An Analysis of ISO 30300 Principles and ISO 30301 Requirements (ISO 30300 원리와 ISO 30301 요구사항 분석)

  • The purpose of this study is to analyze the 7 principles of ISO 30300 and the requirements of ISO 30301 to provide the conceptual frame of MSR for various organizations providing a comprehensive understanding of the standard series. To achieve the aim of this study, we analyzed the relationship between 'ISO/FDIS 30300 MSR-Fundamentals and Vocabulary' and 'ISO/FDIS 30301 MSR- Requirements' using the Matrix Diagram approach. The results show that there exist some level of relationships between principles and requirement either directly or indirectly, however, 'Process approach' principle seems the closest relationship among them.

A Study on the Analysis of the Factors for the Introduction of the Management for Records in Public Enterprises (공기업 기록경영 도입을 위한 구성 요소 분석에 관한 연구)

  • A public enterprise is part of the public sector, and public enterprises possess entrepreneurship. However, the characteristics of a public enterprise have not been reflected in the public records management system. In 2011, the ISO 30300 Series, a records management system, was developed. This indicates a more comprehensive management approach with regard to records management. Moreover, an introduction of the certification system of the ISO 30300 Series is expected. Therefore, this study reviews the characteristics of public enterprises and the necessity of introducing a records management system as well as analyzes the factors for its introduction. It also suggests an improved evaluation index and the requirements for public records management.

A Study on Information Assetization Policy of Records: Focusing on Directive (EU) 2019/1024 (기록의 정보자산화 정책 연구 - Directive (EU) 2019/1024를 중심으로 -)

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.
