A Study on the Budget Policy Determinant Factors and the Budget Power of the Local Council: Focus on Metropolitan Council (지방의회의 재정지출 결정요인과 예산권한에 관한 연구: 광역지방의회를 중심으로)

  • It is necessary to analyze the budget power during the budget process of the local council, paying attention to strengthening the capacity of local council and reinforcing expertise to secure accountability. The budget power of council is expressed in various terms such as power of the purse and the authority to control the budget, and focuses on the role of control and check in the council's budget process. The purpose of this study is to analyze the factors that political·administrative variables, social·economical variables affect the budget power of local council. The budget power of councils was set as the budget net modification rate and the period for processing the budget bill at the plenary session. And the effects of various variables were checked. As a result, the local council confirmed that there was a lack of checks and controls in the budget process.

  • Course evaluation serves as helpful information to improve the quality of college education and improve lectures. This study derived the factors through preceding research and FGI to explore the factors that constitute course evaluation and identified the relative importance and priority of the factors through the Analytic Hierarchy Process (AHP). For this, it derived five factors and 15 evaluation items as follows. To secure expertise and fairness in the factor development of course evaluation, the researcher conducted a questionnaire surveying students and teachers and collected a total of 20 valid data. The weight of each evaluation item was calculated based on the data that had been verified for consistency. The analysis concluded that students rated class content, class method, class operation, class evaluation, and class plan as the critical factors in the order of importance, while teachers evaluated class content, class operation, class method, class evaluation, and class plan as important, in that order. Based on the results of this study, I hope that various analyses and studies will be conducted to improve the efficiency and reliability of course evaluation for the quality management of college education.

Essential Competencies for Digital Workforce of Provincial Office in Thailand Using Delphi Technique

  • This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.

An Impact of Medical Humanities Curriculum with Flipped-Learning on Students of Korean Medical School (Flipped learning을 활용한 의료인문학 수업의 한의학과 학생에 대한 영향)

  • Objectives : The aim of this study was to identify the effect of Medical humanities curriculum on students of Korean medical school in terms of cognitive, affective, and psychomotor level of humanities skill. Methods : The course was taught to second- and third-year Korean medicine students. The classes were held eight times a semester for second-year students and 9 times for third-year students, and each class was held once a week for 2 hours. Formative and summative assessments, group and individual assignments, and peer assessments were conducted to evaluate educational effectiveness, as well as basic lecture evaluations and satisfaction surveys. Results : Most of the students who took Medical humanities showed a performance rate of more than 60-70% in the cognitive aspect, and the total score was 14.48 with a standard deviation of 2.70 in the knowledge application stage. In terms of class satisfaction, students in Medical humanities I were more satisfied with the evaluation criteria and class management expertise, while students in Medical humanities II were most satisfied with the class organization, with an average score of 4.86/5. Conclusions : It was confirmed that students' humanities improved in cognitive, affective, and psychological aspects after medical humanities courses, and future research should be conducted on the long-term educational effects of medical humanities, effective teaching methods, and evaluation methods.

Leksell Frame-Based Stereotactic Biopsy for Infratentorial Tumor : Practical Tips and Considerations

  • The Leksell frame-based transcerebellar approach was proposed with the arc support frame attached upside down to the Z coordinate. This study presented practical tips and considerations for obtaining adequate tissue samples for deep-seated cerebellar lesions or lower brainstem lesions specifically those accessible via the cerebellar peduncle. For practical insights, the Leksell coordinate frame G was fixed to prevent the anterior screw implantation within the temporalis muscle, to avoid interference with the magnetic resonance (MR)-adapter, and taking into account the magnetic field of MR in close proximity to the tentorium. After mounting of indicator box, the MR imaging evaluation should cover both the indicator box and the infratentorial region that deviated from it. The coordinates [X, Y, Za, Arc0, Ringa0] obtained from Leksell SurgiPlan® software (Elekta, Stockholm, Sweden) with arc 00 located on the patient's right side were converted to [X, Y, Zb=360-Za, Arc0, Ringb0=Ringa0-1800]. The operation was performed in the prone position under general anesthesia in four patients with deep cerebellar (n=3) and brainstem (n=1) tumors. The biopsy results showed two cases of diffuse large B-cell lymphoma, one metastatic braintumor and one glioblastoma. One patient required frame repositioning as a complication. Drawing upon the methodology outlined in existing literature, we anticipate that imparting supplementary expertise could render the stereotactic biopsy of infratentorial tumors more consistent and manageable for the practitioner, thereby facilitating adequate tissue samples and minimizing patient complications.

  • In accordance with the new healthcare policy of government (Moon Jae-In Care) to strengthen health insurance coverage, the National Health Insurance (NHI) coverage of brain magnetic resonance imaging (MRI), brain/neck MR angiography (MRA), and head and neck MRI have been expanded since 2018 in Korea. This article has been reviewed focusing on the "Detailed matter concerning criteria and method for providing reimbursed services in the NHI. Some revisions" regarding reimbursement for MRI, which was revised from October 2018 to April 2020 and is currently in effect. It included the MRI reimbursement system in Korea, recent adjustment of the reimbursement coverage for patients with headache or dizziness, and reimbursement coverage, standard imaging, and radiologic report of brain MRI, brain/neck MRA and head and neck MRI. This article could help radiologists gain knowledge on health insurance to protect the expertise of the radiologist and to play a leading role in the hospital. As the policy changes, detailed matter concerning criteria and method for providing reimbursed services in the NHI may be revised. Therefore, radiologists should update issues related to insurance reimbursement for MRI continuously.

