Korea's R&D investment has significantly increased in recent years. However, the efficiency of R&D investment is still in question. In order to examine the ways to improve the efficiency of R&D investment, this paper presents dynamic analysis on both quantitative and qualitative efficiency of R&D projects. A Data Envelopment Analysis(DEA)/Window method is used to analyze static and dynamic efficiencies of Industrial Material R&D projects in Korea from 2012 to 2016. As a result, statistically significant differences between quantitative and qualitative efficiency have been found. It has been observed that characteristics of Decision Making Units(DMUs) have an impact on both static and dynamic efficiencies. In particular, textile and ceramic projects showed relatively stable qualitative efficiency for a short-term perspective, while steel and chemical projects showed such stability for a long-term perspective. Among the types of project principals, universities showed relatively stable efficiency, compared with private sectors and research institutes. The results of this paper can be used as a guideline to manage the performance and stability of R&D projects' efficiency.
Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.
In an early stage, many people think that agile development methodology cannot be applied i large-scale IT projects. Nevertheless, agile development methodology has recently been introduced in variety of successful large-scale IT projects. In this paper, I compare two enterprise agile methodologies and introduce a case of Disciplined Agile Delivery (DAD) Framework, an enterprise agile development methodology. I compare and quantitatively measure the productivity of the development of two projects using Disciplined Agile Delivery framework and waterfall development methodology with a similar development scope.
Objectives : Final assessment of realized on forecasting studies of the literature sector on traditional Korean medicine (2000-2010) revealed results as follows. Methods : We investigated the related peer-reviewed papers and research project reports through Oriental Medicine Advanced Searching Integrated System(OASIS) of Korea Institute of Oriental Medicine(KIOM) and several publishers. Results : Of total five projects, two were realized and three were partially done. The projects 'It wil be standardized by establishing the concept of traditional Korean medical terms' and 'CDs containing traditional medicine books from China, Japan and Korea wiil be released' were decided to be realized. In addition to those, the projects 'Systematic database will be build up for TKM books', 'translation and annotation versions on TKM old books will be completed', and 'A wide range of literature related to traditional medicine of each Asian countries' were concluded to be partially realized. Five projects on predicting TKM in the year 2006-2007 analyzed in 1996 were evaluated as realized or partially realized. Likewise, the five predictions should be reviewed whether it will be necessary in the future after assessment on their realization. Conclusion : Furthermore, it should be studies if the new projects are needed for the future in addition to the existing challenges.
Offshore software development (OSD) is international business collaboration. OSD projects often encounter intercultural and inter-linguistic problems disturbing the projects. Business documents are formal media of information and knowledge for OSD. While OSD documents should convey common understanding of the OSD products, the documents may contain unsuitable expressions which draw misunderstanding of the required products and offensive issues for the collaboration. Intercultural and inter-linguistic differences cause mistakes and inappropriate expressions. OSD from Japan to China is the largest in Asia, and Japanese language is often used in OSD documents. Large similarity is found between Japanese and Chinese in their languages, while many differences exist even for the same word. The similarity induces to write unsuitable expressions for both sides of OSD. To introduce risks for OSD projects caused by unsuitable or inappropriate expressions in OSD documents, we propose to apply a proofreading system of Japanese documents for OSD. Japanese consignor uses the system to refine OSD documents written by Japanese engineers for Chinese readers, and Chinese consignee uses it to refine Japanese documents written by Chinese Engineers as derivatives of OSD projects. Effectiveness of applying the proofreading system is discussed for actual projects.
LCOE of 11 Korean PV projects, total capacity of 44 MW, were calculated for each project being larger than 1 MW respectively. 9 out of 11 projects were constructed in 2008 under FIT scheme revealed that average LCOE is 600 Korean Won per kilowatt-hour and it becomes reduced to 348 Korean Won per kilowatt-hour for 2 projects that are constructed under RPS scheme in 2012. During the period between 2008 and 2012, installation cost per megawatt became 55% of 2008 value with operation and maintenance cost lowered to 80% while LCOE became only 58% due to reduced project size and lower irradiation for later projects. However, it is found that the ratio of LCOE / unit installation cost looks relatively constant, so that it can be used as an auxiliary parameter to gauge learning effect of BOS portion of a PV project.

