As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.

지식 정보화 시대가 도래하게 되면서 IT산업의 효율적인 관리 방안 및 이에 따른 정보 가치의 중요성과 상호 운영의 중요성이 과거 어느 때보다 높아지고 있다. 따라서 정보 기술을 체계적으로 계획하고 관리하는 ITA/EA가 2005년 법률로 제정 공포 시행되어 새로운 IT관리 방법론으로 인지되고 있으나 ITA와 EA의 새로운 표준화에 대한 논의는 미비한 게 현실이다. 이에 본 연구에서는 EA/ITA가 정보기술에 성공적으로 적용 활용될 수 있는 요인을 찾는 것이 가장 시급한 문제라고 판단하여 그에 대한 연구를 진행하였다. 그 결과 '용어 및 업무의 표준화', '인력양성의 표준화'를 통해 전문 인력 양성 시스템의 체계화 및 자격 제도신설의 필요성을 강조하고, ITA와 EA의 개념이 혼용되어 발생하는 이중적 구조를 제거해야 하는 당위성을 역설하였다. 그럼으로써 ITA/EA는 IT공학으로 인정하고 전문공학 인들로 하여금 학술적 분야로 수용할 수 있도록 국내 표준화를 위한 새로운 모델을 제시하였다. 종합적으로, ITH/EA를 통해 정보 관리의 효율성을 높일 수 있는 요인들에 대해 제언하고자 했다.

The ITA meta-model descriptions being promoted by Korean government was developed to build information technology architecture for applications in public institutions. However, the application of this ITA meta-model is not easy because of the complexity and overlapping between classes and attributes which reside in the ITA meta-models. Additionally, the National Defense Architecture is planned for development using the MND-AF. Since the National Defense Architecture must align with the Government ITA for interoperability and consistency, it is crucial the differences in the meta-models between MND-AF and Government ITA must be resolved. This study presents the trade-off results between the meta-models of MND-AF and Government ITA. It also proposes a set of tailored meta-models for use with the National Defense architecture development. The tailored meta-models use an ERA (Element, Relationship, Attribute) data structure that decreases complexity and eliminates the overlapping between classes and attributes.

As today's Information Technology (IT) becomes more global and specialized the importance of Information Technology Architecture (ITA). Based on the case study of e-commerce, this paper presents a systematic approach to Information Strategy Planning (ISP) with ITA. To implementation of strategic approach, ITA is developed to establish e-commerce projects. It is believed that the Chief Information Officer (CIO) will be more receptive to results that include ISP and ITA are combined simultaneously.

The KERIS having a central role in education information has selected IT Architecture as a means to provide high quality service for customers; based on this, it intends to lay the groundwork for general information projects to come and perform the IT Governance, the management system for information system. The KERIS set up a mid- and long-term road map in order to introduce and utilize ITA and has been preparing for the introduction of architecture to a proper business sector using architecture approaches by segments(sectors) since 2005. This study presented several cases which organizations can refer to when they introduce architecture while promoting an architecture project; and the details were discussed as follows.ition stage, but planned decision-making will take over when it is proven to be effective with information searching.

It was on the rise importantly to provide the efficient management process of the organization for dealing with the change about information and business management quickly and consistently. It was suggested with the architectural model on information technology to provide it in theoretically. The Federal Government and budget organization of the USA used it on actual business and the terms of EA (Enterprise Architecture) and are raising the efficiency of management. NCA (National Computerization Agency) of Korea published the book - "The Research about establishing ITA (Information Technology Architecture) and appling the standards". After being applied the model on MOGAHA (Ministry of Government Administration and Home Affairs) and MIC(Minisstry of Information and Communication), the concrete case was made. MOMAF (Ministry of Maritime Affairs and Fisheries) drove the leading model. The report ascertained the basic contents of ITA and researched the case of USA, MOGAHA, MIC, and tried to analyze the contents of appling maritime and fisheries area. The report contained the definition of purpose through analyzing environment and establishing the vision and the principles based on them. The report also contained the contents of architecture based on the standard of NCA - "The Government Standard Meta Model version 2.0" - and researched the MOMAF's Reference model using Government Reference model. The report established the investment architecture and the process of information technology asset management. It ascertained the characteristic of maritime & fisheries area and the subject of developing the MOMAF's ITA sustainably.

