Human Resource Metadata Standardization for Managing Science & Technology Personnel (과학기술전문인력 관리를 위한 인력정보 메타데이터 표준화)

  • R&D Personnel information is constructed locally based on the needs of each institute and therefore is distributed over different databases. It does not support inter operability which makes it difficult to access and update that leads to the problem of ineffective usage. In this study, we have categorized the lower level information that forms the domestic S&T Personnel and defined the relationship between each type of information to suggest a standard for the data elements that guarantee the access to specific information in order to support inter operability. We have analyzed the human resource information database of domestic and foreign research institutes for the data modeling. We have also made reference to the standard metadata and database of other types that can be linked with the human resource information in designing the data elements. ISO/IEC 11179, the international standard for the metadata registry(MDR), was adopted to apply the object, attribute and expression to be described to the name of the data element.

Analysis of the workforce challenges of medical device manufacturers (의료기기 제조업체의 구인난에 관한 분석)

  • This study has been carried out to provide data for the workforce by analyzing personnel status of medical device manufacturers, level of difficulty in securing human resource, reason for difficulty in securing human resource, resignation rate, and recruitment methods. Results, medical device manufacturers are required overseas sales personnel responsible for international certification and exported, regardless of the production item. And the company is located in the metropolitan area did not facilitate a secure workforce. Medical device manufacturers have difficulties in securing personnel, regardless of the employees and sales. In particular, Class 3 production company was more difficult. The reason that it is difficult to secure the human resources is attributable to the poor working conditions of the private companies and there is a few possible employees equipped with the job competency demanded by corporate entities. With respect to the analysis on the retirement rate, the larger the company scale and the more the employee number, more difficulty is experienced in the human resource management. Therefore, for any medical device manufacturers with large organization scale, it would be critical to introduce appropriate human resource management program.

나노기술 인력의 수요 현황 및 예측

  • 21세기의 나노기술은 국가경쟁력을 위한 핵심 학문과 기술로 대두되었다. 우리나라는 2001년 7월에 '나노기술종합발전계획'을 수립하였고, 2002년 12월에는 '나노기술개발측진법'을 제정하여 국가의 전략기술로 범정부 차원에서 집중 투자하고 있음. 그 주요 내용으로 연구개발과 인프라 구축과 인력양성 등을 3대 핵심 과제로 추진하고 있다. 나노기술은 학문간, 기술간 및 산업 분야간 서로의 영역을 공유하는 다학제적 특성을 내포하고 있는 기술로서 미래의 기술혁신을 주도할 것으로 전망되고 있다. 또한, IT, BT, ET 등 신산업과 부품, 소재 등 기존 산업의 핵심 기술을 제공할 수 있는 기반기술로서 원천기술적 성격을 동시에 갖고 있다. 그동안 국내 나노기술 인력양성에 관한 조사 또는 연구는 매년 일부 수행되어 왔으나 나노기술 인력양성의 효과적 정책수립을 위한 보다 체계적이고 심층적인 조사와 분석에는 미흡했던 것으로 판단된다. 따라서 본 연구는 직접 설문을 통해 국내 나노기술 수요업체의 실태와 인력수요 현황을 조사, 분석하고 이를 바탕으로 나노기술의 세부 분야별 향후 인력 수요 전망을 통계적으로 예측한 후 해당 산업의 발전에 비칠 수 있는 영향을 분석하여 나노기술 인력 양성 정책 개발에 기반이 될 수 있는 정보의 제공을 목적으로 한다. 본 연구의 결과는 다음과 같은 내용을 포함한다. - 나노기술 수요 업체의 특징 및 현황 - 나노기술 수요 업체의 인력 상황 및 미래 계획에 대한 설문 결과 - 설문 결과의 통계적 분석 및 이를 기반으로 하는 미래 상황 예측

Analysis on a Turnover Process of Information Security Professionals (정보보호인력의 직무이동과정에 대한 분석)

  • The turnover rate of information security professionals in Korea is over 10% and turnover into non-information security fields accounts for over 50% of all the turnovers [1]. It is not only important to recruit a new quality workforce, but also to make the current workforce perform satisfactorily, to improve their performance, and eventually to attain information security objectives. This study proposes a Markov chain model for the turnover process of information security professionals and forecasts the job duty composition of information security professionals. The results of this study can be applied to secure the justification of government policies for the promotion of information security professionals.

