IT Infrastructure of North Korea and Cooperation to Introduce e-Trade between South and North Korea (북한의 IT인프라 현황과 남북한 전자무역의 도입을 위한 협력방안)

  • North Korea has stressed Information Technology in policy fostering science as Kim Jong-il has been interested in IT industry. In view of development of e-business in Northeast Asia, South Korea is to cooperate with North Korea. It is the time to look into the current situation, strategy and issues of IT in North Korea. Although North Korea is forced to select the development of IT Industry as growth engine, the problems in the IT Infrastructure are as follows:lack in communication infrastructure, lack in diversity of software, low level of hardware, limited use of internet. This paper deals with the IT Infrastructure of North Korea and IT and e-Commerce Cooperation, introduction of e-Trade between South and North Korea.

The Trends of IT Convergence in Korea

  • These days, the environment of IT development goes through converging with various industries and technologies. Also, it accelerates to pioneer new markets and develop new technologies. This trend becomes one of the most important factors to explore new national growth engines in Korea. Thus, this research examines current trends of IT convergence in Korea. The strategic characteristics of IT convergence in overseas are briefly explained for comparing purpose. The governmental strategies or efforts regarding the IT convergence have been surveyed. Some example convergences of LG, Samsung, and POSCO as major IT industries in Korea have been introduced. It also identifies several buzz concepts in this field. The study aims to provide an insight about the activities that are happening in the field of IT convergence in Korea. Finally, the findings through the research have been summarized.

A Comparative Analysis on the Export Structure toward U.S. in IT Industry - Korea, Japan, and China (정보통신산업의 대 미국수출구조분석 -한국, 일본, 중국의 비교를 중심으로-)

  • This study is on the decomposition analysis of the IT export of Korea, Japan, and China (toward US IT market) by using log mean Divisia method. The analysis shows that the increase in the Korea-US IT exports is the result of not only the increase in the US's IT imports but also the increase in the US's IT market shares. The increases in the Japan-US IT export have shown to be the result of the increase of US's IT import but the market shares have been decreased. The increase in the China-US IT export is the result of the changes in the market shares, changes in IT import structure. and the IT import increase. In order to increase exports toward US markets, Korea have to continue increasing the market share of communication equipments, secure competitive power toward US IT markets with the decline of Japanese's market shares, and secure technical superiority over rising competitive power of Chinas IT industry.

  • Information Technology (IT) has been working as an engine of growth in Korea since early 1990's. For the next leap of Korean economy and to overcome worldwide financial crisis, Korea's IT industry needs to find a new breakthrough. In this viewpoint, we tried to empirically analyze the impact of Korea's IT trade on domestic industry. Since Korean government is trying to set up a few free trade agreements (FTA) with major trade partners, more accurate understanding of the impact of FTA is required to find the correct way to promote Korea's IT industry. We first looked at the current status of Korea's IT trade with major partners such as the US, Japan, and China to understand the competitiveness of Korea's IT industry. Having done this, we measured the impact of IT trade on domestic industry using Granger causality test. The results showed that the positive impact of trade is bigger on IT industry than on whole industry. Also, the impact of import turned out to be bigger than that of export. Among the major trade partner countries, the US’s and China's impacts are bigger than Japan's impact. Another notable thing is that IT product import from the US has especially big impact on domestic IT industry. Our findings may have certain implications to the FTA related policy.

The Economic Repercussion Effects of IT Equipment Exports (IT기기 수출의 경제적 파급효과)

  • We consider IT equipment industry, especially IT equipment exports, in Korea. Currently IT equipment exports are about 30% of the total exports in Korea. Furthermore the amount of IT equipment exports continues to increase. The impact of IT equipment exports to Korea economy must be large enough. However the research on this impact analysis is not found easily. In this paper we analyze the economic repercussion effects of IT equipment exports from 2002 to 2005 by using the Input-Output Analysis. The status of IT equipment exports in Korea is summarized. The extensive results on various levels of IT equipment industry are proposed.

