  • It is critical to manage risks to complete IS(Information Systems) projects successfully. Identifying risk factors would be the first step for the project risk management. Previous research has discussed the issue with various points of view, such as different risk factors based on project types and roles involved in their projects. This paper empirically explored how people perceive different risk factors by project development methodology, between self-developing IS using programming language like C, Visual Basic and adapting software package already developed by software venders like ERP, CRM packages. There are researches regarding project risk factors for project management in the several point of views. And there are also researches regarding comparison between self-developing and adapting software packages methodology in IS project. However, there are no study on project risk factors comparison between self-developing IS using programming language and adapting software packages already developed by software venders in IS project. This research can be differentiated from previous ones, because it was considered both point of project risk management and development methodology in IS project. This research results implied meaningful messages to enterprise company to be planned IS projects and people who involved in IS projects. They should consider and need to prepare differently according to each development methodology for preventing project risks. It makes them reduce project risks in each case and complete successfully IS projects. Especially, if they have no experiences for implementing software packages, they can forecast the project risks and prepare them in advance.

An Analysis and Activation of the Projects Utilizing the Royal Tombs of the Joseon Dynasty (조선왕릉 활용사업 분석 및 활성화 방안 연구)

  • Korean government has taken positive policies, including making "An Basic Plan on the Conservation and Activation of the Royal Tombs of the Joseon Dynasty, UNESCO World Heritage", since 40 royal tombs of the Joseon Dynasty were inscribed as UNESCO World Heritage in 2009. However, projects utilizing the royal tombs of the Joseon Dynasty are in the beginning step and very few has been researched on those projects academically. This study analyzed total 311 projects utilizing the royal tombs of the Joseon Dynasty, which have been made by the Cultural Heritage Administration of Korea from 2009 to 2014, through the literature review and content analysis methodology. An analysis frame consists of educational, touristic, compound and industrial activation on the basis of the utilization types made by the Cultural Heritage Administration of Korea. Most projects utilizing the royal tombs of the Joseon Dynasty are in the very beginning step in terms of educational and touristic utilization. No project utilizing the royal tombs of the Joseon Dynasty in terms of industrial utilization is found. Those projects are almost similar without distinctive characteristics peculiar to each royal tombs. Most projects have been taken on the short term level and the budget size for those is not enough. Projects are mostly focused on the on-site of royal tombs with little paying attention to converging projects utilizing digital and on line techniques. Some suggestions are the followings: increase of the budget on projects utilizing the royal tombs of the Joseon Dynasty, development of content peculiar to each tomb, development of industrial projects, development of converging projects utilizing digital and on line techniques, establishment of new medium and long term plans for utilization of the royal tombs of the Joseon Dynasty and so on.

A Suitability Analysis of the Factory Development Location using the Green Development Suitability Map (친환경 개발 적지도를 이용한 공장개발 입지의 적합성 분석)

  • In this study, we tried to analyze the suitability of factory development location in environmental aspects using the Green Development Suitability Map(GDSMap) which was created by GIS analysis about the optimal location of development projects. For this, it was evaluated a influence of various environmental factors that were caused by developments by setting the legislative, environmental and ecological assessment items. In addition, we made the GDSMap by reflecting the characteristics of region & development project overall. And, it were compared a location distribution on the GDSMap & NEZMap(National Environmental Zoning Map) to analyze a suitability of factory development location about the 39 factories located in study area. Results of analysis, the factory locations of about 23% of total development projects were confirmed that it was performed in development restrictions area on the NEZMap which was utilized current in selecting the location of development projects. And the factory locations of about 31% of total development projects could confirm that it was performed in development restrictions area on the GDSMap which was made in this study. Therefore, it was judged that it must be determined the development location by considering the characteristics of development projects & that region when selecting the location of various development projects.

  • Construction projects generate a massive amount of diverse information. It takes at least five years to more than 10 years to complete, so it is important to manage the information on a project's history, including processes and costs. Furthermore, it is necessary to determine if construction projects have been carried out according to the planned goals, and to convert a construction information management system (CALS) into a virtuous cycle. It is easy to ensure integrated information management in private construction projects because constructors can take care of the whole process (from planning to completion), whereas it is difficult for public construction projects because various agencies are involved in the projects. A CALS manages the project information of public road construction, but that information is managed according to CALS subsystems, resulting in disconnected information among the subsystems, and making it impossible to monitor integrated information. Thus, this study proposes integrated information management measures to ensure comprehensive management of the information generated during the construction life cycle. To that end, a CALS is improved by standardizing and integrating the system database, integrating the individually managed user information, and connecting the system with the Dbrain tool, which collectively builds artificial intelligence, to ensure information management based on the project budget.

