  • Two conceptually thorny issues in IT governance definition and understanding are examined and discussed. It is argued that the traditional IT governance definition, which defines governance in terms of the content of enterprise IT activity, is prone to logical inconsistency and indeterminacy. A new objectives-bound definition of IT governance is proposed as a remedy to the problem. It is proposed that the essence of the objectives-bound IT governance lies in making enterprise IT activity explicit, formal and subject to external scrutiny in its effort to achieve the effectiveness, transparency and accountability of IT. A conceptual apparatus called IT activity axes is employed to characterize and distinguish the different approaches to IT governance definition and understanding. It is suggested that IT governance can be defined using a simple frame of reference with logical consistency and coherence. The theoretical and practical implications of the IT governance definition are discussed at the end.

To perform desirably the role of IS needed in most companies, high level of IT governance and the effective management should precede. However, the impacts of such activities and management on the IT governance have not been empirically examined in depth until now. Thus, building on the theory of governance and the institutionalization, the research model and the hypotheses of the study were formed and then empirically tested. The study used a survey of senior IT managers from 108 firms in order to examine hypothesized relationship among the following constructs: strategic alignment, IT governance committee, IT planning, EA, PMO, SLM, IT compliance, incident management, IS effectiveness, visibility, and corporate performance. The results show that strategic alignment has positive influence on IT governance committee and IT planning. IT governance committee, IT planning, SLM, incident management from IT governance activities have positive effects on IS effectiveness, whereas IT compliance has a negative effect on IS effectiveness. Visibility is positively influenced by IT planning, EA, SLM. IT compliance, and both IS effectiveness and visibility have positive effects on corporate performance.

  • When it tomes to IT investment, it's a challenge for the management to make the right decision. Unlike investment in other business area, it's hard to measure direct cost vs. effect in IT business. To validate the investment in IT, it is required to establish objective assessment system that both provider and beneficiary of information can accept, and it is also required to suggest an assessment tool of fixed quantity that includes measuring standards and method for the economic effect of new investment. This study, therefore, has developed IT ROI Methodology that can prove investment validity by accepting the strong points of the existing models while complementing their weak points and by analyzing IT Investment and IT Efforts. It also has built an IT ROI System that reflects the methodology which is applied to 21 companies of 5 business categories. This system is designed to provide effective and objective decision-making tool for IT investment by proving what positive impacts IT could have on business activities.
