Analysis of Maritime-based Space Capabilities of Major Countries and Future Direction for South Korea (주요국의 해상기반 우주능력 분석 및 한국의 발전방향)

  • Major countries in space field such as the United States, China and Russia have not only general ground-based space capabilities, but also maritime-based space capabilities. Maritime-based space systems include a maritime-based space surveillance system, a maritime-based space launch vehicle, and a maritime-based space information transmission system, and these maritime-based systems complement the ground-based space systems. Therefore, in this paper, we analyze the maritime-based space capabilities of major countries, and propose the future direction for south Korea's maritime-based space capabilities. The maritime-based space system is essential due to the geographical characteristics of south Korea, which has three sides of the ocean, and it is considered an one of important strategic element to become the seven major country in the space field.

A Study on the Effects of Entrepreneurial Marketing Orientation on the Management Performance: Mediated Effect of Organizational Marketing Capabilities (창업자의 앙트레프레니얼 마케팅 지향성이 경영성과에 미치는 영향: 조직내 마케팅역량의 매개효과)

  • Early start-up companies have an inherent limitation of lack of resources. Despite these limitations, in order to survive, the entrepreneur's personal ability to efficiently use limited resources is required. In the marketing field, various studies are needed to reduce the business failure rate through establishing growth strategies and innovation. Accordingly, it is necessary to apply the concept of entrepreneurial marketing, which has been researched and developed overseas for 30 years, to fit the domestic reality. According to the flow of this study, an empirical study should be preceded to clarify the influence relationship between entrepreneurial marketing orientation, marketing competency, and management performance, along with a theoretical theorem on entrepreneurial marketing that is suitable for early start-ups and small and medium-sized enterprises(SMEs) and can respond innovatively to changes. The establishment of entrepreneurial marketing orientation and the processes from which this concept leads to business performance through the organization's marketing capabilities and its effects will be empirically verified. For an empirical survey, a survey was conducted on founders of 220 companies, and path analysis using structural equations was used for hypothesis verification. The findings are as follows. First, it was found that the entrepreneurial marketing orientation had a positive effect on both the organization's marketing capabilities and management performance. Second, it was found that the organization's marketing capabilities also had a positive effect on management performance. Third, as a result of empirical analysis of the mediating effect of the organization's marketing capabilities on the relationship between entrepreneurial marketing orientation and management performance, it was found that marketing capabilities showed a greater mediating effect on non-financial performance than financial performance. On the other hand, it was confirmed that marketing performance had a stronger mediating effect on financial performance than non-financial performance. By confirming and presenting the concept and constituent factors of entrepreneurial marketing orientation of domestic start-ups, which were academic gaps for the purpose of this paper, the academic research is differentiated in that they were verified as six components of entrepreneurial marketing. The practical implications of the research results will be that the entrepreneurial marketing-oriented mindset of small and medium-sized companies will optimize market analysis capabilities, network with various stakeholders, and increase the organization's ability to demonstrate marketing capabilities.

  • When income reach a certain level and their basic needs are met, happiness index do not reach even though income increase. This phenomenon was described as a paradox of Esterlin. In Korea, per capita income is over $20,000, but life quality is not high enough and according to United Nation's happiness report, Korea's happiness index is 5.8 out of 10 which ranked $56^{th}$ out of 150 countries. At this point, the purposes of this study are first: Can capabilities of feeling happiness be strengthened through education? second: Is Home Economics curriculum in Technology and Home Economics the most robust course to enhance the capabilities of feeling happiness? In this study, qualitative research methods(theoretical research and, in-depth interviews) was in progress. Conclusion of this study are as follows. Capabilities of feeling happiness can be enhanced through training. As a nation and the economy with level of per capita GNP over $20,000, in order to realize a desirable human character, capabilities of feeling happiness can be trained and strengthened through education. In particular, it is necessary to strengthen the capability of feeling happiness through life experience. Since Home Economics Curriculum educates to enhance their life practice, it is the most robust course in feeling happiness training to enhance their capabilities.

