우리나라 IT산업성장에서 혁신잠재력과 혁신수행능력이 중요한 역할을 했다. 글로벌 R&D센터는 IT산업의 혁신의 중요한 요소이다. IT산업에서 혁신환경에 대한 글로벌 R&D센터구조를 파악하기 위하여 R&D센터구성원과 정책입안자 각 50명씩 현장설문을 실시하였다. 본 실증분석결과를 보면 단기적으로 R&D정책은 연구영역과 시장역역의 인식차이를 해소하는 촉진자로서 역할이 중요하며, 중기적으로 R&D정책은 개발과 시장의 영격의 인식차이를 좁히는 조정자로 그리고 장기적으로는 기술능력과 시장의 확산 자로서 역할이 중요함을 보여준다. IT 정책입안자는 R&D정책에서 글로벌 R&D센터를 혁신체계의 요소로 활용하는 것이 요구된다.

The spectrum usage fee has been imposed on spectrum users. The objective of the fee is spectrum management, so it is important to utilize it efficiently. Our study focused on how to efficiently utilize the spectrum usage fee. For this purpose it tried to found what the preconditions are for the efficient utilization, and analyzed current execution. The study showed that it did not comply with those preconditions, and produced policy recommendations. The authors expect that policy recommendations this study brought up will contribute to improve the policy process how to collect and use the spectrum usage fee.

The paper is to study and analyze the major issues and current problems of space law and policy to suggest the direction of Korean aerospace policy for future development facing the 21st century of air and space industry. It briefs the development of aerospace science and space law. It also outlines the special characteristics and present status of space law. It further reviews the regulatory regime of commercial space carriers, international telecommunication satelite and space environmental problems. Finally, it suggests the future directions of Korean space policy to develop as one of leading space countries in the 21st century.

본 논문은 빅데이터 서비스를 위한 커버로스 보안 인증 방안과 정책에 대해 살펴보았다. 빅데이터 서비스 환경에서 하둡 기반의 보안기술에 대한 문제점에 대해 분석하였다. 또한 커버로스 보안 인증체계의 적용 문제를 고려할 때 미국의 상용 분야에서 발생하고 있는 주요 내용을 중심으로 적용 정책을 분석하였다. 커버로스 정책 적용과 관련하여, 미국은 크로스플랫폼 상호운용성 지원, 자동화된 커버로스 설정, 통합 이슈, OTP인증, 싱글사인온, ID 등 다양한 적용에 대한 연구가 이루어지고 있다.

This article is concerned to investigate the changing nature of the role of the state in relation to industrial policy to foster the IT industry in the Republic of Korea. In doing this, it has started with economic globalization introduced to the Korean political economy since the late 1980s. It has identified in what ways the state responded to the change, and to what extent the role of the state has fundamentally been changed in the context of policy mechanism in the process towards facilitating the IT industry in Korea. In addition, it presented how the state played a role in skill formation in relation to the industrial policy. In consequence, the role of the Korean state in fostering the IT industry has fundamentally changed from that as the developmental state in the industrialization process. In the process, that the strategic co-ordination role of the state and relations between the state and private capitals and societies are very significant to achieve the economic goal is presented as results, as well as some future tensions that would encounter in the way of charting the current policies.

When the ruling of Foreign Arbitral Awards contradicts the public policy of the enforcement state, it can be a ground for a refusal to enforce the ruling. New York Convention V section 2, UNCITRAL section 36, and Korean arbitration law section 36 confirm this principle. The final ruling of international arbitral awards should be respected according to the international convention or the principle of reciprocity, which cancel out the above principle: when the ruling contradicts the country's public policy, it can be refused to enforcement. Since the Helsinki General Convention, ILA have studied upon it and presented the final report and recommendation during the 2002 New Delhi General Convention. In it, firstly, the finality of awards rendered in the context of international commercial arbitration should be respected save in exceptional circumstances. Secondly, every state is recommended the “international public policy”, on which it can refuse to follow the ruling of international arbitral awards, and advised to respect it as far as possible.

Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

It has been studied that retailer's using a suboptimal (R, T) policy is often more desirable to make the best use of information flows than the locally optimal (s, S) policy in a two-stage serial supply chain. In this paper, by performing an extensive computational study, we tabulate the benefit of the retailer's using (R, T) policy instead of (s, S) policy in a supply chain with information sharing, and compare it to a maximum possible benefit that could be achieved in a centralized supply chain. We can understand the mechanisms of how the cost parameters and demand variance affect the benefit of the retailer's using (R, T) policy instead of (s, S) policy, by comparing decentralized and centralized systems.

Using the indicators of economic policy uncertainty developed by Baker et al. (2016), this paper investigates the effects of the US economic policy uncertainty on the Korea economic uncertainty as well as Korea-US foreign exchange risk. The key findings are that: (i) the degree of spillovers of policy uncertainty from the US to Korea is considerable but not comparatively high; (ii) the US policy uncertainty plays a stronger and more consistent role in Korean currency risk than Korea policy uncertainty and other macro variables. It implies that the economic policy uncertainty in the US is an important contributor to Korea-US exchange rates.

뇌과학 기반 lT융합 산업은 뇌과학을 IT기술과 융합하여 국민의 건강을 획기적으로 개선시킬 것으로 기대되는 뇌과학 기반의 IT서비스를 발굴하고, 이러한 서비스를 토대로 새로운 시장을 형성할 산업으로서 우리나라의 신성장동력 산업으로 발전할 것이 기대되고 있다. 이에 본 연구는 이러한 뇌과학 기반의 IT융합 신산업 육성에 관한 정책을 탐색적으로 제안하는 것을 목적으로 한다. 이를 위해 본 연구는 첫째, 뇌과학 기반 IT융합산업 생태계를 정의하고, 둘째, 뇌과학 기반 IT융합산업의 서비스 유형을 구분하며, 셋째, 본 산업의 활성화를 위한 정책 방향 및 추진 전략을 제안한다.
