Utilization of information and communication technologies is commonly accepted as important to value creation in the knowledge economy. Nevertheless, empirical findings from our business case studies often show that while sophisticated technological tools may be developed, the potentials are not realized. It is evident that technology is subject to adaptive and emergent strategies of use, diverging from the original intention. Within this space of opportunities, we elaborate the importance of constructing strategic concepts as communication tools to support organisational implementation of technologies. We use the concept of organisational implementation as a way of taking the technology into use in order to support changes and value creation in the user organisation. In this paper we present our findings related to how use and experiences are conditioned by the users' expectations. We have conducted a business case study in order to understand and explore how users employ and use a particular wireless technology infrastructure. On behalf of the infrastructure vendor, we have studied three different organisations that use this technology. The overall research goal of our joint research project was to find out what is good use and for whom. We find that users struggle to go beyond the expectations they had when they were conceptualising and telling us about their practice. We have good indications that a narrowed consciousness was also conditioning the users' use of the technology. In this paper we draw the conclusion that technological implementations towards changing work practices and value creation must not be viewed by the company solely as a knowledge acquisition process, but as a process of knowledge creation. Organisational implementation is an ongoing process, a learning process at both the organisational and individual level. Flexible tools and technologies are constituted and shaped in interaction and communication in the workplace. Based on that knowledge, we build up an argument for an organisational implementation framework, including strategic discussions, learning spaces, and concept constructions.

In wireless sensor networks(WSNs), the studies that support sink mobility without global position information exploit a Backbone-based Virtual Infrastructure (BVI) which considers one-hop clusters and a backbone-based tree. Since the clusters of a sink and a source node are connected via flooding into the infrastructure, it causes high routing cost. Although the network could reduce the number of clusters via multi-level clusters, if the source nodes exist at nearest clusters from the cluster attached by the sink and they are in different branches of the tree, the data should be delivered via detour paths on the tree. Therefore, to reduce the number of clusters, we propose a novel multi-hop cluster based communication protocol supporting sink mobility without global position information. We exploit a rendezvous cluster head for sink location service and data dissemination but the proposed protocol effectively reduces data detour via comparing cluster hops from the source. Simulation shows that the proposed protocol is superior to the existing protocols in terms of the data delivery hop counts.
In order to assess the hydraulic effects of flow pattern changes and geomorphological evolution around spur dikes, this study carried out monitoring and numerical simulation on the changes of morphologic characteristics around spur dikes that settled in the bend of the Yeongcheon River. The study site spanned 190 m, and spur dikes were installed in March 2008. Monitoring of the site started in May 2008 and was completed in April 2014. When the water level was higher than the height of the spur dikes, the spur dikes extrude flow from the bank. Therefore, the spur dikes that were built to stabilize the channel have been effectively performing hydraulic functions. With the passing of time, the channel was stabilized and pools formed around the spur dike toes by local scouring. It was confirmed that spur dikes created various physical characteristics in the aspect of channel topography, with sediments deposits occurring between the spur dikes, while riffles and pools formed in the channel.
There has been 10 years since the Health Promotion Act was legislated. The government began to establish a health promotion fund on the basis of Health Promotion Act in 1995, and to manage and operate the fund from 1998. It is evaluated that health promotion program have had various outcomes in many aspects. First, there has been growing awareness of the impotance of health promotion through the establishment of Health Plan 2010 and the effort to actualize the Plan. Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, management efficiency of private health related organizations have been improved. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health, formulating plan of regional health promotion programs, building infrastructure for health promotion, creation of specific action model by public health center, development of health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.