A Study on the Influence of Regional Competency in Science and Technology Policy on Performance (지역 과학기술 정책역량이 성과에 미치는 영향에 관한 연구)

  • Purpose - Recently, the fourth industrial revolution is rapidly progressing, and the central government-led innovation system is not able to flexibly cope with changes in science and the economy and society. To solve these problems, it is necessary for local governments, which can easily identify and flexibly respond to local sites, to become self-centered and ready to respond more quickly to massive changes. Through this research, this study investigated the awareness of the elements of Jeonnam Province's capabilities in the field of science and technology policy, the importance of R&D, and how network cooperation among the base institutions might affect performance. Research design, data, and methodology - In fact, the data used in this study only 115 people were polled, excluding five who did not respond to the necessary variables. The methods of the survey were sampled, and the means of the survey were investigated via a self-contained electronic file (e-mail). Statistical analysis, including hypothesis verification, was performed by SPSS 19. The regression analysis was used. Results - All factors significantly affect performance by dividing them into five sub-fields: R&D strategic establishment, R&D demand survey, R&D planning, R&D evaluation, and R&D project management. These results suggest the importance and need for local scientific technology policy capabilities. Besides, it was confirmed that the relationship between regional science and technology policy capabilities and performance was moderated by the recognition of the importance of science technology and network cooperation among the core organizations. Conclusions - As a result, independent variables regarding the capabilities of each scientific technology policy were found to be statistically significant and have a significant effect on performance. Second, the regression analysis has shown the moderation effects of R&D importance awareness between the capabilities of science and technology policies and their performance. On the other hand, a regression analysis showing that the capabilities of science and technology policies and network cooperation between the base regions were not significant, indicating that there is no effect of moderation of network cooperation between the base regions between the capabilities of science and technology policies and performance.

A Study on the Relative Weights of the Components of Core Competence Based Learning Outcomes in STEAM (Science, Technology, Engineering Art, Mathematics) (융합인재교육에서 핵심역량 기반 학습성과 구성요소의 상대적 가중치 연구)

  • The purpose of this study is to provide basic data that can be used in a reasonable assessment of the learning outcomes of STEAM. It presented a learning outcome evaluation method, relative weights of key competencies standard that a learner should cultivate. For this study, a pairwise comparison questionnaire about the key competencies was conducted on the STEAM professionals, and AHP was applied to analyze the priority of main factors of key competencies. The results of this study are as follows. First, the importance of capabilities of convergence accomplishment and capabilities of convergent cognition, in the first layer of key competencies, were 39.4% and 36.8%, respectively. In the education evaluation of the STEAM, capabilities of convergence accomplishment and capabilities of convergent cognition showed similar level of importance, and were considered more important factor than capabilities of convergence attitude (23.8%). Second, the relative importance of capabilities of problem solving (20.0%) was highest in the second layer of key competencies, and followed by capabilities of creative thinking (18.3%), responsibility (15.3%), and understanding convergence knowledge (11.0%). Third, it will be a foundation of a competency evaluation, which reasonably evaluates, based on the relative weights, whether to accomplish educational objectives of the STEAM program In addition, this results is expected to become a guide to develop an education program that can improve the teaching and learning process and raise the learning outcome, as well as an education evaluation of the STEAM.

The Impacts of Startups Entrepreneurship on Business Performance: Focused on the Mediating Effect of Dynamic Capabilities (창업기업의 기업가정신이 경영성과에 미치는 영향: 동적역량 매개효과 중심으로)

  • The government is actively implementing a start-up infrastructure and start-up support policy for successful start-up companies. However, the actual success rate of start-up companies is not high. In order to improve the performance of a start-up company, it is necessary to have a strategy that has the right entrepreneurship and efficiently utilizes its resources. In particular, opportunity exploration, resource acquisition and resource reorganization are dynamic capabilities that are very necessary for the growth of a start-up company. Therefore, the purpose of this study is to verify the effects and relationships of entrepreneurship and dynamic competence of business startups on management performance. For this study, a survey was conducted on CEOs of start-up companies less than seven years old, and 361 final samples were used to analyze data. The results of this study are as follows. The innovation, risk-taking and initiative of entrepreneurship were found to have a positive effect on dynamic capabilities. Second, the innovation and risk-taking of entrepreneurship had a significant positive effect on management performance, but initiative was found to have no significant effect. Third, it was found that dynamic capabilities had a significant positive effect on management performance. Lastly, the verification of the mediated effect of dynamic capabilities showed that there was a mediated effect between initiative and management performance. In other words, this study found a significant research result that effective management of the resources of a start-up company had an effect on management performance and growth when forwardness did not directly affect management performance. This suggests that dynamic capabilities are an important factor in the management performance of start-up companies.

