Assessment of Covid-19 Response of the Medical Institutions Based on ISO Public Service Quality Management Framework (ISO 기반 공공서비스 품질관리 프레임워크를 바탕으로 한 의료기관의 COVID-19 대응 현황 평가)

  • This study is conducted to improve the quality of healthcare services responding to COVID-19 by applying the public service quality management framework that is developed from ISO18091:2019 by the Ministry of the Interior and Safety of South Korea. The COVID-19 pandemic has been impacting the world since early 2020, and now in November 2020, it still has not been eliminated. The Korean medical institutions were able to prevent the spread of COVID-19 by agile test and strict cohort isolation. As a result, the so-called K-medical defense has achieved a positive reputation from around the world. In this study, we check and evaluate the current status of the COVID-19 response targeting some Korean hospitals by applying a quality control checklist based on the public service quality management framework. Status of 7 categories are analyzed based on the interview with 3 medical institutions. We also suggest improvements for better medical service quality in case of COVID-19 being prolonged.

Application of the Ecotoxicological Standard Method using Population Growth Inhibition of Marine Phytoplankton (식물플랑크톤의 개체군성장저해율을 이용한 해양생태독성 시험방법에 관한 연구)

  • A series of experiments were conducted to establish a marine ecotoxicological standard method using marine primary producers, Skeletonema costatum, Heterosigma akashiwo, Prorocentrum micans, Isochrysis galbana, Tetraselmis suecica as candidate test species. Marine diatom, S. costatum was selected as standard test species in terms of the ecological roles and international uses as test species. Test methods and test acceptability criteria are as follows; $72{\sim}96$ hr population growth inhibition $EC_{50}$ as endpoint. Static non-renewal method, and population growth rates over 0.04/hr in control as test acceptability criterium. S. costatum is widely distributed in the world ocean and used for standard species of marine toxicity test method by ISO (International Standardization Organization). Possible salinity ranges for this test method are $20{\sim}35\;psu$, and reproducibility and interlaboratory test results were consistent through the calibration tests. Sensitivity of the test method was comparable or better than other toxicity tests such as rotifer neonate mortality, bioluminescent bacterial inhibition, seaweed sporulation and sea urchin fertilization tests.

  • Recently, the automobile industry has developed ADAS (Advanced Driver Assistance System) to prevent traffic accidents and reduce driver's driving burden. Among the ADAS, the LKAS (Lane Keeping Assistance System) is a support system for the convenience and safety of the driver, and the main function is to maintain the driving lane of the vehicle. LKAS is a system that uses radar sensor and camera sensor to collect information about the position of the vehicle in the lane and to support keeping the lane through control if necessary. In many countries, LKAS has already been commercialized and the convenience and safety of drivers have been improved. The international LKAS evaluation test procedure is being developed and discussed by standardization committees such as the ISO (International Organization for Standardization) and the Euro NCAP (New Car Assessment Program). In Korean, the LKAS test method is specified in the KNCAP (Korean New Car Assessment Program), but the evaluation method is not defined. Therefore, the LKAS test procedure that meets international standards and is suitable for domestic road environment is necessary. In this paper, development of LKAS test evaluation scenarios that meets international standards and considering domestic road environment, and the formula that can evaluate the result value after control as the relative distance of lane and the front wheel are suggested. And a comparative analysis was conducted to verify the validity of the suggested scenario and formula. The test evaluation was conducted using the vehicle equipped with the LKAS.

Structural analysis of a Korean-designed cruiser-class sailing yacht

  • A Korean-designed cruiser class sailing yacht, based on the form of traditional yachts, has been developed. In this paper, structural design procedures for the yacht are studied. The scantling of structural members and loads is carried out based on the guidelines suggested by Australian Standard 4132-1993, the American Bureau of Shipping (ABS) and the International Organization for Standardization (ISO). Patran/Nastran finite element analysis is performed on models of the trial sailing boat, and from these results, the structural strength of the ship's hull is verified.

  • To analyzed ride quality and to predict durability in vehicle dynamics, it is essential to describe a road surface profile precisely. This paper presents a technique to generate road surface profiles in a spatial domain by using a power spectral density function. A single track power spectral density function is proposed to describe a road surface profile, which is also applicable for multi-track vehicle response analysis, The derived road surfaces are compared to ISO(International Organization for Standardization) standards and classifications, proposed by the MIRA(Motor Industry Research Association). The methodology in this paper is also proposed to generate road roughness description with a limited external data. A small amount of external curve data is combined with an internal PSD function to generate road surface roughness in a spatial domain.

  • 인터넷의 급속한 성장으로 현재 통신 네트워크에서는 통신 프로토콜로서 TCP/IP 프로토콜을 주로 사용하고 있다. 그러나 이와는 달리 국내의 TMN(Telecommunication Management Network) 등에서는 ISO(International Organization for Standardization)에서 제안한 OSI(Open System Interconnection) 프로토콜을 통신 프로토콜로서 여전히 사용하고 있다. 대표적 통신 프로토콜인 TCP/IP와 OSI 프로토콜은 특성, 구조 및 제공하는 기능에서 서로 많은 차이점을 가지고 있어 두 프로토콜간의 연동은 쉽지 않다. 본 연구를 통하여 얻고자 하는 목표는 IP 네트워크클 통하여 연결된 OSI 프로토콜 시스템들간의 상호 연동이나. 본 논문에서는 IP 네트워크를 통한 OSI 프로토펄 시스템간의 상호 연동 방안으로, 멀티캐스트 통신을 간편하고 효율적으로 수행하는 CBT(Core Based Trees) 멀티캐스트 라우팅을 이용한 새로운 네트워크 터널 방안을 제안하고자 한다.

  • Recently, uncertainty of measurement became a major concern for the people working on the laboratory evaluation and accreditation. 'uncertainty of measurement is a parameter associated with the result of a measurement that characteristics the dispersion of the value that could reasonably be attributed to the measured.' This study analysed how to estimate uncertainty of measurement in mechanical characteristic exam for Plastic material. its uncertainty was estimated according to International Organization for Standardization(ISO), they were named to A type uncertainty, B type uncertainty, combined standard uncertainty, and expanded uncertainty. We obtained that the combined standard uncertainty was 0.96697 MPa and the expanded uncertainty was 2.291MPa.

  • The Korea Research Institute of Standards and Science (KRISS) has three major vacuum systems: an ultrasonic interferometer manometer (UIM), a static volume expansion system (SVES), and an orifice-type dynamic expansion system (ODES). For each system explict measurement model equations with multiple variables are respectively given. According to ISO standards, all these system variables errors were used to calculate the expanded uncertainty (U).

  • This paper presents a technique to generate road surface profiles in a spatial domain using a power spectral density function. A single track power spectral density function is proposed to describe a road surface profile, which is also applicable for multi-track vehicle response analysis. The roads in lateral direction makes the relation between the coherence of the lateral tracks. The derived road surfaces are compared to ISO(International Organization for Standardization) standards. Generated road profiles are in good agreements with the target road PSD shape and measured coherence relation.