Development of Evaluation Items for Physical Therapy Clinical Practice

  • Objective: The purpose of this study is to present practice guidelines on what physical therapy students must learn during clinical training and how to evaluate them. Design: Design & development research Methods: A Delphi survey was conducted with 16 experts. Experts who participated in the study were asked to respond to 15 musculoskeletal system, 14 nervous system, and 12 physical factor therapy items through an online survey with a 5-point Likert score for each item regarding suitability and importance. Results: As a result of defining the core basic physical therapy skills that students in the Department of Physical Therapy must learn through clinical practice and in the process of evaluating them, there was a strong opinion that among the specific fields of physical therapy, evaluation items related to the musculoskeletal system, nervous system, and cardiorespiratory system were important. On the contrary, physical factor therapy showed poor results. Conclusions: In a previous study, opinions on the specialty of physical therapists were collected from current physical therapists, and the field of physical factor therapy was evaluated low. I think this reflects the perception that treatment using electricity has been commonly used in the field of physical therapy for a long time and does not require deep expertise among clinicians. Physical therapy clinical practice guidelines and efficient operation plans for clinical practice were presented. Through this, it can be usefully applied in hospitals where physical therapy students undergo clinical training in the future.

Research Trends in integrated Community Care Systems: A Scoping review (지역사회 통합돌봄 제도 연구 동향 분석: 주제 범위 문헌 고찰)

  • This study was conducted to identify research trends on the integrated community care system in Korea and suggest future research directions. The scoping review method was conducted according to the JBI methodological guidelines. A literature search was conducted in 5 databases (RISS, DBpia, NDSL, KISS, NAL), and 34 papers were selected for the final analysis. The analysis was categorized into user and provider aspects related to community care, and the results from the user aspect showed that variables related to service satisfaction and physical health status were used the most and showed positive results. Provider aspect results mainly studied problems and improvements due to service provision, and many studies showed the need to revitalize inter-agency collaboration systems and the lack of manpower to perform services. Based on the results of this study, in the future expansion of the integrated community care system, it will be necessary to not only establish criteria for selecting subjects, but also secure the expertise of service providers, establish a collaboration system between regions and institutions, and prepare measures to resolve service differences.

Behavioral Interventions for Autism Spectrum Disorder: A Brief Review and Guidelines With a Specific Focus on Applied Behavior Analysis

  • We conducted a comprehensive review of behavioral and educational interventions for individuals with autism spectrum disorder (ASD). The most prominent type of intervention, Comprehensive Early Intervention, often referred to as Early Intensive Behavioral Intervention (EIBI), has been found to be particularly effective in improving intelligence and adaptive behaviors. The naturalistic developmental behavioral intervention, designed to enhance social and communication abilities, showed effectiveness in improving language, cognitive function, and social initiation. However, more studies are needed to examine its effectiveness. Intensive individualized intervention, which provides a tailored intervention for a specific target behavior, was effective in improving social skills and communication, as well as reducing sleep, eating, and toileting problems. Cognitive behavioral therapy (CBT) is the most effective method for dealing with emotional difficulties, but it has not been widely used because of the shortage of trained experts. Parent-mediated intervention (PMI) involves parents acquiring knowledge and specific skills to improve their child's functioning or reduce challenging behaviors. Speech and language therapy, sensory integration, Treatment and Education of Autistic and related Communications Handicapped Children, developmental approaches, and social stories are frequently used interventions. However, evidence of their effectiveness has yet to be well established. Based on these findings, intervention recommendations for autism include EIBI, Early Start Denver Model, intensive individualized intervention, CBT, and PMI. The choice of intervention should be tailored to the individual's needs and delivered by qualified professionals with expertise in the specific intervention.

Prospects of omics-driven synthetic biology for sustainable agriculture

  • Omics-driven synthetic biology is a multidisciplinary research field that creates new artificial life by employing genetic components, biological devices, and engineering technique based on genetic knowledge and technological expertise. It is also utilized to make valuable biomaterials with limited production via current organisms faster, more efficient, and in huge quantities. As the bioeconomic age begins, and the global synthetic biology market becomes more competitive, investment in research and development (R&D) and associated sectors has grown considerably. By overcoming the constraints of present biotechnologies through the merging of big data and artificial intelligence technologies, huge ripple effects are envisaged in the pharmaceutical, chemical, and energy industries. In agriculture, synthetic biology is being used to solve current agricultural problems and develop sustainable agricultural systems by increasing crop productivity, implementing low-carbon agriculture, and developing plant-based, high-value-added bio-materials such as vaccines for diagnosing and preventing livestock diseases. As international regulatory debates on synthetic biology are now underway, discussions should also take place in our country for the growth of bioindustries and the dissemination of research findings. Furthermore, the system must be improved to facilitate practical application and to enhance the risk evaluation technology and management system.
