Determinants of Technology Transfer and Commercialization in National Research and Development: Focusing on Korea Railroad Research Projects

  • This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.

Exploring Control in Bottom-Up Information System Development Projects to Improve Software Development Performance

  • Recently, bottom-up information systems (BUIS), developed according to the requirements of individual user departments, have become popular. However, effective management of BUIS projects is not enough, with many organizations having experienced integration challenges with such individual projects. BUIS projects are relatively small and limited in scope, as opposed to the large, complex systems developed through traditional top-down information system development projects. Due to these differences in characteristics, the control modes as well as the aspects to improve development performance in each type of project are also different. Therefore, it is difficult to apply the results of prior research on control in system development projects to improve BUIS project performance. The purpose of this study is to derive a new theory of control to improve BUIS project performance. The results contribute to the improvement of firm performance through effective control of BUIS projects in modern enterprises.

  • The Build-Transfer-Lease (BTL) projects have rapidly increased under the Government support during recent years. This paper presents the risk analysis of factors affecting BTL projects in the initial phase. This study resulted in 10 significant risk factors influencing on each phase of BTL projects and then factors were grouped into each phase. The sensitivity analysis was also performed to identify risk factors with more significant influence on BTL projects. The results may useful to practitioners in order to cope with risks in initial phase of BTL projects. The paper resulted in the distribution of risks to project parties, thus it can be used as standards for risk assignment to competent authorities and private enterprises of BTL projects.

  • The AEC (Architecture/Engineering/Construction) industry is facing a competitive world after it entered into the 21st century. Due to improper planning and scheduling, the construction projects face severe delays in completion. Most of the present day construction organisations operate in multiple project environments where more than one projects are to be managed simultaneously. But the advantages of planning and scheduling as multiple projects have not been utilized by these organisations. Change in multi-project planning and scheduling is inevitable and often frequent, therefore the traditional planning and scheduling approaches are no more feasible in scheduling multiple construction projects. The traditional scheduling tools like CPM and PERT do not offer any help in scheduling in a resource-constrained environment. This necessitated a detailed study to model the environment realistically and to make the allocation of limited resources flexible and efficient. This paper delineates about the proactive model which will help the project managers for scheduling the multiple construction projects.

생태계보전부담금 반환사업의 복원기술 활용 경향과 방향 - 2014년부터 2020년까지 시행 사례를 중심으로 - (Trend and Development Direction of Restoration Technology Utilization in Ecosystem Conservation Charge Project - Focusing on Implementation Cases from 2014 to 2020 -)

  • The Ecosystem Conservation Levy (formerly known as the Ecosystem Conservation Cooperation Fund) system has been in place for 20 years, and it can be said that it has now entered the settlement stage. Based on an analysis of publicly available project implementation data from 2014 to 2020, we found that: 1) As the number of return projects increases, the targets of restoration technologies are also strengthening, and it is necessary to frame a series of processes from application, creation, and monitoring for some detailed projects to improve the effectiveness and efficiency of utilizing the levy. 2) Most of the implemented projects are applied as micro-ecosystem creation, but there are many cases where the contents of the project can be seen as other project categories. This shows that the purpose of the return project needs to be approached more clearly and suggests that institutional complementation is needed from the project application stage. 3) The detailed technologies applied tend to be gradually expanding, but most of them are technologies that are not differentiated from general development projects. It is urgent to secure a more technical identity, such as a range and list of utilized technologies suitable for the characteristics and purposes of return projects. 4) It is necessary to establish a relevant evaluation system or framework to utilize the monitoring results of restoration projects. 5) There have been few cases of application of single restoration technologies since the beginning, but the content and scope of the complexity tend to expand in recent years. Even if the objectives are not comprehensive and diverse, it can be seen that many parts of the projects are oriented toward convergence, so it is necessary to conduct separate research on this. 6) As for the direction of improvement of the return project, it is possible to consider expanding the restoration and conservation focus to partially accommodate the complexity of the natural environment and human ecology. It seems that the expansion of restoration technologies that consider the role and function of humans in the natural environment should be explored.

중.소 SI업체의 IT프로젝트 수행 특성에 관한 연구 (A Study on the Characteristics of the Small and Medium System Integration Companies in Performing IT Projects)

  • 이 연구는 중소 SI업체들이 IT프로젝트를 수행하는데 있어 어떤 공통적인 특성을 보여주는가를 알아보기 위해 진행되었다. 이 연구에서는 2006년부터 2009년까지 중소 제조업체를 대상으로 수행된 194개의 IT프로젝트에 대한 388건의 감리보고서를 기초자료로 사용했다. 연구 결과 프로젝트 관리 분야에서는 일정관리가 가장 취약한(문제가 있거나 또는 관리가 잘안 되는) 것으로 드러났으며, 개발 및 구현 분야에서는 시험 계획과 활동이 가장 취약했으며, 운영 빛 유지보수 분야에서는 사용자/운영자판 위한 매뉴얼 작성이 가장 취약한 것으로 드러났다. 결국 이들 세 가지 취약한 항목들은 중소 SI업체들이 IT프로젝트를 수행하는데 있어서의 공통적인 특성이라고 할 수 있다.