  • The decision makers of IT projects are faced to situations to choose a best development method between inhouse development and solution purchase when companies must develop a new system or enhance the existed system. For those decision makers related to the IT projects, this study provides them with meaningful results through the ISBSG project repositary, how each development method, such as a development inhouse, a solution purchased, a combined method, impact the function point, which is a critical factor to measure the required time, efforts, cost of IT project development.

  • This study compared and analyzed the job importance that site managers perceived by dividing the study scope into customized and expansion remodeling projects and deriving the job descriptions from previous studies. As a result, a total of 7 construction stages and 53 job descriptions were derived. As job importance in customized remodeling projects, removal and demolition works were the most important, followed by preliminary survey, and repair and reinforcement works. In addition, as job importance in expansion remodeling projects, preliminary survey is the most important, followed by civil engineering work, and repair and reinforcement works. It is considered that the job importance of the remodeling projects derived in this study will contribute to improving their job efficiency in the future.

Causes of Schedule Delays in Building Construction Projects in Vanuatu

  • With its recent tourism boom, Vanuatu, a small country in the South Pacific, is experiencing an increasing demand for construction. However, it has been struggling with persistent schedule delays in their construction projects due to a variety of reasons. In an attempt to respond to this situation, this paper aims to identify the major causes of schedule delays in building construction in Pacific island countries, with a focus on Vanuatu. To collect data on the factors affecting schedule delays, face-to-face interviews were conducted. Based on these, seven major causes of schedule delays, as selected by the majority of the participants, were identified and discussed to provide perceptive insights for future improvement opportunities. This paper attempts to help contractors with limited resources better understand the major causes of schedule delay in Vanuatu and achieve better performance in building projects.

  • It is common to experience delays during construction projects. Delays can ca use substantial damages to an owner as well as contractors and is the sources of frequent disputes and claims. Many studies have been carried out to assess the causes of delays in construction projects. They are found to be almost similar, except some prevailed local condition. Most of the common construction delay factors are attributed to design faults, incompetent contractor, lack of team accountability etc. To minimize or eliminate the delay we have to follow the recognized fundamental principles of management such as: cost-time relationship, time priority, accountability, rewards, innovative thinking etc. The root causes of delays found out in this paper are not so much different than other previous study. If the implementing agencies properly followed the, fundamental management principles and some other related corrections as recommended in the paper, much construction delays can be avoided.

Understanding of procedural flow of overseas civil design works in developing countries under EDCF loans (EDCF차관(借款) 하의 개발도상국의 해외토목 설계 절차의 이해)

  • While performing the overseas projects in developing countries under EDCF loans with Korean civil design engineers as a project manager, I often used to find out and realize that lots of Korean engineers are not fully aware of what EDCF means and how EDCF funded projects are being implemented in developing countries. This implies that in the past, they have been concentrating on domestic projects only, not to mention have the rare opportunities to work in overseas projects. For these reasons, no wonder they neither pay a careful attention to the unfamiliar terms nor intend to try to realize them, even though such terms are fundamentals and important in overseas design works. With 'something will make it do'-like-attitude in our mind on site, nothing helps us at all. To help those who would like to understand and participate in overseas civil design works in developing countries under EDCF loans either as participants or as a future project manager, I introduce what EDCF means and how the procedure under these loans is being carried out, and they are briefly described herein this paper.

  • Systems engineering is being applied to various fields of industry such as national defense, aerospace, transportation, railway, and information technology industries. But in Korea, systems engineering has been selectively applied to government-driven projects such as space rocket development projects and unmanned flight development projects. And systems engineering processes introduced from international systems engineering standards has been directly applied to those projects. Unfortunately, this application method is not recommended as it requires highly experienced systems engineers. From our previous paper, we have proposed that domain specific engineering standards should be developed to be used as references for development of organizational engineering guide, so that more successful engineering performances can be achieved. And in this paper we have proposed a refinement of systems engineering processes from international systems engineering standards as they are bases of domain specific engineering standards.