  • The purpose of this study is to identify environmental factors affecting manpower utilization of container terminals. 300 questionnaires were distributed to employees working in terminal operators in Busan and Gwangyang port. Based on the results of multiple regression analysis, first, it is proved that technology development, organizational culture and social·external environment have a significant impact on manpower utilization of container terminals. Second, this study found that technology development and social·external environment have a significant impact on manpower utilization of container terminals system. Third, it is found that technology development, social·external environment, safety and security change the composition of the workforce between office and field employees. Forth, the number of workforce is expected to gradually decrease due to technology development. Finally, it is found that technology development, organizational culture, social·external environment and terminal operation have a impact on specialization and training system of human resoures.

Military Manpower Challenges and Solutions in the Era of Low Fertility and Aging Population in South Korea (한국의 저출산 고령화에 따른 군 인력 확보 문제와 대응 방안)

  • This study aims to diagnose the military manpower shortage problem caused by the rapid decline in fertility and aging population in South Korea and explore countermeasures. To this end, it analyzes the trends of demographic changes and military manpower supply and demand forecasts in Korea, and evaluates major alternatives such as expanding female soldiers, introducing a voluntary recruitment system, and adopting advanced weapons. It also seeks to derive implications through case studies of military manpower policies in major countries such as the United States, Japan, and Germany. The results show that in order to secure sustainable manpower for the Korean military, it is necessary to increase the proportion of female soldiers, review the voluntary recruitment system from a long-term perspective, minimize the power gap due to troop reduction, strengthen incentives for skilled manpower, and draw social consensus on improving the military service system and defense reform. This study is expected to contribute to the establishment of future military manpower policies in Korea.

  • In this paper, we propose the future strategy of convergence IT workforce program through the question analysis of convergence IT promising area. We analyzed the future strategy of convergence IT workforce program from different angles in the aspects of convergence IT promising area, workforce model operation, and infrastructure & system support. Based on this analysis, we suggest the key strategy of each area. As a result, we concluded that the outcome of the proposed strategy is visible when the upper three aspects are efficiently coordinated and the strategy is effectively proceeded. Also, we concluded that selection of promising areas through overall analysis, the necessity of efficient correlation plan establishment among state-industry-university, and the necessity of state-run systematic support and state policy establishment are very important.

The Innovation Resistance of IT Workforce to Mobile Commerce (모바일 상거래에 대한 IT인력의 혁신저항)

  • This study investigates the differences between IT workers, who possess a high understanding of technology, and non-IT workers in the resistance to accepting an innovative service like mobile commerce. From a total of 317 survey respondents, the results of the study revealed that perceived risk, compatability, and complexity were the significant factors for resistance to mobile commerce for IT workers, while relative advantage, compatibility, and complexity were the factors of resistance for non-IT workers. Higher innovation resistance was shown to result in lower intention of use for both groups of mobile commerce users.

  • 현재와 같은 지식정보화사회에서는 우수한 IT인력 확보가 곧 국가와 기업의 경쟁력이다. 이를 위해 대학과 기업은 맞춤형 IT인력 양성을 위해 다양한 산학협력을 실시하고 있다. 본 논문에서는 부산지역 4년제 대학의 1999학년도부터 2006학년도까지 총 8년간의 입시 변화를 추적 조사하여 IT관련 모집단위의 핵심단어를 5개 그룹($\Delta$전기 전자분야(G1), $\Delta$통신분야(G2), $\Delta$컴퓨터분야(G3), $\Delta$멀티미디어 콘텐츠(G4), $\Delta$IT융합 특성화(G5))으로 묶고, 각 그룹별로 다시 몇 개의 세분류로 나누어 제시하였다. 본 논문은 대학의 IT관련 학부명 학과명 전공명 등 모집단위의 변화가 어떤 변화를 거쳤으며 또한 이의 모집정원은 어떤 변화를 가져 왔는지에 대한 총괄적인 조사를 위한 IT $\ulcorner$학부 학과 전공$\lrcorner$ 의 핵심단어에 의한 그룹별 분류 체계에 관한 연구이다.

  • In order to efficiently and preemptively respond to financial security threats that are becoming more sophisticated and intelligent, and to enable financial users to receive financial services safely, financial information security professionals are needed. However, as of 2015, the number of financial IT security personnel was 4.9%, which is slightly lower than the previous year, but still low. In this study, it is expected that the number of experts in financial security will increase gradually. In order to verify the minimum performance of financial security professionals and enhance the security consciousness, the subjects of the existing security qualification system, Curriculum and inspection techniques to analyze the necessity of introducing information security specialization specialized in financial sector.
