  • Recently, The government is actively transit road-oriented Traffic System to the eco-friendly and high-efficiency railroad-oriented transportation system for the sustainable green growth. The second plan of Nationwide Railway Network which has been officially announced rearrange to integration, multi-core, open architecture country by the railway network and integrate to the one mega city that rink an important city in one hour 30 minute. But the railroad industry is disadvantageous when it compares with the road industry on the ground that railroad industry peculiarities(a cost-benefit analysis, an environment value, etc) have not reflected in the (preliminary) feasibility study for SOC industry. The government establish Improved methodology of Rail Investment Rating System and improved preliminary feasibility study in railroad project by introduction many content(analysis periods, rate of discount, the benefits of shortening of transit hours, the estimation of traffic accident reduction benefits, investment cost of vehicle substitution and operation and maintenance cost of high speed rail) about the Improved methodology of Rail Investment Rating System. This study is intended to consideration the key content that was included in the Improved methodology of Rail Investment Rating System. In addition, the points to be considered for additional study have been reviewed in this study. We hope we will carry out make a reasonable and objective Rail Investment Rating System and to perform the railway industry of the virtuous cycle such improvement plans are reflected at a hereafter railroad section.

A Study on Digitalization and Digital Transformation of the Construction Industry for Smart Construction: Utilization of Data Hub and Application Programming Interface(API) (스마트 건설을 위한 건설산업의 디지털화와 디지털 전환 방안 연구: 데이터 허브와 응용프로그래밍 인터페이스(API) 활용)

  • While the construction industry is striving to make changes suitable for the 4th industrial revolution era through the introduction of 4th industrial revolution technologies, such change is progressing more slowly than in other industries. Nevertheless, the recent digitization and digital transformation of the construction industry can provide a new paradigm to address and innovate the chronic problems faced by the construction industry. Therefore, in this study, a case study using a data hub and API for use of the data hub, which is essential for digitalization and digital transformation, was conducted, and the efficiency and feasibility of using the data hub and API were considered. When the API system was introduced, it was found that the average budget savings per person was about 23%, and the costbenefit ratio was about 4.4 times higher, indicating that the feasibility of the project was very high. The results and framework of this study can serve as fundamental research data for related research, and provide a worthy case study to promote the introduction of related technologies. This will ultimately contribute to digitalization and digital transformation for smartization of the construction industry.

A Study on Determining Fares for Rail Transit in Tour Regions Using a Stepwise Optimization (단계적 최적화 기법을 통한 관광지역 내 궤도교통수단의 요금결정 연구)

  • Fare is critical variable when deciding project feasibility for a monorail system in tour regions. This study aims to estimate optimal fare balancing operators and users. An object of this study is Wolmi-eunha circulation monorail at Jung-Gu, Wolmido in Incheon metropolitan city. This study introduces a stepwise optimization technique to decide relevant fare ranges between operator's cost and user's cost. We found that the optimized station interval is 0.532km, the optimized headway is 0.206hour, optimal number of stations is 12, optimal number of vehicles is 3. Using these optimized variables, minimum user cost and minimum operator cost can be calculated. Optimal fare range is calculated from 1,261 Won to 5,063 Won. It is also found that sightseeing transport system has less sensitivity on access cost because distance differences among sightseeing transport stations located in the tour regions are negligible.

  • This study aims to provide suggestions for software education in an afterschool program, deriving from the analysis of student experiences of working on Scratch team projects. This study reports on the implementation of the 12 week afterschool software education program in an elementary school, where students worked in pairs to learn Scratch programming from ideation to design and presentation. For an in-depth study of student-generated artifacts, we selected three groups' Scratch projects and conducted artifact-based interviews to unpack student experiences working on Scratch projects as a group. Adopting the computational thinking framework as an overarching analytical lens, we focused on examining student experiences from three dimensions of computational thinking (CT), namely, CT concepts, CT practices, and CT perspectives. The present study provides both theoretical and practical implications. Firstly, we demonstrate the feasibility of applying the CT framework for assessing student-generated artifacts in design-oriented software education. We also believe that this study provides important suggestions to future software education programs adopting CT as an overarching design and assessment framework.

