나노기술 인력의 수요 현황 및 예측

  • 21세기의 나노기술은 국가경쟁력을 위한 핵심 학문과 기술로 대두되었다. 우리나라는 2001년 7월에 '나노기술종합발전계획'을 수립하였고, 2002년 12월에는 '나노기술개발측진법'을 제정하여 국가의 전략기술로 범정부 차원에서 집중 투자하고 있음. 그 주요 내용으로 연구개발과 인프라 구축과 인력양성 등을 3대 핵심 과제로 추진하고 있다. 나노기술은 학문간, 기술간 및 산업 분야간 서로의 영역을 공유하는 다학제적 특성을 내포하고 있는 기술로서 미래의 기술혁신을 주도할 것으로 전망되고 있다. 또한, IT, BT, ET 등 신산업과 부품, 소재 등 기존 산업의 핵심 기술을 제공할 수 있는 기반기술로서 원천기술적 성격을 동시에 갖고 있다. 그동안 국내 나노기술 인력양성에 관한 조사 또는 연구는 매년 일부 수행되어 왔으나 나노기술 인력양성의 효과적 정책수립을 위한 보다 체계적이고 심층적인 조사와 분석에는 미흡했던 것으로 판단된다. 따라서 본 연구는 직접 설문을 통해 국내 나노기술 수요업체의 실태와 인력수요 현황을 조사, 분석하고 이를 바탕으로 나노기술의 세부 분야별 향후 인력 수요 전망을 통계적으로 예측한 후 해당 산업의 발전에 비칠 수 있는 영향을 분석하여 나노기술 인력 양성 정책 개발에 기반이 될 수 있는 정보의 제공을 목적으로 한다. 본 연구의 결과는 다음과 같은 내용을 포함한다. - 나노기술 수요 업체의 특징 및 현황 - 나노기술 수요 업체의 인력 상황 및 미래 계획에 대한 설문 결과 - 설문 결과의 통계적 분석 및 이를 기반으로 하는 미래 상황 예측

  • In this paper, a example of a curriculum development for effective IT manpower nurturing is proposed. The developed curriculum and tracks of main educational fields are shown. The curriculum is developed to provide systematic and practical If education, and give more satisfaction and achievement to students according to variations of educational and industrial environment.

  • Securing a well-trained workforce with skills and expertise is a prerequisite for the successful fostering of IT industry. Investment into human resources in a knowledge-based economy is more effective than material resources since a high quality IT workforce is recognized around the world as the key resource that decides the national competitiveness. This study examines the environments of IT industry that are ever-changing depending on technology trends such as new bases for IT technology and convergence, the concept of IT convergence. The concept and necessity of ideal talents of convergence are also addressed as the paradigm of IT industry is changing. Chapter 3 analyzes the governmental demand-oriented IT workforce training programs and supports for convergence IT workforce training centers conducted by the government as well as convergence workforce training programs. Chapter 4 analyzes, based on the survey, major factors that may affect the attempt to secure an efficient education system for convergence-oriented IT workforce training in reflection of corporate demands. Lastly, chapter 5 states the major findings and limitations of this study.

  • In 1987, Computer Security Act was enacted, requiring computer security awareness and practical training for federal workforce. This is the beginning of US development of federal cybersecurity workforce. It has been strengthening the development of federal cybersecurity workforce policy by establishing OPM regulations and OMB circulation in cases where it is difficult to define by law. Through GISRA 2000 and FISMA 2002, which has been improved, it played a central role for development of federal cybersecurity workforce for more than 10 years. Since then, FISMA 2014 has been enacted as a necessity for supplementing technology and policy. In 2014, the importance of cyber security personnel in US federal agencies has been increased even more, by enacting a single law on cybersecurity workforce twice. We will review the current state of Korea's development of cybersecurity workforce by reviewing and analyzing the development and federal cybersecurity workforce in the United States.

  • In this paper, we propose the future strategy of convergence IT workforce program through the question analysis of convergence IT promising area. We analyzed the future strategy of convergence IT workforce program from different angles in the aspects of convergence IT promising area, workforce model operation, and infrastructure & system support. Based on this analysis, we suggest the key strategy of each area. As a result, we concluded that the outcome of the proposed strategy is visible when the upper three aspects are efficiently coordinated and the strategy is effectively proceeded. Also, we concluded that selection of promising areas through overall analysis, the necessity of efficient correlation plan establishment among state-industry-university, and the necessity of state-run systematic support and state policy establishment are very important.

  • This study is to survey on the status of human resource training programs related to ubiquitous technologies and services of domestic universities. So, this study develop a classification system about human resource related to ubiquitous technologies and services. We propose the implications and plans which are based on the status of human resource training programs related to ubiquitous technologies and services. Human resources related to ubiquitous technology are classified by the flow of information in ubiquitous environment. And human resources related to ubiquitous service are classified by ubiquitous user view. This study can be used to find collaboration alternatives for breeding up ubiquitous human resources and referred to analyzing on the supply and demand of ubiquotous human resources.

  • The development in IT technology has brought about various services that are on offer based on a new service model. But such new services have increased security risks. The government is operating a program to foster experts in information security to protect assets from the threat of such risks, too. Society's awareness on the importance of information security has also grown, leading to various courses to train such personnel, including membership clubs for the fostering of such specialists. This study seeks to suggest a method that efficiently manages the convergence of running a curriculum on ISMS(information security management systems) and a club that focuses on information protection. Such converged information security courses are expected to contribute to a safer IT-based society.

Dynamic Interindustry Linkages Analysis of Human Resources Development in the field of Information Technology (정보통신분야 인력양성에 대한 동태적 산업연관분석)

  • This study investigates both backward and forward multipliers of human capital in the field of information technology in order to evaluate human resources programs which were executed in the public sectors. Dynamic interindustry linkages analysis was employed as a methodology after classifying human capitals related to information technology into 9 industries. First, empirical findings showed that there are economic externalities in the IT HRD programs when the formation of human capital increases with more investment in them. Second, another finding was that the effect of HRD programs could be powerful when HRD programs were closely connected with R&D programs, showing that R&D programs among IT HRD programs have huge backward linkage effect. In addition, IT service sector has its own spill-over effect to other industries. Third, however, small budget and one off HRD programs should be considered as a negative price synergy effect. Finally, overall economic feasibility of IT HRD programs turned out to be excellent with consideration of their own economic direct and indirect effect.