The High Level Architecture(HLA) is the IEEE 1516 standard for interoperation between heterogeneous simulators which are developed with different languages and platforms. Run-Time Infrastructure(RTI) is a software which implements the HLA Interface Specification. With the development of time management service of RTI, it is necessary to consider an efficient design approach and an algorithm of Greatest Available Logical Time(GALT) computation. However, many time management services of existing RTIs have difficulty in modification and extension. Although some RTIs avoid this difficulty through modular design, they comply with not IEEE 1516 HLA/RTI but HLA 1.3. In addition, a lot of RTIs made use of well-known Mattern's algorithm for GALT computation. However, Mattern's algorithm has a few limitations for applying to IEEE 1516 HLA/RTI. This paper proposes a modular design and an implementation of time management service for IEEE 1516 HLA/RTI. We divided th time management service module into two sub-modules: a TIME module and a GALT module and used Mattern's algorithm improved for IEEE 1516 HLARTI. The paper also contains several experimental results in order to evaluate our time management service module.
We investigate and analyze the effect of population density on digital divide in Africa by applying the panel data analysis therein. From the estimation results based on the panel data analysis, it has been found that population density as well as both levels of income and education has a significant effect on the digital divide in African region. In particular, the fact that the variable of population density makes a significantly influential role implies that the construction cost of information infrastructure in Africa behaves such a considerable obstacle to Africa wishing to enter into information society. In conclusion, throughout the integration of the estimation results in the paper, the following implications for economic cooperation with Africa can be drawn. The estimation results mentioned above strongly imply that the variable referred to as population density should be considered in selecting which countries to assist for construction of information infrastructure.

There has been 10 years since The Health Promotion Act was legislated. The government began to establish a health promotion fund on the basis of Health Promotion Act in 1995, and to manage and operate the fund from 1998. It is evaluated that health promotion program have had various outcomes in many aspects. As North Korea has a sufficient ability to attack our society's vulnerable computer network, various large-scale cyber attacks are expected to be tried. North Korea's cyber military strength is known a world-class level. The number of its cyber agents is increasing consistently. Recently North Korea's cyber attack has been made regardless of trick and target. But up to now North Korea's cyber attack is more of an exploration than a real attack. Its purpose was to check how fast Korea found a problem and recovered from it. In future, cyber attack that damages substantially is highly probable. In case of an attack against national infrastructure like traffic, financial and energy services, the extent of the damage will be great beyond imagination. In this paper, characteristics of recent North Korea's cyber attack is addressed in depth and countermeasures such as the enactment of cyber terror prevention law, simulation training enforcement, private and public cooperation system construction, cyber security infrastructure expansion, etc. are proposed.
In this paper, we studied how the data obesity can affect in which the response speed of database gradually slows down. Our research is performed by analyzing how the game data infrastructure is well-formed. Although there are a variety of ways to evaluate to measure the level of infrastructure, we performed with real information system. We analyzed data obesity by comparing the entity-relationship models between the products of real game information system and newly modeled databases. We could find data obesity is over 60% among overall average of game information system. It shows that 45% higher than standard obesity which is 15%. In this paper, data redundancy rate after performing the procedure of the data modeling was 41% resulting in an improvement of 23% compared to 64% of an existing model.
Objectives: This study was conducted to development of hazardous materials management standards for the decoction type of personalized herbal medicines (PHMs). Methods: This study was conducted in two stages. We searched documents about criteria to use words such as 'Herb', 'Herbal medicine', and 'Botanical Drug' and summarized the results. We organized the committee consisted of seven experts, and held two meetings to reach an agreement on hazardous management standards of the decoction type of PHMs. Results: The seven documents were presented in the literature review and six items related to hazardous management standards of decoction were identified. The second expert meeting brought that a total of six items, including heavy metal, pesticide residues, sulfur dioxide, benzopyrene, mycotoxin, and micro-organism limits, were selected for safety management of decoction type of PHMs. Also, the criteria and test methods for each standard were suggested for monitoring the decoction type of PHMs. Conclusion: The study suggested hazardous material management standards and criteria for the decoction types of PHMs. In the future, it would be necessary to conduct a pilot test to ensure the validity and credibility of the safety management standard and criteria. Furthermore, the government level safety management system should be introduced to verify the safety of decoction medicines.
