The purpose of this study is to improve environmental education policy through analysing environmental education policy in Seoul. According to the results, it should be considered in suggesting improvement of Environmental Education policy in Seoul as follows. First, according to the analyses of paradigm of environmental education policy, it does not in part depend on implication of education for sustainable development. Second, according to the analyses of driving force on the environmental education policy, The state of integration between formal education and non formal education has not been mature yet. Third, according to the current state on the environmental education policy, it is urgent to strategic approach to activate school environmental education. Consequently, It is necessary to indicate a new paradigm shifts for review and revisions of policy and practice in support of sustainable regional development in Seoul. It is also desirable to provide new infra structure which included basic framework, guideline, practical programme so as to enhance environmental education. Thus it would be possible to contribute to activating education for sustainable development.
This study is designed to evaluate the contents of the separation of prescribing and dispensing roles(SPD) policy based on the theoretical backgrounds. The results are as follows; Considering the purpose of SPD policy, 'increasing the efficiency in manpower management by separating the role of medical doctor and pharmacist and improving the quality of SPD service through specialization of function' as a policy objective is valid and very important agenda in health care. But the objectives are not working well by no keeping the detail means to actualize it. Also, some policy objectives are unclear or inappropriate and it makes the focus of that policy obscure or misleads inadequate policy alternatives. In terms of means of policy, it is evaluated to have some limits in effectiveness, efficiency, equity, rationality, technical feasibility, economic feasibility, administrative feasibility, social and time feasibility. In conclusion, it's necessary to investigate the some problem mentioned in this paper with empirical evidence. Also, it should be needed to improve the validity of policy by correcting policy objectives and means in execution of policy.
The concept of a holistic innovation policy is defined in this article, with discussions of what it is, why it is relevant, and how it can be implemented to enhance product innovation. It is shown that the innovation systems approach has diffused rapidly during the latest decades and has completely replaced the linear view in the field of innovation research. The majority of European countries are striving in the direction of developing a more holistic innovation policy. However, it is concluded that the innovation policies in European countries are still dominantly linear despite the fact that holistic policy seems to be the driving vision. Innovation policy is behindhand. Why innovation policy is still linear is also preliminarily discussed. Policymakers attending conferences on innovation are practically always in favor of holistic (systemic, broad-based, comprehensive, etc) innovation policies, have abandoned the linear view by learning from innovation research. The division between "linear" and "holistic" seems to be located within the community where innovation policies are designed and implemented, a community composed of policymakers (administrators/bureaucrats) and elected politicians. Perhaps the dividing line is between these two groups in that politicians, who actually make the decisions, may still reflexively believe in the linear view. Nevertheless, there seems to be a failure in communication between researchers and politicians in the field of innovation and there is therefore a strong need to involve innovation researchers in policy design and implementation to a much higher degree. Another way to increase the degree of holism could be to separate innovation policy from research policy, since their integration tends to cement the linear character of innovation policy. The empirical results are based on a questionnaire sent to twenty-three EU Member States, out of which nineteen (83%) responded. As the Information and Communication Technology developed, the administration computerization of the government was promoted, and cyber attacks targeting IT products are spreading all over the world due to the reverse functions. Accordingly, governments in each country have begun to verify the security in the introduction of IT products by national and public institutions in order to protect information, and established the policy required in the introduction process. This research analyzes the introduction policy of domestic IT products to identify the supplement point. In addition, we analyze trends of introduction of IT products in the major developed countries such as USA, UK, Japan, Canada, and Australia. Finally, we propose the improvement method of domestic introduction policy through comparison analysis with domestic introduction policy.
Policy problems are complex due to diverse participants and their relations in the policy processes. Defining the right problem in the first place is important because Type III error is likely to happen without removing rival hypothesis in defining the problem. This study applies Boundary Analysis suggested by Dunn to structure IT policy problems in Korea. The time frame of the study focuses on 5 years of Lee Administration and data are collected from four newspapers. Using content analysis, the study, first, elaborates total 2,614 policy problems from 1,908 stakeholders. After removing duplicating problems, 369 problems from 323 stakeholders are identified as a boundary of IT policy problem. Among others, failures in government policies are weighted as the most serious problems in IT policy field. However, many significant problems raised by stakeholders dated back to more than a decade, and those are intrinsic problems, which initially caused by market distortions in the IT industry. Therefore, we should be cautious not to overemphasize the most conspicuous problem as the only problem in the policy field when we interpret results of problem structuring.
