korea. In this regard, it is urgent to establish laws and regulations which can apply independently. The purpose of the laws and regulations should be to enhance management of poisonous medicinal herbs and prevent incidence of addiction and death, improving the public health.

A study on the establishment of isolation distances for environmental release of biotech crops

  • Biotech crops can only be commercialized after they receive safety approvals, which require thorough risk assessments of their release to the environment. Environmental release experiments are indispensable for environmental risk assessments, and each country has been preparing its own regulations for the safety management of experiments on the environmental release of biotech crops in confined fields. In this study, we compared and analyzed the safety management regulations of the environmental release of biotech crops in Korea, USA, Japan, European Union, and China. Each country had safety management regulations for the environmental release of biotech crops, and these regulations were generally not much different from the Korean regulations. However, there was a difference amongst the USA, Japan, and China in regulations for isolation distances to prevent gene diffusion through pollen-flow during environmental release experiments of biotech crops. In order to establish the isolation distance regulation suitable for the Korean environment, relevant data were collected and presented. For setting the isolation distance for environment release of biotech crops, it is suggested to refer to the isolation distance information provided in the Guidance of Seed Management in Korea. The results of this study are expected to help establish the safety management of biotech crops in Korea.

  • The purpose of this study was to examine the self-regulation in E-commerce business and review the major issues of self-regulation in several countries. This paper reviewed the legislation for the self regulation of APEC, OECD and EC, and introduced the regulation system for several countries, such as U.S. U.K and Japan. Also, we analyzed the current issues and problems of self-regulation in Korea and tried to suggest the future direction. There were three different regulations such as market forces, government regulation and self-regulation and the model of self-regulations were shaped in various types. Even though the government made the standard regulations for business sector but it was impossible to direct individual firms and their compliance of those regulations. To compensate the government regulation, the self regulation with low cost is needed and also two kinds of regulations has to be unified to enhance the regulation system in E-commerce. Industries should participate for the regulation voluntarily and consumers must give an award of legislation for self-regulation to motivate the self-regulations of industries.

Deregulation Necessity for the Invigoration of Drone Utilization in the Geospatial Information Field

  • In this study, a direction for deregulation that can increase the use of drones in the field of spatial information is presented. Regulations and administrative procedures for drone operation showed similar procedures in Japan, the United States, and Korea, such as reporting flight equipment, driver's license, and prohibition of flying within a specific flight zone. In the United States, policies to encourage the use of commercial drones have been implemented, and Japan has slightly tightened regulations on drone operation to protect the Olympics and important national facilities. As a result of the study, in the area where drone operation is restricted for geospatial data construction, Korea was setting the largest area, and GIS analysis showed that Korea's drone flight restricted area was more than 19.4% of the country's land area. In order to increase the utilization of drones in the construction and utilization of spatial information in the future, it is necessary to reset the drone flight restriction zone and reduce the area of the drone flight restriction zone. In addition, it was found that Korea is the only country that has formal and specific regulations on geospatial information security management. In order to increase the construction of geospatial information using drones, it is necessary to ease GSD (Ground Sample Distance)regulations.

Determination of safe levels and toxic levels for feed hazardous materials in broiler chickens: a review

  • Feed safety is needed to produce and provide safe animal feeds for consumers, animals, and the environment. Although feed safety regulations have been set for each country, there is a lack of clear feed safety regulations for each livestock. Feed safety regulations are mainly focused on heavy metals, mycotoxins, and pesticides. Each country has different safe levels of hazardous materials in diets. Safe levels of hazardous materials in diets are mostly set for mixed diets of general livestock. Although there is a difference in the metabolism of toxic materials among animals, the safe level of feed is not specific for individual animals. Therefore, standardized animal testing methods and toxicity studies for each animal are needed to determine the correct safe and toxic levels of hazardous materials in diets. If this goal is achieved, it will be possible to improve livestock productivity, health, and product safety by establishing appropriate feed safety regulations. It will also provide an opportunity to secure consumer confidence in feed and livestock products. Therefore, it is necessary to establish a scientific feed safety evaluation system suitable for each country's environment. The chance of outbreaks of new hazardous materials is increasing. Thus, to set up appropriate toxic levels or safe levels in feed, various toxicity methods have been used to determine toxic levels of hazardous materials for humans and animals. Appropriate toxic testing methods should be developed and used to accurately set up and identify toxicity and safe levels in food and feed.

An Exploratory Study on Fintech Regulations and Start-ups: Focusing on the US, China, and Korea Cases (핀테크 산업 규제와 스타트업 활성화 방안에 대한 탐색적 연구: 미국, 중국, 한국 사례를 중심으로)

  • Among the fintech businesses that are actively developing around the world, payment and settlement are the most prominent. Korea has a well-developed IT industry and a good existing card payment environment, however, its innovative movement is overwhelmingly slower than that of other countries in the fintech. In this study, we try to assess the regulations on fintech and their impacts on the startup ecosystem by comparing the cases of U.S., China, and Korea. We have found that both the United States and China have lowered barriers to entry for the newly launched fintech industry, allowing startups and IT companies to start fintech businesses at the existing financial sector. Particularly the implementation of predictable regulations in U.S., and the failure to apply the financial regulations in China, help start-up companies' growth in the fintech industry. This finding provides us with a lesson that current positive regulations in Korea should gradually change into negative regulations, and predictable regulations that strictly enforce post-management except major items rather than pre-approval. The policy implications are discussed with the perspective of start-ups in fintech industry.
