An Analysis on Digital Preservation Practices in Academic Libraries (대학도서관에서의 디지털보존 실태분석 연구)

  • Digital preservation becomes, nowadays, one of the important business process in the academic libraries. This study is to investigate the librarians' perception on digital preservation requirements and to analyze the business practices of the digital preservation and digital preservation level in the 102 academic libraries. In results, it is found that the digital preservation specialists in academic libraries have almost same perception on basic policies and direction. Also, the study finds that the important function of digital preservation is to secure authenticity and integrity; policy and expertise are the most important key components for digital preservation; the most frequently reported barriers to preservation are the lack of willingness and funding problems; most librarians want to learn and train how to establish preservation planning and policy. In general, most librarian think that the level of digital preservation in the academic libraries is insufficiency. Therefore the academic libraries should establish the relevant digital preservation policy and business workflows and to develop capacity of digital preservation.

  • There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

Collaborative Governance in Philippine Science and Technology Parks: A closer look at the UP - Ayala Land Technohub

  • Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?

Pain Disorder Associated with Psychological Factors - Case Report and Review - (심리적 요인과 관련된 통증장애 - 증례 및 고찰 -)

  • Recently many researches support the use of traditional psychiatric treatments in the management of chronic pain. Chronic pain is a significant public health problem and frustrating to everyone affected by it. Psychiatrists offer skills with treatments now recognized as effective in the management of chronic pain. In addition to the diagnosis and treatment of psychiatric co-morbidity, the application of psychological treatments to chronic pain, and the development of interdisciplinary efforts to provide comprehensive health care to the patient disabled with chronic pain, psychiatrists have particular skill in pharmacological treatment that have proven efficacy for a variety of chronic pain conditions. With their expertise in the use of psychoactive medication plus their interest in the personal and family dynamics of patients, psychiatrists have the capacity to be involved in the treatment of patients with chronic pain. So, the author reported three cases of patient with pain disorder associated with psychological factors, and reviewed to propose that psychiatrists in Korea should take an active role in the care of these patients.

  • Proficiency-centered manufacturing environment of the past is now expanding into that focused on expertise and knowledge. So the paradigm shift about human resources and management of them is required to maintain competitiveness and run the organization in a stable way. Many studies have shown that in various fields job competence has a positive influence on job satisfaction, but researchers' point of view is limited only to proficiency. With a focus on this situation, this study has analyzed empirically the effect of job knowledge and proficiency on a turnover intention and its mediating effect of job satisfaction in S company whose manufacturing environment is changing fast. The analysis has shown that the job knowledge and proficiency have a positive effect on job satisfaction and that job satisfaction influences a turnover intention. It has an important meaning in that by estimating the relationship between employees' job knowledge and their turnover intention, this study is providing a basic data needed to manage job competence of manufacturing labor force.

  • This study explored and described how seniors cope with adversities, how they perceive the counseling and what they expect from it, including the difficulties and barriers when using psychological counseling, through direct reports of the seniors. Data was collected from 56 elderly people living in Gyeonggido through interviews. The collected data was analyzed using the CQR-M method. The result yielded 6 domains, which are the ways to deal with adversities, feelings or thoughts about counseling, motivations for counseling, why peoples mind getting counseling, expectations for counselor, expectations for counseling effect. Based on the results, the ways to increase the level of participation and consideration for counseling by the elderly are suggested including case management, the expansion of counseling areas, the formation of sincere relationships, the consideration of counseling methods with activities and the enhancement of expertise.

  • This paper analyzed the status of defense acquisition organizations, the defense acquisition system, and management strategies for each field in major developed countries. The current state of defense procurement organizations in major developed countries would be applied to identify the operational systems in domestic market. Effective management of defense commissioners on the management of each sector is being carried out by the government and company. We believe that it will be possible to establish transparency, credibility, and expertise from the perspective of third parties through securing the current pre - verification procedure. In conclusion, we believe that the operation of the Defense Business Supervisor enabled the establishment of a pre-supervision system for the entire defense business, and an environment to ensure maximum independence.

A Study on Meta Analysis of Preliminary Feasibility for Government R&D Programs to Improve Planning Project of the Government Funded Research Institutes (정부출연연구기관 주요사업 연구기획 강화를 위한 예비타당성조사 사업 메타분석연구)

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

Determinants of Journals on the Fields of Technology, Innovation and Management (TIM) in China - An Analysis of Jishu Jingji (중국 기술혁신관리(TIM) 분야의 학술지 속성 결정요인 - 기술경제(技術經濟)지 분석을 중심으로)

  • This is an analysis of three hypotheses in the fields of Technology, Innovation, and Management (TIM) analyzing the journal of Jishu Jingji (Technology Economics) which is published by the Chinese Society of Techno-economics. The Jishu Jingji journal is similar to other Chinese journals in TIM as follows: First, it's short in length. Second, there are a few references and foreign references can be counted with fingers of one hand. Third, the journal's scope is similar to others in TIM such as technolog-firm-industry. The differences are as follows: First, they have more general topics on the firm and the economy than other journals in TIM. Second, technologies covered are those of existing industries and infrastructure rather than emerging technologies and industries. Third, editors rarely submit papers to the journal. Finally, the expertise of the editors is diverse which is similar to the scope of the journal. First proposed hypothesis on journals in TIM is that journals represent country specific characteristics over field specificities, and this view is widely accepted in China. Second hypothesis is that editors are representatives of authors, but this hypothesis is rejected, at least in this journal. Third hypothesis is that the composition of editors reflects the scope of journals, and this hypothesis is generally accepted.

Improvement Plan of the Local Government Audit System (지방자치단체 감사제도의 개선방안)

  • Audit system of local self-government has a problem in many sectors, for the development of local autonomy, improvement of these issues is essential. The purpose of this study was to improve the present problems by looking at the problems of local governments audit system. The problem with local governments audit system are as follows. First, the non-efficiency and redundancy of internal and external audit exist. Second, in terms of audit organization and mechanism of local government, independence is deficient. Third, the expertise is lacking in terms of audit personnel. Fourth, it is insufficient effectiveness ensure regarding the processing of the Audit Office at the time and results. Improvement plan of the problems of local governments audit system are as follows. First, the unification of the country and local governments of the audit and there is a need to establish a legal system on the local audit. Second, the establishment of independent internal audit mechanism for ensuring the independence of the internal audit mechanism. Third, introducing a variety of personnel system related to the human resources of audit personnel and there is a need and strengthening of education and training to the audit personnel. Fourth, the public of the audit, community participation, and etc results in the effectiveness and democratic ensuring of audit.