Recently, Construction Projects are being much bigger and more complex. So the importance of Construction Planning and Management is increasing and increasing because of the Construction Projects is involved in a variety of construction-related subjects. Competitive of the Construction Industry decided Cost, Construction Duration and Productivity. But they were just focused on Cost Saving instead of Construction Duration and Productivity. However, they have to finish construction projects using minimum cost and duration with quality and function of required level for successful Construction projects. Thus, current high exchange rate and high period, it is clear to decrease construction cost and to do economic construction in huge Construction Projects and it means more advanced Construction Schedule Management needs for economic construction. But Construction Scheduling Planning, basic of Construction Schedule Management, adjusted contract period without Pre-Planning, just depending on experience and ability of Construction Engineer. Because of that, this study suggests new Duration Estimate Method using Stochastic Model in BIM Environment for advanced Construction Schedule Management. Existing Duration Estimate Methods are just modified wrong points of them or analyzed effective factors of construction schedule. However, New Duration Estimate Method is just consists of Stochastic Model and BIM Environment without existing Duration Estimate Methods. So, new method has creativity and specialty. After this research, it would be a great model in construction industry field.
This paper suggests a new approach to IT project management based on a regular project meeting results to consider the recent project environment. The greater part of recent IT projects are related to e-business transformation. Transforming to e-business is a new problem very different from those they have been worked, in several point of views. Under e-business era, therefore any IT project is being implemented in more complex, dynamic and uncertain environment than traditional. That is, project leaders must consider more factors to control projects including resources, quality, risks, and technologies, and human resources. The project organizations and software corporations thus need to develop and establish new concepts or methodologies to manage e-business projects. In this point of view, an entropy model in this study is introduced for estimating and managing the uncertainty in project control using multi-attributes of project meeting. This paper proposes a new frame work based on entropy model using project meeting results to consider eIT project environment with a small pilot study.
The purpose of this study is to empirically analyze the relationships between the Boundary Spanning Activities (BSA) of project team and system performance in ERP system development projects. We could theoretically classify the BSA in the ERP development projects into five categories on the basis of existing studies on the BSA in the research fields of organization theory, new product development, and information systems development. These five categories are 'Ambassador' activities, 'Task-coordinator' activities, 'Scout' activities, 'Sentry' activities and 'Guard' activities. And the relationship between the implementation level of activities included in each category and the project performance (system usage and users' satisfaction) was hypothesized with respect to five BSA categories. In order to test the hypotheses, we conducted on/offline survey of the participants who were involved in the ERP system development projects, and received 345 valid responses. The unit of analysis was the project team, and the total number of teams that survey participants belonged to were 103 ones. The Structural Equation Model Analysis using the SMART PLS 3.0 was applied to statistically testing the hypotheses. The results showed that 10 hypotheses among 12 hypotheses could be supported. The theoretical implications of this study can be summarized as following; first, redefining and categorizing the BSA (Boundary Spanning Activities) in the ERP system development projects, secondly, deriving measurement indicators of the implementation level for each BSA category and statistically proving the validity and the reliability of them, and finally, suggesting the theoretical background of expanding the management area of ERP systems development projects. Furthermore, the practical implication of this study is that concrete BSA items which are empirically derived can be utilized as effective guidelines for successfully implementing the BSA in the process of managing the ERP system development projects.
This study has analyzed overseas projects of building rural communities using vacant houses. It is aimed at identifying the roles of NPO in the community-building projects and providing implications applicable to Korea. In recent years, there has been a spike in the number of vacant houses in rural areas. It is due to rapid urbanization and uneven distribution of the population across the country. Those are the reasons that prompted community-building projects. To solve the vacant house issue, there has been rising interest in building communities through vacant houses as rural resources and effectively integrating them as useful resources. However, the roles of key entity that pursues community-building projects using vacant houses have not been discussed sufficiently. Thus, this study deals with the 'Vacant House Recreation Project of NPO Corporation in Onomichi' in Hiroshima, Japan. Through the case study, the following are introduced as NPO's roles in community-building projects using vacant houses. First, pursuing promotion and attracting attention by making the utilization of vacant houses sensational; system improvement; offering information. Second, enhancing the perception of local residents by offering local services using vacant houses; offering community-building items. Third, forming a place of public discussion to solve conflicts during community-building projects using vacant houses; offering alternatives to building communities. Above all, such roles have led to the key status of NPO during its community-building projects using vacant houses. It offers the following implication for Korea: Future vacant house-related policies for rural revitalization should be done from community-building standpoint and include establishing the roles of NPO.
