Evaluation of Flow Measurement Uncertainty of Sonic Nozzle (소닉노즐의 유량측정 불확도 평가)

  • Measurement uncertainty should be evaluated according to ISO/IEC 17025. In Flow measurement area, uncertainty evaluation scheme was applied to the reference flow meter, sonic nozzle. Uncertainty was calculated by evaluating various uncertainty factors affected in flow measurement. The expanded uncertainty(U) of the sonic nozzle was 2.1$\times$ 10$^{-3}$ (confidence level of 95 %). This evaluation example will be useful in flow measurement uncertainty determination of other flow meters.

  • 측정불확도란 시험결과에 대하여 측정량을 합리적으로 추정한 값들의 분산 특성을 나타내는 파라미터(parameter)로써 ILAC(국제시험소인정협력체) 등의 국제기구와의 측정결과에 대한상호인정 및 신뢰성 확보에 필수적인 요소이다. 국제표준(ISO/IEC 17025)에 맞는 시험분석 결과의 도출을 위해서는 먼저 소급성을 유지하고 그에 따른 불확도를 산출하여야 한다. 소급성은 실험의 모든 과정에 불확도를 가지고 끊기지 않는 비교연결을 통한 국제(국가)표준과 연관시키는 시스템으로, sampling에서 측정결과의 도출까지 소급성을 유지하는 것만이 측정결과의 신뢰성(정확 및 정밀)을 유지하는 최상의 시스템이다. Guide to the Expression of Uncertainty in Measurements(GUM)에 의한 불확도 계산 절차는 측정량(measurand)의 함수 표현, 입력량의 표준불확도(standard uncertainty)의 계산(표준편차, 평균의 표준편차), 합성표준불확도(combined uncertainty)의 계산, 확장불확도(expanded uncertainty)의 계산을 통한 통계적 추정을 하는 것이다. 오렌지 쥬스 중 카드뮴을 분석함에 있어서, 실험실에 대해서는 국제표준화(ISO17025) 시스템을 도입하고 분석시약 및 기기에 대하여 소급성을 유지하여, 분석결과의 신뢰성을 확보하기 위한 측정불확도를 산출하였다.

  • Flow meters in partly filled pipes are set up and run in Korea now days, but there are no standard calibration procedures for the flow meters in accordance with ISO/IEC 17025, the standard calibration procedure based on the standard calibration procedures for flow meter in closed conduits and the technical notes of flow meter's makers is developed. the measurement uncertainty of the calibration for the flow meter in partly filled pipes is evaluated.

  • K-water have been operating as an International accredited calibration organization for ISO 17025 regarding float, ultrasonic and radar type since 2008. Due to the absence of on-site calibration system, water level meter could only be calibrated from a laboratory. Therefore K-water institute developed an mobile calibration system for water-level meter in 2015 to calibrate the water-level meter on site. The mobile calibration system was certificated by KOLAS(Korea Laboratory Accreditation Scheme) in 2016. In this paper a mobile calibration system, which is a method to calibrate float type water level meter on site, is established. A mathematical equation was derived by reviewing characteristics of standard equipment and measurement. By developing the mobile calibration system, it is possible to achieve reliability of data through scientific system operation on hydrological data.

  • The expression of uncertainty applied to the chemical analysis is highly recommended with increasing demands upon the systematic quality assurance and control(QA/QC) with ISO 17025. For the quantification of quality source, 7 major common sources of uncertainty, normally contributing to the quality of the chemical analysis, were selected from QA/QC literatures of chemical analysis. They were classified into repeatability, drift, uncertainty in standards, linearity of calibration, homogeneity, stability of sample, and matrix effect. And, the quantification of the sources by means of measurement uncertainty was proposed as a prerequisite steps for QA/QC. Examples applied to the quantification procedures of modelling, combination and expression of standard uncertainty for the 7 major common sources were presented as a reference guide for QA/QC in chemical analysis.

  • The inter-laboratory comparison test which is demanded on the authorized test of ISO/IEC 17025 is the program to guarantee the confidence of test result. This paper, as a part of the inter-laboratory comparison test between South Korea and China, is refered to the characteristic of friction coefficient of disk brake lining for rolling stock according to disk type. Brake tests were carried out under constant brake force and operating sequence by using dynamo-tester according to disk and disk lining types. To establishing the confidence of test result, we calculated A type uncertainty about friction coefficient and investigated the factors about the variation of friction coefficient.

  • This paper investigates different QA standards such as KEPIC QAP, KEPIC END 1200, ISO/1EC 17025 etc. and as a result defines QA elements for Nuclear Power Plant equipment qualification(EQ) in Korea. This paper also proposes a practical QA certification system appropriate for an Integrated Organization for EQ which is being planned to be established in Korea. Since the level of the Korean EQ technology is comparatively low, the Korean manufacturers of the Nuclear Power Plant(NPP) equipment have usually used overseas EQ services. The EQ related organizations in Korea are making efforts to construct the integrated EQ system. In connection with this, it is required that the QA elements and QA certification system suitable for EQ in Korea be developed.

  • The Inter-laboratory comparison test which is demanded on the authorized test of ISO 17025 is the program to guarantee the reliability for test results of test organization. In order to apply to the field of railway, brake disk lining as one of the railway components has been selected and the comparison test is executed for the purpose of guaranteeing the reciprocal reliability for the test result of both organizations and enlarging the substantial technique exchange of both nations by the standard establishment with test procedures and test programs from now on.