국가 R&D의 투자 효율을 제고할 수 있는 시스템에 대한 요구에 따라 한국과학기술정보연구원(KISTI)의 주관으로 구축 중인 국가과학기술종합정보시스템(NTIS)은 정보화 전략의 일관성 확보와 정보화 투자의 효율성 확대를 위하여 ITA를 수립하여 활용하고 있다. 본 연구에서는 여러 국가연구개발사업 관리 기관을 연계하는 NTIS 구축을 위한 NTIS ITA의 정립절차와 수립된 ITA를 소개하고 ITA 수립의 시사점과 기대효과를 알아본다.

최근 정보시스템의 적극적인 개발과 사용으로 생산성을 향상하고 나아가서는 전략적 우위를 점하고자 하는 노력이 여러 분야에서 활발히 진행되고 있다. 그러나 이러한 노력이 상당수 현실화 되면서 많은 문제점들이 노출되고 있다. 특히 큰 문제점으로 대두되고 있는 것이 개발된 여러 시스템이 서로 잘 연결되어 서로 다른 시스템간에 정보나 소프트웨어를 원활하게 공유하기 어렵다는 점이다. 이 문제는 실질적인 정보화의 효과를 크게 저해한다는 점에서 중대한 문제점으로 지적되고 있다. 조직내에서 필요로 하는 정보시스템의 전반적인 청사진을 그려서 현재의 모습과 비교하여 부족한 부분을 개발하여 점진적으로 미래의 모습으로 진화토록 하는 방법에 대한 연구가 활발히 진행되고 있다. 이러한 체계에서는 정보시스템의 개발 정당성을 손쉽게 알 수 있을 뿐 아니라 개발된 시스템이 서로 잘 연결될 수 있도록 한다는 점에서 크게 각광을 받고 있다. 본 논문은 이러한 방법으로 제시된 정보기술 아키텍쳐를 자세히 분석하고 소개한다. 많은 국내 연구자들이 정보기슬 아키텍쳐를 기술적 관점에서 접근하고 있으나 본 논문은 정보기술 아키텍쳐의 필요성을 관리적 관점에서 분석하여 제시한다. 또한 이러한 관리적 관점이 어떻게 기술적 관점과 연결되어 하나의 연결된 프로세스로 운영될 수 있는지를 설명한다.

Networked enterprise (NE) is an organization of independent companies that collaborate with each other temporary or permanently for accomplishing common goals. The USA and EU have been developing principal concepts, techniques, and solutions to enhance the competitiveness of traditional industries including small-and-medium enterprises (SMEs). In Korea, however, implementation as well as R&D of NE is very few, which we believe comes from lack of understanding on Its meaning and lack of effective information systems for it. This paper is to suggest an Enterprise Architecture (EA) framework or reference model of NE and an Information Technology Architecture (ITA) of NE. The EA framework will help stakeholder of NE (e,g., policy makers, members of NE, IT solution providers, and researchers) understand structural and behavioral characteristics of NE. The ITA will be used as a guideline of developing information systems for NE that is essential for spreading networked business models, The focus of this paper is not on logical-level design but on conceptual-level modeling of NE. As verification of the suggested framework and architecture is still required, so we'll apply them to various manifestations of NE, e.g., dynamic supply chain, vertical integration of extended enterprises, and P2P-style virtual enterprises.

This study is an approach to solve the problem concerning informatization and its investment of the existing information system. In this regard, IT Architecture is becoming a prominent figure, and great efforts are being taken to establishment of related infrastructure environment such as the 1st and 2nd pilot programs, ITA related law's legislation, and development of a reference model and its guidance. Especially, with 'the bill on the introduction and management of the information system' passing the National Assembly, all sorts of environment involved for the introduction of IT Architecture in the future such as establishment of the political foundation for IT Architecture introduction of public organizations, and integrated IT Architecture management system(G-ITAMS) is establishing the constituency. Therefore, this study aims to grasp accurately the actual condition concerning the introduction and utilization of IT Architecture at domestic public organizations, which was followed by investigation to present the right direction in the future, and the findings were discussed in the main body as follows:
