This study was conducted to compare of greenhouse gas emissions between 1996 and 2006 IPCC (Intergovernmental Panel on Climate Change) guidelines change. Greenhouse gas emissions were calculated separately by rice cultivation, agricultural soils and field burning of agricultural residues from 2000 to 2008 according to 1996 and 2006 IPCC guidelines. To calculate greenhouse gas emissions, emission factor and activity data were used IPCC default value and the food, agricultural, forestry and fisheries statistical yearbook of MIFAFF (Ministry for Food, Agriculture, Forestry, and Fisheries). The greenhouse emissions by 1996 IPCC guidelines were highest in rice cultivation as 4,008 $CO_2$-eq Gg of 2000 and 3,558 $CO_2$-eq Gg of 2008. The emissions by N-fixing crops, crop residues returned soils and field burning did not much affect the total emissions. $CO_2$ emissions by urea and lime were calculated by adding in 2006 IPCC guidelines and its emissions were 157 and 82 $CO_2$-eq Gg in 2008 respectively. The emissions by N-fixing crops, crop residues returned to soils and field burning, in common with 1996 IPCC guidelines, did not have a significant impact on total emissions. The total emissions in agronomic sector was decreased continuously from 2000 to 2008 and annual emissions by 2006 IPCC guidelines were approximately 26-29% less than the 1996 IPCC guidelines.

Following the Paris Agreement adopted at the end of 2015, global stock-taking has been planned to be carried out on a 5-year basis from 2023, and it is mandatory to report on national GHG inventory and progress toward achieving greenhouse gas reduction targets. To prepare for this, it is important to improve the reliability of estimation of the greenhouse gas emission, identify the characteristics of each greenhouse gas emission source, and manage the amount of emissions. As such, this study compared and analyzed the amount of emissions from the landfill sector using the 2000 GPG, the 2006 IPCC Guidelines, and the 2019 Refinement estimation method. As a result, in comparison to 2016, there were 2,287 Gg CO2_eq. in scenario 1, 1,870 Gg CO2_eq. in scenario 2-1, 10,886 Gg CO2_eq. in scenario 2-2, 10,629 Gg CO2_eq. in scenario 2-3, and 12,468 Gg CO2_eq. in scenario 3. Thus, when the 2006 IPCC Guidelines were applied with respect to 2000 GPG, it was revealed that greenhouse gas emissions have increased. Such difference in the emission changes was due to the changes in the calculation method and the emission factor values applied. Therefore, it is urgent to develop national-specific values of the emission factor based on characteristics of greenhouse gas emission in Korea.
In this study, greenhouse gas emission for small scale landfill (H and Y landfill) was investigated to deduce special the methane generation rate constant(k). To achieve the purpose, the data of physical composition was collected and amount of LFG emission was calculated by using FOD method suggested in 2006 IPCC GL. Also, amount of LFG emission was directly measured in the active landfill sites. By comparing the results, the methane generation rate constant(k), which was used as input variable in FOD method suggested in 2006 IPCC GL, was deduced. From the results on the physical composition, it was shown that the ranges of DOC per year in H (1997~2011) and Y (1994~2011) landfill sites were 13.16 %~23.79 % ($16.52{\pm}3.84%$) and 7.24 %~34.67 % ($14.56{\pm}7.30%$), respectively. The DOC results showed the differences with the suggested values (= 18 %) in 2006 IPCC GL. The average values of methane generation rate constant(k) from each landfill site were $0.0413yr^{-1}$ and $0.0117yr^{-1}$. The results of methane generation rate constant(k) was shown big difference with 2006 IPCC GL defualt value (k = 0.09). It was confirmed that calculation results of greenhouse gas emission using default value in 2006 IPCC GL show excessive output.