  • In Korea's point of view the ASEAN is geographically located near to Korea's peninsula and can supply Korea with IT products safely, it is also a significant market that we can effectively export IT products. This study analyzes ASEAN as a. strategic market, by enlarging the IT export and import, Korea's IT market excessively leaning upon the United States and Japan's market, so ASEAN is the proper market to which we can drive multilateral trade of IT market and multikinded trade of goods. In order to enhance exports of various IT products, we have to retain a good reputation and to remove revolting factors. Also, the marketing of Korea's IT export against ASEAN have to reinforce and to activate the direct investment, plant exports, and loan credit. Therefore, this study reviews Korea's IT Industry analysis to ASEAN, and finally we suggest the way to solve the main problems.

  • Korea's economy has shown recovery since the global financial crisis in 2008. In the year 2010, Korea's export volume reached US D 467.4 billion and Korea is one of the main producer of IT equipment, electronics, ship-buildings, chemicals and automobiles. In particular, IT industry is one of the largest portion in Korea's export industries. The reason of the performance is that we develop innovative products to overseas markets and continued it. Also, there has been export support or promotion scheme in Korea. In this study, We need to evaluate the current system of export support and derive future challenges. This article has been studied to investigate relationship between export promotion and export performance. So, We classify export promotion program into 7 group(IT package, Market pioneers, Overseas exhibition, consultation invited buyers, International IT market research, Small Business IT export counseling center, Overseas marketing online) and the export performance was considered as the dependent variable. So the result are as follows. Factors on IT package, Market pioneers, overseas exhibition, International IT market research have been identified as influencing. and consultation invited buyers, Small Business IT export counseling center and Overseas marketing online have been identified as unimportant factor. So, We have to develop those Factors(IT package, Market pioneers, overseas exhibition, International IT market research) in the direction of strengthening the development of export support scheme.

IT Cooperation between R.O.Korea and P.R.China

  • Since 2003, the biggest trade partner of South Korea has not been America but China. China appears to be a strong competitor of South Korea in every field of international market and even in IT industry, which has been one of the most competitive field of Korean Economy. IT Industry is now becoming a driving locomotive of economy in South Korea and China. It is reported that the IT gap between South Korea and China is shorten to be 1.7 years in 2006, from 2.6 years in 2003 and will be within one year in 2010. China has been aware of the urgent need of developing electronic and information industry in order to improve its productivity. In the results of the efforts to develop its IT industry, China has achieved average 25% yearly growth rate of IT manufacturing industry since 1991. Since 2004, South Korea has pursued IT 839 strategy. How South Korea and China can sustain the continuous development of IT industry. South Korea IT is expected to utilize China's through the mutual cooperation, which results in mutual benefit. To achieve the mutually benefited cooperation and specially to result in Small & Medium sized Korean companies' cooperation with China's, China is expected to improve the market system and create an environment of admitting intellectual property.

  • 기업들은 ITIL 기반의 IT 서비스 관리체계 도입으로 IT 서비스에 대한 객관적인 가치 평가를 기대하고 도입한다. 하지만 기업들의 IT 서비스 관리체계의 성과지표들은 관리 중심적인 성과모델로써 가치 평가보다는 IT 운영 관리 중심으로 활용되고 있으며, IT 거버넌스의 전략적 의사결정을 위한 가치 연계와 책임 추적성, 성과 측정 및 위험 관리를 지원하지 못하고 있다. 가치 중심의 성과지표 모델을 통해 IT 거버넌스를 지원하고, 기업의 지속적이고 체계적인 투자관리를 통해 기업 가치 향상과 투명한 IT 투자에 기여하길 기대한다.

  • After the IMF jurisdiction period, the Korean economy experienced a venture boom. Korean venture enterprises had been recognized that high profitable and high technology capacity based. These ventures also have contributed to national added value tolerably. In particular, Korean information technology (IT) venture companies got away the order of economy concentrated big companies, which were taken the opportunity of new economy to make suggestion of the future courses and to open an e-Korea era. However, IT ventures firms or dotcom enterprises have had difficulties through sinking down their bubbles and slumping technology sector from the first half of the 2000. In consideration of Korea IT venture companies' conditions, Korean government introduce new national vision in order to go ahead of intelligence based society form knowledge based. Korea is planning new investment to meet with the challenge of globalization proactively by national band named u-Korea. As following a step in IT infrastructure, it will give Korean IT ventures new demand creative technologies and services by new technological windows of opportunity. This situation is expected that will become an economic take-off. This paper will look for the way to stimulate Korean IT ventures' competence and present new frontier of IT ventures turnaround.