  • In recent years, the development of weapons systems in the field of defense research and development has become increasingly large, complex, and long-term, and so have budgets and the time spans involved. In order to improve this, the Weapon Systems Requirement Verification Committee, which benchmarked the preliminary feasibility of the private sector, was established to verify the appropriateness of requirements, and the necessity and priority of the projects. This research proposes a methodology for analyzing and prioritizing proposed weapons systems for effective and strategic allocation of defense budget funding. First, the evaluation factors that can be used in the defense sector were assessed by analyzing the related fields. We set the weighting of items by using the analytical hierarchy process for technical risk assessment and technical profitability evaluation. After that, we applied the methodology to 32 weapons systems and analyzed the results. In conclusion, through this study, it was possible to analyze profitability dimensions overlooked in the existing methodology.

  • The SPICA (SPace Infrared Telescope for Cosmology & Astrophysics) project is a next-generation infrared space telescope optimized for mid- and far-infrared observation with a cryogenically cooled 3m-class telescope. It will achieve the high resolution as well as the unprecedented sensitivity from mid to far-infrared range. The FPC (Focal Plane Camera) is a Korean-led near-infrared instrument as an international collaboration. The FPC-S and FPC-G are responsible for the scientific observation in the near-infrared and the fine guiding, respectively. The FPC-G will significantly reduce the alignement and random pointing error through the observation of guiding stars in the focal plane. We analyzed the pointing requirement from the focal plane instruments. The feasibility study was performed to achieve the requirements. Here, we present the role of SPICA/FPC as a fine guiding camera.

New Paradigm and its Policy Framework in Decision-making on Large Dams

  • This study discusses two canceled dam projects, Youngwol Dam in South Korea and Two Forks Dam in Colorado of the United States. Both of them illustrate how the new paradigm applies to regional water projects because they became victims of environmental opposition in the new paradigm. While the cases have no apparent close relationships and they occurred in different decades, they offer interesting comparisons. They were basically struggles between water development coalitions and environmental protection coalitions on regional water conflicts. The two proposed projects brought about fierce debates on large dam as they embraced a wide-range of environmental, social, and political issues rather than construction of dams themselves. Huge anti-dam oppositions scrapped them at the cost of nearly ten years for decision-makings and enormous financial resources for feasibility studies respectively. It identifies who the policy actors were, what the policy strategies were, and how the water policies evolved in both countries. The decision-makings on the two projects appeared at first glance to be made under formal institutional frameworks, but in actuality, they relied significantly on decisions of the two important political actors. The Korean society began to learn negotiation and cooperation approaches to solve the water conflict by establishing the Joint Task Force Team on Youngwol project in 1999. The team is recognized as a new conflict resolution method in South Korea because a diverse of stakeholder interests voluntarily participated in the decision-making process and discussed water issues directly. Even though the projects resulted in futile fruits in each country, they illustrate the images of the new paradigm that significantly affected in formulating regional water policies in South Korea and the United States.

The FPC-G will significantly reduce pointing error down to below 0.075 arcsec through the observation of guiding stars in the focal plane. We analyzed the pointing requirement from the focal plane instruments as well as the error factors affecting the pointing stability. We also obtained the expected performance in operation modes. We concluded that the FPC-G can achieve the pointing stability below 0.075 arcsec which is the requirement from the focal plane instruments.

Economic Feasibility Study for CO2 Ocean Sequestration (CO2 해양격리시스템의 기술.경제적 가능성평가)

  • The $CO_2$ storage in geologic and oceanic reservoirs is considered to be one of the carbon management strategies for responding to global climate change. Ocean carbon sequestration is purposeful storage acceleration into the ocean of large amounts of carbon that would accumulate in the atmosphere and naturally enter the ocean over a longer timespan. Some technologies for $CO_2$ ocean sequestrations have been developed as a nation project. However, $CO_2$ ocean sequestrations are attractive because they have the advantage of vast capacity sequestration far away from industrial areas, and offer easier monitoring whereas less economic advantage has been indicated as one of the key barriers compared with $CO_2$ geosphere sequestration, which is produced as a byproduct. In this paper, a conceptual design for $CO_2$ ocean sequestration is introduced, and the preliminary examination is described. As a result, the $CO_2$ price, US$ 24/t shows far away from the economics. The causes come from the expensive $CO_2$ recovery cost and the low $CO_2$ price. The expensive $CO_2$ recovery cost is because too much electricity and water are consumed. In order to look for an economic balance point for $CO_2$ ocean sequestration, NPV=0, it is increases the $CO_2$ price. Finally 60.4$ per ton is found to be the balance price.

  • This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.