Current estimation of greenhouse gas (GHG) emissions from livestock agriculture in Korea was based on Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (1996 IPCC GL) published in 1996 and emission data were published in National Inventory Report. New guideline book, 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2006 IPCC GL), however, was published in 2006. Hence preparation to apply new guideline for the estimation of GHG emission would be necessary. In this study, 1996 IPCC GL and 2006 IPCC GL for livestock agriculture were compared. Estimated GHG emissions based on Tier 1 methods of 1996 IPCC GL and 2006 IPCC GL between 2000 and 2008 were also compared. Estimated GHG emissions based on 2006 IPCC GL were 1.27~1.33 times higher than those based on 1996 IPCC GL. These results were mainly caused by emission factors of each IPCC GL. More researches should be conducted to decrease uncertainties of national GHG inventories.
This study was conducted to estimate the greenhouse gas emissions on local government levels from 1990 to 2010 using 2006 IPCC guideline methodology. To calculate greenhouse gas emissions based on the 16 local governments, emission factor and scaling factor were used with default value and activity data came from the food, agricultural, forestry and fisheries statistical yearbook of MIFAFF (Ministry for Food, Agriculture, Forestry, and Fisheries). The total emissions in crop sector gradually decreased from 1990 to 2010 due to a decline in agricultural land and nitrogen fertilizer usage. The annual average emission of greenhouse gas was the highest in Jeonnam (JN) with 1,698 Gg $CO_2$-eq and following Chungnam (CN), Gyungbuk (GB), Jeonbuk (JB) and Gyunggi (GG). The sum of top-six locals emission had occupied 83.4% of the total emission in cropland sector. The annual average emissions in 1990 by applying 2006 IPCC guideline were approximately 43% less than the national greenhouse gas inventory by 1996 IPCC guideline. Jeonnam (JN) province occupied also the highest results of greenhouse gas emission estimated by gas types (methane, nitrous oxide and carbon dioxide) and emission sources such as rice cultivation, agricultural soil, field burning of crop residue and urea fertilizer.
Since Greenhouse Gas Inventory & Research Center (GIR) of Korea was founded in 2010, the annual greenhouse gas inventory reports, one of the collections of GIR's major affairs, have been published from 2012. In the reports many items related to greenhouse gas emission quantities are included, but among them uncertainty values are replaced to basic values which IPCC guideline suggests. Even though IPCC guideline suggests the equations of each Tier level in details, the guideline recommends developing nation's own methodology on uncertainty which is closely related to statistical problems such as the estimation of a probability density function or Monte carlo methods. In the road transportation sector the emissions have been calculated by Tier 1 but the uncertainties have not been reported. This study introduce a bootstrap technique and Monte carlo method to estimates annual emission quantity and uncertainty, given activity data and emission factors such as annual traveled distances, fuel efficiencies and emission coefficients.
IPCC requires the national uncertainties which show how credible the emission of greenhouse gases is. But the Korean government did not submit the total uncertainties, only the detailed uncertainties by items. Also it uses the default values of IPCC including some missing values. This paper tries to estimate the total uncertainties of energy by categories, which accounts for 85.3% in national emission of greenhouse gases. Concretely, it uses Tier 1 method suggested by IPCC. As a result of the analysis, the uncertainties in energy category are 3.4% similar to Finland's. But there was a big difference among greenhouse gases; carbon dioxide 2.7%, methane 116% and nitrous oxide 473%. So this paper suggests Korean government need to improve not only the activity but also the emission factor of data in order to reduce the national uncertainties in energy category.

The purpose of this study was to estimate greenhouse gas emissions using IPCC 1996 Guideline Tier 1, Good Practice Guidance 2000 Tier 2 and IPCC 2006 Guideline First Order Decay methods from landfill disposal facility. In addition, a comparative analysis evaluating the pros and cons of each method based on assumptions and default factors was considered for each method. The greenhouse gas emission computed using IPCC 1996 Guideline Tier 1 method (2,760 ton/yr) was higher than the estimation of GPG 2000 Tier 2 and IPCC 2006 Guideline First Order Decay Model which showed 1500 and 880 ton/yr respectively between 2000 and 2013.

Abstract Greenhouse Gas (GHG) emissions from agriculture and forestry sources in the energy sector have been estimated based on a top-down approach, which is an efficient way to estimate GHG emissions with the limited number of emission factors and activity data. On the other hand, for GHG abatement policies, more detailed information and data on GHG emissions are required. This study discusses how to improve the estimates of GHG emissions from the agricultural and forestry sources in the energy sector. To this end, this paper reviews the current estimation method of GHG emissions and presents three suggestions to enhance the current method. First, the development of country specific emission factors and corresponding activity data is proposed based on the 2006 IPCC Guidelines, National Greenhouse Gas Inventory Reports from other countries, and Domestic Statistics. Second, the uncertainty in CO2 emissions from agriculture in energy sector based on 2006 IPCC Guidelines is estimated, and ways of reducing the uncertainty in CO2 emissions are suggested. Finally, a potential way to reflect the GHG emissions from the use of renewable energy is suggested.

Most greenhouse gases were arisen from the generation and use of energy, more than about 95 % of greenhouse gas from the traffic section was resulted by the transportation fuels. Also, when using the $CO_2$ emission factor suggested at IPCC G/L, there was the weakness which did not reflect the own property of fuel by country. And most industrialized countries have applied with the $CO_2$ emission factor of Tier 2 or Tier 3 to make the national greenhouse report to submit to UN according to the Kyoto Protocol. In this study, the transportation fuels using in domestic like unleaded gasoline, diesel, etc were analysed to identify the physical/chemical properties and these data were used to calculate the $CO_2$ emission factor of each fuels. And the study analysed the time series analysis to compare the property of fuels according to the change of time.
