Background: Due to the asymmetry of information and knowledge and the power of bureaucrats and medical professionals, it is not easy for citizens to participate in health care policy making. This study analyzes the case of the insured organization participating in the Health Insurance Policy Committee (HIPC) and provides a basis for discussing methods and conditions for better public participation. Methods: Qualitative analysis was conducted using the in-depth interviews with the participants and document data such as materials for HIPC meetings. Semi-structured interviews were conducted with purposively sampled six participants from organizations representing the insured in HIPC. The meanings related to the factors affecting participation were found and categorized into major categories. Results: The main factors affecting participating in the decision making process were trust and cooperation among the participants, structure and procedure of governance, representation and expertise of participants, and contents of issues. Due to limited cooperation, participants lacked influence in important decisions. There was an imbalance in power due to unreasonable procedures and criteria for governance. As the materials for meetings were provided inappropriate manner, it was difficult for participants to understand the contents and comments on the meeting. Due to weak accountability structure, opinions from external stakeholders have not been well received. The participation was made depending on the expertise of individual members. The degree of influence was different depending on the contents of the issues. Conclusion: In order to meet the values of democracy and realize the participation that the insured can demonstrate influence, it is necessary to have a fair and reasonable procedure and a sufficient learning environment. More deliberative structure which reflects citizen's public perspective is required, rather than current negotiating structure of HIPC.

Make-up illustration is a field of creativity with visible creative and artistic values; its ultimate functions include communication of information, artistic expression, and recording. Establishing the make-up illustration education environment for the twenty-first century, there is an urgent need for research and development of professional curricula for basic art education and illustration education. It is extremely important for educators and institutions teaching make-up illustration to recognize that training of highly creative and professional beau designers through systematic educational structures is the ultimate foundation for enhancing competitiveness of the beauty industry despite the present reality that there are insufficient studies and publications on beauty illustration and that there is lack of illustration lecturers and artists equipped with professional beauty knowledge. Therefore, this study was conducted to research and analyze offering of illustration subjects by 160 beauty-related vocational schools and 16 4-year undergraduate colleges in the make-up field, which is the field with most creative art activities among the three representative beauty majors, namely make-up, hair, and skin. Education of make-up illustration must not remain as simple short-term education. The curricula must be specialized for providing solid foundation of basic majors. In terms of education content, strong emphases must be made for original and creative mark-up designs as well as purposes, functions, and necessity of make-up design and illustration. The curricula must include systematic, logical and artistic elements. Through the course of this study, which researched, analyzed and proposed measures for education content of make-up illustration, it was found that make-up illustration is the most appropriate subject that fulfills both the ultimate education objectives of beauty colleges and the demand by the society for beauty professionals. It is hoped that make-up illustration is emphasized and recognized for its importance and necessity as an education subject so that similar basic major subjects will further be researched and developed for specialized education.
Based on the literature, status and role the music therapist in America was reviewed for this study. The process of developing a music therapy program in America suggests to us many things: In America, music therapists have sustained a mutually beneficial status with their clients for, over fifty years. Excellence in academic education and clinical training enable music therapists to continue to provide quality music therapy. The magnitude of change in to music therapy in the United States, however creates the challenge of providing real access to music therapy continues in the future. Music therapy is the use of music in the accomplishment of therapeutic aims: the restoration, maintenance, and improvement of mental and physical health. Music therapists work with individuals of all ages who require special services due to behavioral. social. learning, or physical disabilities. Employment may be in hospitals, clinics, day care facilities, schools, community mental health centers, substance abuse facilities, nursing homes, hospices, rehabilitation centers, correctional facilities, or private practices. The American Music Therapy Association (AMTA) was founded in 1998 as a result of a union between the American Association for Music Therapy (founded in 1971) and the National Association for Music Therapy(founded in 1950). Music therapists are highly qualified professionals who have completed approved degree programs and had clinical training in order to receive Board Certification(MT-BC), with the designation of Registered, Certified, or Advanced Certified Music Therapist(RMT. CMT - or ACMT). AMTA provides several mechanism for monitoring the quality of music therapy programs: Standards of Practice. a Code of Ethics, a system for Peer Review, a Judical Review Board, and an Ethics Board. According to the results of this study, the suggestions were as follows: 1. It is concluded that music therapy as a nursing intervention can be effective for the clients. 2. It is a great challenge to develope a music therapy program for nursing intervention however, it is also task and responsibility to further the development of nursing.