EA-INDEX를 활용한 관광단지 개발사업의 친환경성 평가 (Evaluation of Eco-friendliness for Tourist Complex Projects by EA-INDEX)

  • 관광단지 개발사업은 자연환경이 양호하고 경관이 우수한 지역을 대상으로 추진됨에 따라 주변 지역에 대한 환경부하를 지나치게 가중하는 점이 문제로 제시된 바 있다. 이에 본 연구에서는 2012년~2021년간 이루어진 국내 관광단지 개발사업의 환경영향평가 결과를 토대로 동 사업으로 야기되는 환경영향을 파악하였다. 특히 다양한 환경영향을 종합적·정량적으로 분석하고자 선행연구를 통해 마련된 EA-INDEX를 관광단지의 사업 특성에 적합하게 신규 도출하였으며, 이를 통해 관광단지 개발사업의 환경영향을 크게 자연환경 보전, 자원 보존, 생활환경 보호 부문으로 구분하여 각 세부 지표별로 살펴보았다. 그 결과 지난 10년간 국내 관광단지 개발사업은 친환경성이 증가하는 방향으로 추진·개발된 것으로 나타났으며, 특히 자연환경 보전 부문에서 그 증가 추세가 뚜렷함이 확인되었다. 반면 자원 보존 부문의 경우 친환경성이 감소하는 것으로 확인되었으므로 추후 신규 개발계획 수립 시 이를 제고할 수 있는 노력하는 것이 필요할 것으로 판단된다. 본 연구는 비교적 장기간에 걸친 관광단지 개발사업에 대한 환경적 영향을 파악하고, 특히 개발사업의 친환경성에 대해 각 세부 부문별 영향을 정량적으로 분석한 것에 의의가 있는 것으로 판단된다. 추후 개발사업과 관련한 정책 이벤트, 연관 사회적 이슈 등의 정보를 종합한 분석이 이뤄진다면, EA-INDEX를 활용한 개발사업의 경향 파악에 더욱 폭넓은 해설이 가능할 것으로 기대된다.

정보화 사업의 편익 추정 프레임워크 개발 : 정보화부문 예비타당성조사를 중심으로 (Development of a Framework for Estimating the Benefits of IT Projects : Focusing on Preliminary Feasibility Study)

  • In order to promote the IT business efficiently, the Preliminary Feasibility Study has been conducted since 2004. It is to verify the feasibility of a large-scale IT project in advance and to determine whether to reflect the budget. It is more difficult to analyze the benefits of the IT project than other projects, because the IT project is carried out by combining tangible and intangible assets and human resources. For this reason, the Standard Guideline for Preliminary Feasibility Study in the IT field suggests a framework to support in estimating the benefits of the IT project. However, it includes the following problems : 1) level discrepancy among the benefit categories, 2) lack of types of benefit items, 3) no consideration of benefit inducing factors. So the framework is facing a low utilization. This study develops a new framework through a three-step research process. The new framework can be used not only for preliminary feasibility studies but also for estimating the benefits of general IT projects.

A Study on Factors Related to the Conflict in IT Project Teams

  • IT projects need engineers with various backgrounds to cooperate to build an IT system that satisfy the requirements of users given a limited expense and time. Such diversity of team members and the complexity of task naturally involve considerable amount of conflict among team members. High level of conflict among team members is known to be detrimental to the performance of the team. The purpose of this study is to examine the reasons for conflicts among team members in IT projects and to check how the level of conflict affects the performance of a project and the satisfaction of the members of the project team. To test the relationship, a survey on 166 participants in IT projects was conducted. The reasons for conflicts in IT projects were categorized into five types. The level of ambiguity was found to have a significant correlation with the level of conflict. And the level of conflict, in turn, is found to have a significant effect on the degree of satisfaction among team members and the project results. Based on the research results, it is suggested that a clear definition of tasks and their boundaries is required to reduce ambiguity and thus, the level of conflict and improve the level of satisfaction of IT project team members.

Sustainability Appraisal of Chinese Railway Projects In Nigeria: Afoot

  • It is no news that Nigeria's infrastructure challenge is enormous. In the global ranking, Nigeria ranked low in quantity and quality of its infrastructural provision which has a great impact on the ease of business transaction. Low investments in transportation have brought about the current infrastructural deficit. Recently, the Nigerian government has made effort to address at least to some extent the infrastructural deficit through Public-Private Partnership, but this has not yielded the desired result. Moreover, the sustainability issues relating to railway projects such as, emissions, noise pollution, ecosystem, and other environmental issues calls for urgent attention. Hence, this necessitated consideration on sustainability appraisal for the Chinese rail project in Nigeria. This study reviews sustainability of railway projects built by the Chinese firm in Nigeria with particular emphasis on the environmental and social impact of these projects. The study further identified issues and challenges in project implementation with a particular focus on civil dialogue and community engagements. A detailed literature search was conducted on railway projects and infrastructure by systematically reviewing selected published articles.The analysis of the selected articles identified sustainability issues and potential for improvement of Chinese railway projects and how they contribute to or inhibit competitiveness in the Nigerian railway market. From the literature searched, some of the projects constructed by Chinese firm revealed that there is economic and social impact of railway projects delivered by the Chinese firm in terms of capacity development and knowledge transfer potentiality. For instance, in the just concluded Lagos-Ibadan railway projects, the study gathered that the project brought about 5000 jobs and local staff were trained by the Chinese company, this will boost man power and local content capability. Also, it will significantly improve Nigeria's infrastructure and boost its economic development. The study suggests that Nigerian government should ensure and provide an enabling environment that is conducive for investment on the continent. Peace, improved security, and decent governance are the best conditions for sustainable transportation growth.