Impact of ICT Investment on Agricultural Sector: Analysis of Korean Corporations Based on IT Portfolio Framework

  • In several industries, including the agriculture industry, information and communication technology (ICT) expenditure has been gradually increasing. This study explores the ICT investment of Korean agricultural corporations, and examines the effect of ICT investment on their profitability using an IT portfolio framework. As the organizational capabilities and environment in which ICT is used is critical in examining its impact, the IT-savvy level is used as a moderator. An increase in ICT investment size results in a significantly positive effect on profitability in organizations with higher IT-savvy levels, whereas there is no effect in organizations with lower IT-savvy levels. This study shows the necessity of understanding the structure of ICT investments in the agriculture industry, and suggests the importance of organizational capabilities and environment in making best use of ICT.

ROKN's Response Strategy to North Korea's SLBM Threat (북한 SLBM 위협과 대응방향)

  • The purpose of this article is to analyze the progress of North Korea's SLBM threat, and to assess the technological capacity and threat level of its SLBMs. Currently, North Korea has approximately 1000 ballistic missiles, such as the SCUD, Musudan, and Nodong, in stock. This article pays close attention to the background and strategical implication behind North Korea's obsession with developing SLBMs despite possessing sufficient means to launch provocations with its current arsenal of ground based ballistic missiles and conventional weapons. Based on the abovementioned analysis, this article will recommend possible response directions for the ROK Armed Forces to North Korea's SLBM threat. It is highly difficult to detect SLBMs due to its stealthy nature, as it is launched underwater after covert infiltration. North Korea's SLBM is considered a game changer in that even one SLBM can significantly change the strategic balance of North East Asia. North Korea's SLBM test launch in August has made a 500km flight, landing 80km inside the JADIZ (Japan Air Defense Identification Zone), and as such, it is assessed that North Korea already possesses underwater ejection and cold launch capabilities. The most realistic response to North Korea's imminent SLBM threat is bolstering anti-submarine capabilities. ROK Armed Forces need to upgrade its underwater kill-chain by modernizing and introducing new airborne anti-submarine assets and nuclear-powered submarines, among many options. Moreover, we should integrate SM-3 missiles with the Aegis Combat system that possess strong detection capabilities and flexibility, thereby establishing a sea-based Ballistic Missle Defense (BMD) system centered around the Aegis Combat System, as sea-based ballistic missile threats are best countered out in the seas. Finally, the capabilities gap that could arise as a result of budgetary concerns and timing of fielding new assets should be filled by establishing firm ROK-US-Japan combined defense posture.

  • In a customer-driven economy, single-business level analysis may not be sufficient. A large number of loosely interconnected participants who depend on one another for their mutual effectiveness and survival make up a business ecosystem. A business ecosystem is a holistic view of vital flows and relationships that sustain business activity. Businesses need to understand their physical condition in a business ecosystem to evaluate their capabilities. This paper defines the healthiness of business ecosystems in order to understand their competitiveness. It can give business an actionable guide. Healthy ecosystem means a business environment that has had four capabilities to survive. IT plays a leading part in healthy business ecosystem. It looks into business strategies and the role of IT in business ecosystems.

Improvement of Information Security Management System Evaluation Model Considering the Characteristics of Small and Medium-Sized Enterprises (중소기업의 특성을 고려한 정보보호 관리체계 평가 모델 개선)

  • Although more than 99% of all Korean companies are small and medium-sized enterprises (SMEs), which accounts for a large part of the national economy, they are having difficulties in securing information protection capabilities due to problems such as budget and manpower. On the other hand, as 97% of cyber incidents are concentrated in SMEs, it is urgent to strengthen the information protection management and response capabilities of SMEs. Although the government is promoting company-wide information security consulting for SMEs, the need for supplementing it's procedures and consulting items is being raised. Based on the results of information security consulting supported by the government in 2020, this study attempted to derive improvement plans by interviewing SME workers, information security consultants, and system operators. Through the research results, it is expected to create a basis for SMEs to autonomously check the information security management system and contribute to the reference of related policies.
