Purpose - This paper empirically investigates via a spatial lag model from the perspective of space economy to find the influencing factors of South Korea's OFDI along with 60 countries. Design/methodology - In the study of regional economic phenomena, we must first test the corresponding spatial correlation, and on this basis, complete the construction of the spatial model. For the target research object, after testing the spatial correlation, if there is spatial correlation, a spatial measurement model is needed. This paper uses the global Moran's I index for calculation. Based on the characteristics and research needs of the research object, this paper selects the spatial lag model to verify the existence of the spatial effect and factors affecting OFDI. Findings - Our results show that export scale, infrastructure, technology level, political stability, resource endowment, market size, distance and labor cost have a certain impact on Korea's OFDI, but at present the distance and market size factors are the most important influencing factors for South Korea's OFDI, The technical level and political stability have little effect on South Korea's OFDI, and are not main factors determining South Korea's OFDI. Originality/value - Through spatial measurement verification, it was found that the spatial effect has a significant impact on OFDI, along with more than 60 countries. On this basis, relevant suggestions are put forward, which have strong practical significance for South Korea's OFDI to achieve healthy and sustainable development.

It is important for Singaporean companies to manage the multifaceted risks when forming international construction joint ventures (ICJVs) with developing countries. The objectives of this study are to assess the risks associated with Singaporean ICJVs with developing countries, and investigate the risk allocation preferences in these ICJVs. To fulfill these objectives, a literature review was carried out and a questionnaire survey was performed with 38 professionals. The survey results reported "political instability" as the most critical risk, and market level risks were less critical than country and project level risks. Additionally, the results showed agreement on the risk ranking between building and infrastructure ICJVs, despite significant differences in the criticalities of five risks. Furthermore, five risks were preferably allocated to host and foreign partners, respectively, while 13 risks could be shared among partners. As few studies have explored the risk allocation preferences in ICJVs, this study expands the literature. Also, the identification of the risks allows other companies to customize their own lists of critical risks, while the preferred risk allocation provides valuable information for companies from various countries that intend to form ICJVs with developing countries. Thus, this study contributes to the global body of knowledge relating to ICJVs.
Transportation provides an infrastructure vital to economic growth, and it is an integral part of production . As a port is the interface between the maritime transport and domestic transport sectors, it certainly plays a key role in any economic development. Therefore, it is doubtless that inadequacy of a nation's port will depress the level of throughput, to the level where it fails to meet the target set by the national economic planning schemes. Korea is surrounded by the seas and the economic structure of Korea consists of processing trades, so that it cannot be overstated that substantial economy in maritime transport coasts can be achieved through the improvement of the port transport system. This paper treats the transportation process in Pusan Port by Queueing Simulation method, and the reasonable size of Pusan Port is suggested from the point of view of efficiency maximization. The results of the analysis are summarized as follows; 1) the utility rate is 47.91 percents in general piers, 85-52 percents in container piers, and waiting time 5.2hrs, in general piers, 0.8 hrs, in container piers, and the probability of maximum queue length 12 ships in general piers, 2 ships in container piers, and the probability of waiting is 44 percents in general piers, 8 percents in container pier. 2) in general piers, the improvement of app. 30 percents in port capacity is desirable for operating effectively concerning the current arrival rate. By introducing the traffic control ion container piers, there is no apparent necessity of port investment, but I is expected to reduce invisible congestion occurred along the waiting line. 3) On Pusan Port, the optimal utility rate and the optimal arrival rate for reducing waiting time are 3.5 to 4.0(hrs./ship) in general piers, 5.1 to 6.0(hrs./ship) in container piers.
S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced "Low-Carbon Green Growth" in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects "EPI" or "environmentalism" in policy goals; however, in reality it prioritizes development over the environment.
Background: Malawi's 2018 National Energy Policy includes nuclear power as an energy option with an operational 100 MW targeted for 2035. Materials and Methods: This paper challenges the scope of the policy on nuclear power by reviewing its implementation strategy and comparing it to: the strategy established for coal in the same policy; some experiences from other countries; and documents by the International Atomic Energy Agency (IAEA) relating to establishing a national position on nuclear power and infrastructural requirements for a nuclear power program. Results and Discussion: It is found that the pro-nuclear position is uninformed, and targets are unrealistic owing to a lack of understanding of nature of nuclear power including the requirements for safety, security and safeguards, and nuclear infrastructure. It is apparent that neither consultation nor a proper analysis were comprehensively conducted for nuclear. Though the national energy policy suggests a national position for nuclear energy, the content does not demonstrate that the position was arrived at knowledgeably. Conclusion: Thus, nuclear power may presently be viewed as a potential energy option that is yet to be seriously considered. It is important to build an appropriate level of literacy on nuclear science and technology for policy makers, key stakeholders, and the public to be better positioned for strategizing on nuclear power.
