프랑스의 전기통신정책 및 산업분석

  • 프랑스 보수당 집권이후 경쟁체제로 급진전되던 프랑스 전기통신산업계의 활발한 개혁과정, 그리고 최근 사회당 출범이후의 경쟁정책기조의 퇴조의 흐름속에서 주요 문제별 최근동향을 점검하였다. 1987년 프랑스 전기통신산업은 많은 부분에 변화가 있었다. VAN서비스를 자유화하였고, 전기통신에 부가가치세를 도입하였으며, 자동차전화서비스에 경쟁을 도입하였다. 또한 전기통신 경쟁에 관한 법률 초안을 작성하였고, FT의 계획대로 ISDN서비스를 개시함으로써 프랑스 디지틀망의 선진성을 세계에 입증하였다. 또한 비용에 근거하여 장거리 전화요금을 인하함으로써 국내전기통신산업의 국제경쟁력을 강화하였으며, Radiocom-2000의 자동차전화와 알파페이지 무선호출서비스를 도입하였고 위성에 의한 시청각프로그램전송을 실시함으로써 뉴미디어 보급확산에도 주력하였다. 특히 1988년 5월 프랑스에서는 보수당의 시라크 전수상이 물러나고 사회당의 로갈 내각이 탄생함에따라 그간 추진되어온 통신정책기조도 사회당의 정책기조를 따라 변화될 조짐을 보이고 있다. 그리하여 이때까지 경쟁화와 민영화를 기조로 추진된 전기통신정책은 보다 공공성을 중시하는 형태로 변화될 것으로 예상된다. 즉, 민간기업과의 경쟁을 추진하는 것은 지양하는 대신 EC에의 대응책을 강화하는 한편 FT는 공중통신사업자로서의 입장을 강화할 방침인것으로 알려지고 있다.

  • ATM PON 기반의 FTTH 광 정합 망은 향후 가장 효과적이고 경제적인 망이 될 것이므로 FTTC 망을 비용 경제적인 망으로 구현하기 위해서 광 액세스 시스템(ONU)을 최대한 저가격이고 소형이며 저전력을 소모하는 시스템으로 설계할 필요가 있다. 본 연구의 ONU는 FTTC/FTTH 기반의 155Mb/s(OC-3/STM-1) 및 622Mb/s(OC-12/STM-4) 속도의 ATM-PON 광 정합을 위한 광 액세스 시스템이다. 본 고에서는 유니버설 가입자 정합을 통하여 가입자에게 일반 및 공중전화, N-ISDN, 고속 인터넷 접속, 고속 멀티미디어 서비스 등의 다양한 서비스를 제공하기 위한 비용 효과적이고 소형이며 저전력을 소모하는 ONU 설계 및 구현방안을 기술하였다.

  • It is generally recognized that Video On Demand (VOD) service will become a promising interactive service in B-ISDN. We consider a hierarchical two level network architecture for VOD service. The first level consists of connected Local Video Servers(LVSs) in which a limited number of high vision programs are stored. The second level has one Central Video Server(CVS) containing all the programs served in the network. The purpose of this paper is to analyze the network traffic and to propose the storage policy for LVSs. For this purpose, we present an analysis of program storage amount in each LVS, transmission traffic volume between LVSs, and link traffic volume between CVS and LVSs, according to changing the related factors such as demand, the number of LVSs is also presented on the basis of the tradeoffs among program storage cost, link traffic cost, and transmission cost.

  • ATM is the transport method for the broadband integrated services digital networks(B-ISDN). It may replace existing LAN, MAN and WAN technologies such as CSMA/CD, FDDI, Frame relay, X.25, etc. But it is more complicate than existing network technologies. One of the main difficulties in ATM network is performance management. Specifically, the problems are evaluating the performance and tuning the values of the performance parameters, The goal of this paper is to introduce a system architecture designed for ATM network performance management, The major ingredients of the system are generic performance parameters In be measured from ATM network, performance evaluation models and decision criteria concerning the network performance. In this paper, general requirements for performance management application in ATM network are discussed.

  • A principle requirement and technical standardization for numbering plan is required to B-lSDN network planning. Especially, internetworking high speed network with other conventional networks like PSTN, PSDN and ISDN is generally considered for integration. This paper describes the numbering plan for operation between internet and ATM. And based on the ITU-U specification, numbering plan is compared between conventional and high speed networks. Additionally, numbering plan for ATM-forum is analyzed.

  • In this paper, we develope an ATM switch simulator in order to evaluate the HAN/B-ISDN ATM switch currently being developed by ETRI. It models the basic cell switching functions of the target ATM switch with priority control and multicasting features and it also supports such various traffic models as random or bursty traffic, balanced or unbalanced traffic, multicast traffic models. Using this simulator, we can evaluate the performances of the ATM switch in terms of various performance indices, i.e. cell delay, cell loss probability, etc., and this simulator can be utilized in the system parameter tunings such as the common buffer size and address buffer size.

  • The current approaches in Object-Oriented Analysis have limitations on modeling complex real world systems because they require priori knowledge about objects and their interactions before applying them. This may be practical in small systems and systems with clear domain knowledge, but not in large real world systems with unclear domain knowledge. Our approach uses a stepwise refinement technique in a top-down manner to the Object-Oriented Analysis stage with the application of use cases. This approach is especially good for new areas where we do not know all the information in advance. We present the approach with an example of its application to the B-ISDN service modeling and distributed systems.

  • Several ISDN (Integrated Services Digital Network) protocols have implemented at ETRI (Electronics and Telecommunications Research Institute) in an experimental network so that functional characteristics of the protocols under test could be certified against their protocol specifications with the help of the ETRI protocol test facilities. This paper describes ETRI protocol test architecture and its application to testing the NSP (Network Service Part) protocols : MTP (Message Transfer Part) level 3 and SCCP (Signalling Connection Control Part) of the CCITT CCS (Common Channel Signalling ) system No. 7 The test architecture presented here allows tests for two different protocol classes : peer-to-peer and multipeer protocolos. Some extensions are made to the conventional test architectures, namely the test coordination, test result transfer and network state observation method.

  • In the forthcoming public ATM/B-ISDN, the efficient resource management with pre-planned transit networking which public domain NNI signaling is essential to maintain high network utilization and to assure QoS to the multimedia service users. For this purpose the transit networks must be managed according to the bearer service capability which is defined by ATM Forum and ITU-T. In this paper, we introduce an implementation of ATM transit networking with ATM VP-XC(Virtual Path cross-connect) and US(Network Management System). The functions of ATM VP-XC and NMS have been simulated with OPNET 6.1 modules. We implemented the F4 OAM functions of ATM VP connection according to the ITU-T 1.610 recommendation. Also, the ATM VP transit networking is managed by the NMS according to the connection management architecture of the TWN(Telecommunications Management Network) /TINA ( Telecommunications Information Networking Architecture).

  • 본 논문에서는 가입자가 사업자를 변경하였을 때 SSP와 SCP사이에서 자신의 전화번호를 유지하는 지역번화이동성(LNP)에 대한 응용분야를 연구한다. LNP는 지능망(IN)의 CS-1 표준을 사용하고 지능망에 적합한 응용프로토콜을 제안한다.