A study on skin care of middle-aged women was conducted to develop proper skin care program. The study was performed from January 25, 2003 through March 24, 2003 by using questionnaires. The subjects were 380 from some area in Youngnam province. All subjects were females from 40 to 59 years. The results of this study are summarized as follows. 1. According to general characteristics of the subjects, 36.8% of them was from 40 to 44years old; 61.3% 'high school graduate' ; 61.1% 'housewife';89.2% 'married' ;76.1% 'middle class' ;55.8% 'living in small or medium sized city'. In the case of physical health conditions, 55.8% of the respondents was in good health and 63.9% answered that their face skins were healthy. Those who don't drink were 54.5%, and those who don't smoking were 92.9%. 2. In case of the knowledge level of skin care, it showed significant difference in the variables of education, occupation, and economic status. According to the knowledge level of skin care by physical health conditions, it was highest in the case of physically healthy respondents(7.77 point). Those who do not smoke marked higher knowledge level of skin care than those who smoke. Those who exercise also marked higher knowledge level of skin care, than those who don't exercise. 3. 86.8% of the subjects experienced the massage at home. It showed significant difference in the variable of education and place of residence. The knowledge and habit of skin care of middle-aged women showed significant difference according to the variable of education, economic status, and place of residence. Therefore, related professionals and organizations relating to the skin care must make efforts to develop education program for effective skin care for middle-aged women in order to enhance the knowledge level of skin care and information about skin health.
This study was to investigate consumers' recognition, knowledge and purchase attitude on genetically modified(GM) foods in Daejeon area. Data of 283 questionnaires were analyzed by using the SPSS(Ver. 17.0)program. Most of the subjects were women (91.9%), distributed 30's(41.7%) or 40's(31.8%), and graduated from university(41.3%). The kinds of GM foods that many subjects had known were soybean, corn, tomatoes and potatoes. The subjects answered that there were GM foods in supermarket items were 71%. Consumers' recognition on the safety of GM foods was 'somewhat anxious'(65.4%). After confirming which their purchasing item is GM foods, 'they will buy it case by case'(60.1%) or 'they will never buy it'(27.9%). The most reason of never buying GM foods was 'harmful to health'(82.3%). The first reliable information sources on GM foods were medical institutes and professionals. The knowledges about GM foods were significantly higher in 20's and 'less than 1year' of marriage duration than the other groups(p<0.05). On the purchase attitude of GM foods, the 20's responded favorably compared to other groups (p<0.01). Subjects' opinion on the necessity of development on GM foods tended to higher in 40's and 'less than 2 million won' of monthly income than the other groups. For the reason about necessity of it's development, 'nutritional, functionality and quality improvement' was 53.7%. In conclusion, many consumers regard that GM foods is not yet safe for health. Accordingly, government and research institutes should examine thoroughly and research continuously for the safety of GM foods. They must announce to consumers accurate information about GM foods.

Recently, university hospitals have problems as patient datas grows. And it is difficult that medical staffs check patients living on their prescription. Patients don't often remember their prescription, and don't know how to apply the prescription to their life. To solve these problems, To solve these problems, it is customized healthcare service platform using MQTT push notification. It is provided in form of a web application having good accessibility that. Based on doctor's prescription, the patients take notifications that is the timing of medication, medical appointments, and other prescription informations. The results can be entered into the web application. The healthcare professionals can check that the patients are following their prescription well. In this paper, we provide the above functions via the web application and a RESTful API server platform, and notification function can be efficiently performed by MQTT Broker. So we checked the customized healthcare service can be effectively provide.

Recently, the public sector information projects have bebn larger in size, sophisticated, and diversified, which make the performance management model be studied continuously. According to the research and understanding on this, there are discontents resulted from poor requirements managements, schedule delays, budget overruns, failure to achieve expected goals, although there are increase the scale of projects and the number of information systems than ever before. it makes the requirement for the plan to manage significant risk factors systematically. So in this study, we will understand the risks which have been recognized by professionals and managers in public sector projects for enhancing the success rate. And the surveys will be conducted for the risk factors in each fields by gathering the opinions of the hands on workers in public sector project support team such as S company, L company. Finally, the correlation index between the risks and the other project fields would be clear by this survey.
In any developing nation major investment goes for infrastructure and it is not exception in India. Good numbers of buildings, bridges, shopping malls, car parks etc. are coming up with steel for sustainable development. Thus protecting the structures from corrosion are the challenges faced by professionals for all types of steel structures. About 3% of GDP is accounted for loss due to corrosion. To combat this up to date corrosion map is called for as the country has wide variation of climatic zones with vastcoastline. Logically organic paint system can be prescribed based on the corrosion rate on bare steel with respect to environment. Present paper will emphasis on the study conducted on two types of structural steel coated with organic paint located in twomarine environment having been exposed for three years, Test coupons made from steels both bare and coated are deployed at two field stations having marine (Digha) and industrial marine (Channai) environments. Various tests like AC impedance DC corrosion, polarisation, salt spray test, $SO_2$ chamber and Raman spectroscopy were carried out both in laboratory on fresh as well as coupons collected from exposure sites. Rust formed on the bare and scribed coated coupons are investigated. It is found that normal marine environment at Digha exhibits higher corrosion rate than polluted marine environment in Channai. Rust analysis indicates formation of ${\propto}$-FeoOH protects or reduces corrosion rate at Channai and formation of non-protective ${\gamma}$-FeoOH increases corrosion rate at Digha. The slower corrosion rate in Channai than at Digha is attributed due to availability of $SO_2$, in the environment, which converts non‐protective rust ${\gamma}$-FeoOH to protective rust ${\propto}$-FeoOH. While comparing the damage on the coated panels it is found that low alloy structural steel provides less damage than plain carbon steel. From the experimentations a suitable paint system specification is drawn for identical environments for low medium and high durability.

In Korea, the act for promoting use of the public data has been enforced since 2013. The Key Government 3.0 Strategy was established for providing the public data as an obligation of public authorities for users to use them free of charge. The aim of open public data and using them targeted by the government is creation of a solution for vitalizing the economy by using the public data. However, the reason for low usability and tangible outcomes despite unlimited provision of open government data is as follows. That is, it is essential to address the issue of difficult software technology required to access public data for using the data. However, with the open API method currently provided, the development procedure is not easy even for IT students or specialized software developers. Therefore, strategies for each step ideal for the level of developers are required to vitalize applications based on the public data and developed by ordinary users. Two strategic methods can be used for facilitating the use of public data and applications developed by ordinary users suggested in this paper on the basis of the public data portal organized by the Ministry of the Interior and provided to all ordinary users. That is, they are applications developed in the web browser environment and those developed in the PC environment. They allow ordinary users to develop and distribute applications based on the public data to contribute to enforcing the policy for facilitating the use of public data of the government just with basic training and basic knowledge from the training without using program coding knowledge of open API which requires the knowledge of development professionals.