This study explores the process in which employees adopt the information security policy. The results of this study, which surveyed 234 employees in three call centers and four hospitals, show that the employees adapt the information security policy through the social structuring process suggested by the AST model. In particular, this study identifies roles of two appropriation activities (FOA : Faithfulness of Appropriation & COA : Consensus on Appropriation) observed in the social structuring process. Regarding to the interactions between the two appropriation activities, FOA, which indicates a better understanding of the information security policy, is examined as a more critical factor than COA, which indicates the degree of agreement among employees about how to use it. FOA not only has a direct effect on compliance intention toward the information security policy, but also indirectly through COA, whereas COA has only a indirect effect through FOA. This result shows that, in order for a company to successfully implement a new information security policy, it is important for employees to understand its purpose and intention. The adaption of information security policy through two appropriation activities is observed in both hospitals and call centers, but due to the different working environments, there were differences in the preceding variables affecting the appropriation activities. The results of this study are expected to provide guidelines for companies who want to successfully adopt information security policy.
As the catch-up innovation system was exposed to a new competition environment in which second-tier catch-up countries reduced the gap with Korea and advanced Korean firms entered into the frontier product market, it is experiencing system delay in terms of organizational and policy change. Therefore, innovation policy needs to be reorganized from a dynamic perspective to analyze the problems in the transition period and enable the system to overcome organizational and institutional delays. This article investigates the characteristics of transition periods in terms of external environment changes and internal socio-economic pressures. Based on the analysis of environment changes and catch-up system characteristics, it suggests the framework for policy intervention, direction, and practical principles for post catch-up innovation policy. In particular, it suggests the network-based developmental state and policy implementation in order to overcome the limitation of centralized developmental state of catch-up periods.
Background: Policy network theory was proved to be an appropriate analytic tool for the current social welfare policy making process. This study aimed to analyze policy making process related to the nurse expansion and policy output while focusing on the interactions and activities among various policy actors. Methods: In this study, we used reports related to the need for expansion of nursing personnel journals, dissertations, newspaper articles, for hearings and debate policies for securing nurse data, and interviews. We examined three components of policy network, that is, policy actors, interactions, linkage of interest. Results: For that to expand the nurse before the 2000s in expanding the supply of medical supplies have been conducted without much disagreement among policy actors under the government's initiative. However, there was lacked a close relationship between the expanding supply of nurses and inaccurate analysis of supply and demand. As the policy is applied between the various policy actors' needs and claims, conflict was intensified and many policy options had been developed. Government only took a role as a coordinator among policy actors in the 2000's. Also, it was difficult to find sufficient and clear evidence that policy-making process based on fair judgment. Conclusion: Therefore, it is urgently required to determine the policy through a social consensus to address the appropriate policy means and the process by correct analysis of the policy issues.
The purpose of this study is to examine measures to improve government's supply oriented housing policy in population declining cities. For this purpose, system dynamics simulation method was used to build urban-housing model and different sets of housing policies were tested to see their impact on local housing problems. Simulation result shows that there is no best set of housing policies that can solve all housing problems in population declining cities. It also indicates that housing policy that solve one type of problems can worsen other type of problems. Housing policy that increases population size has negative effect of housing oversupply. It also increases proportion of old houses in population declining cities. However, housing policy that makes city younger with newer houses tends to increase housing shortage and housing price. So, policy choice needs to be made with clear understanding of trade off between different policies. The result also shows it is difficult to expect a full scale effect of housing policy on local housing problems unless it is executed with regional economic development policy because local housing problems are so closely related with local economic problem in population declining local cities.
This study investigates the critical success factors for the promotion of IT industry in region and suggests some directions for operations strategy of them. This study based on the critical success factors, and we suggest followings : (1) start-ups support, (2) technology support, (3) management support, (4) law/institutional support. We suggested the strategy which based on critical success factors for successful operations of IT industry. This strategy suggested by AHP(Analytic Hierarchy Process) results and was evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy. We suggested the priority of policy by AHP technique for successful development of IT industry. As a results, centralization of supporting facilities was perceived as the most important policy by three groups(IT firms, local government official worker, professor). This research contributes to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy, and by suggesting the effective means to assist the IT industry. Also, results of our research will be suggested as a priority of developing policy to assist successful IT industry.