As the utilization of information technology and the turbulence of technological change increase in organizations, the adoption of IT outsourcing also grows to manage IT resource more effectively and efficiently. In this new way of IT management technique, service level management(SLM) process becomes critical to derive success from the outsourcing in the view of end users in organization. Even though much of the research on service level management or agreement have been done during last decades, the performance of the service level management process have not been evaluated in terms of final objectives of the management efforts or success from the view of end-users. This study explores the relationship between SLM maturity and IT outsourcing success from the users' point of view by a analytical case study in four client organizations under an IT outsourcing vendor, which is a member company of a major Korean conglomerate. For setting up a model for the analysis, previous researches on service level management process maturity and information systems success are reviewed. In particular, information systems success from users' point of view are reviewed based the DeLone and McLean's study, which is argued and accepted as a comprehensively tested model of information systems success currently. The model proposed in this study argues that SLM process maturity influences information systems success, which is evaluated in terms of information quality, systems quality, service quality, and net effect proposed by DeLone and McLean. SLM process maturity can be measured in planning process, implementation process and operation and evaluation process. Instruments for measuring the factors in the proposed constructs of information systems success and SL management process maturity were collected from previous researches and evaluated for securing reliability and validity, utilizing appropriate statistical methods and pilot tests before exploring the case study. Four cases from four different companies under one vendor company were utilized for the analysis. All of the cases had been contracted in SLA(Service Level Agreement) and had implemented ITIL(IT Infrastructure Library), Six Sigma and BSC(Balanced Scored Card) methods since last several years, which means that all the client organizations pursued concerted efforts to acquire quality services from IT outsourcing from the organization and users' point of view. For comparing the differences among the four organizations in IT out-sourcing sucess, T-test and non-parametric analysis have been applied on the data set collected from the organization using survey instruments. The process maturities of planning and implementation phases of SLM are found not to influence on any dimensions of information systems success from users' point of view. It was found that the SLM maturity in the phase of operations and evaluation could influence systems quality only from users' view. This result seems to be quite against the arguments in IT outsourcing practices in the fields, which emphasize usually the importance of planning and implementation processes upfront in IT outsourcing projects. According to after-the-fact observation by an expert in an organization participating in the study, their needs and motivations for outsourcing contracts had been quite familiar already to the vendors as long-term partners under a same conglomerate, so that the maturity in the phases of planning and implementation seems not to be differentiating factors for the success of IT outsourcing. This study will be the foundation for the future research in the area of IT outsourcing management and success, in particular in the service level management. And also, it could guide managers in practice in IT outsourcing management to focus on service level management process in operation and evaluation stage especially for long-term outsourcing contracts under very unique context like Korean IT outsourcing projects. This study has some limitations in generalization because the sample size is small and the context itself is confined in an unique environment. For future exploration, survey based research could be designed and implemented.
In order to implement e-trade infrastructure through the radical innovation of trade process, e-trade platform which is called 'uTradehub' has been developed for three years. After pilot operation of this platform in 2007, the formal service of e-trade such as logistics, customs and foreign exchanges had been provided in 2008. However, the usage of e-Trade platform is not the level of users' satisfaction because trade-related communities have not actively participated into e-trade platform and several functions with users requirements are necessary to develop additionally. In this regard, there are strong demands to suggest some strategies for application and usage proliferation of e-trade platform. Therefore, this paper would like to evaluate the current status of e-trade platform service and usage by the theoretical consideration of preceding researches and practical analysis of statistical data. Then, it will explore several service improvement ideas in terms of system supplementation and integration, electronic documents standardization, radical change of using fee, global connection, user oriented education and advertisement.
This paper proposes a novel framework for virtual content delivery networks (CDNs) based on cloud computing. The proposed framework aims to provide multimedia content delivery services customized for content providers by sharing virtual machines (VMs) in the Infrastructure-as-a-Service cloud, while fulfilling the service level agreement. Furthermore, it supports elastic virtual CDN services, which enables the capabilities of VMs to be scaled to encompass the dynamically changing resource demand of the aggregated virtual CDN services. For this, we provide the system architecture and relevant operations for the virtual CDNs and evaluate the performance based on a simulation.
Many studies have regarded an information infrastructure as one of the crucial factors for national or regional innovation in the information society, but few studies have empirically tested the role and the effects of it. Also, the information society have been studied to what extent, but information space structure and the reorganization for the resource of the material and the labour have not been considered. Therefore, this study is examining the relation between the linkage structure and the information change in the manufacturing sector. And for the empirical analyses, regional labour data for 16 Metropolitan Areas(Si) and Provinces(Do) in 1991-1996 are used. An analytical model and hypotheses are proposed for empirical testing. The main finding is that if inter-regional wages condition is identical, inter-regional labour flow has positive correlations with regional information level.
