A Study on Software Implementation for Validation of Electronic Navigational Chart Regarding Standard Check for S-10X Data (S-10X 데이터 표준 검사를 위한 전자해도 검증 소프트웨어 구현에 관한 연구)

  • With recent technological advances in the shipbuilding industry, vessels have been improved in size and performance. As a result, an accident such as grounding, caused by a single ship-to-ship collision, could lead to a large-scale maritime disaster. Considering the seriousness of the situation, the international community has been consistently updating the standards for Electronic Navigational Chart(ENC) to improve the maritime safety. S-57, the existing ENC standard governed by the International Hydrographic Organization(IHO), includes standards for generating conventional binary-type ENC data sets. The S-57 standard, however, has not been updated since the release of Version 3.1 in December 2000. Since then, the standard has failed to reflect technological development regarding maritime spacial information, which has been consistently improving. In an effort to address this concern, the IHO designated S-100, i.e., the next-generation ENC production standard. S-100 differs from S-57 in data exchange type. Contrary to the conventional ENC standards, which use binary-type data, S-10X, based on the next-generation ENC standards, uses ENC data composed of Feature Catalogue, Portrayal Catalogue, and GML. Considering this fact, it is necessary to update S-58, the ENC validation check standard, or designate a new standard for ENC validation checks. This study is developed own software to implement validation checks for new types of data, and identified improvement points based on the test results.

차세대 수로정보 테스트 시스템 개발

  • IHO는 기존의 S-57 표준을 대체하고 수로정보 교환을 위한 공통 구조를 제공하기 위해 S-100 표준을 개발하고 S-100 표준화 체계 운영을 위한 S-100 표준 인프라를 개발 중이며, IHO 산하 실무그룹 및 프로젝트 그룹은 S-100 표준에 따라 S-10X 제품 표준개발을 수행하고 있다. S-100 표준에는 Portrayal process, Plug & Play, Interoperability 등의 신규 개념이 포함되어 있으므로, IHO는 이를 검증하기 위한 테스트 프레임워크 수립 하였다. 본 연구에서는 S-100 핵심 개념이 포함된 뷰어 기술을 현행 ECDIS 시스템에 적용하여 차세대 수로정보테스트 시스템을 개발한 결과를 소개하였다. 개발 결과물은 S-100 핵심 개념과 차세대 수로정보 시범 제작 결과를 검증하는데 사용하고, e-Navigation 사용자 시스템 개발로 활용될 수 있을 것으로 판단된다.

Study of Registry Designing for the Hydrographic Data Standard Technology Operation (수로정보 표준기술 운용을 위한 등록소 설계 연구)

  • The IHO developed the S-100 standard for Digital Hydrographic Data in order to assist the proper and efficient use of hydrographic data and information for the safety of navigation and the protection of marine environment. The former model, S-57, was considered outdated to be utilized as the basis for the next-generation Electronic Chart(ENC) product specification. The key feature of the S-100 standard is the use of Registry and its components, Registers. This online-based Registry provides a universal standard that can be implemented in the actual performance of the navigation system with convenience. In the current situation, the only registry is owned by the IHO and it is available to domain experts. However, since S-100 is an international standard operated by an international organization, the process of the changes and updates of the data requires time before immediate implementation when demanded. Therefore, regarding the safety of navigation of the domestic users and mariners, a separate domestic registry is necessary to develop a domestic Information Registry. This study specifically aims to build a Registry based on IHO published S-99 through designing an adequate website dedicated for its purpose to provide collection of definitions and hydrographic data.

ePosition Identification linked Model Based on ENC (전자해도 기반의 위치식별 ID 연계 모델)

  • This paper proposes a link model that can provide the spacial position along the surface of the earth as an information or data using ePosition ID through the Internet. Moreover, to support the information service of maritime position, it needs the ENC linked technique based on S-57 that is an IHO transfer standard for digital hydrographic data. Therefore, it designs the linked model for applying and utilizing the ePosition technology with ENC data, as well as supplementing the base technology in applying them to marine related fields. As a study method, this paper first analyses ENC data model and structure, and converses for processing of ENC file to ePosition data. Finally, it derives the interconnection method with ePosition database and shows the ePosition service application based on the linked ENC data and its validity.

  • 전자해도는 전자해도표시시스템(ECDIS)에 사용할 목적으로 선박의 항해와 관련된 모든 해도 정보를 국제수로기구(IHO)의 표준규격(S-57)에 따라 제작된 디지털해도를 말한다. 전자해도는 주로 전자해도표시시스템를 통해 이용되거나 필요한 데이터를 추출, 가공 절차를 거쳐 활용되고 있다. 본 연구에서는 전자해도 데이터 기반 웹 맵 서비스 구축 방법을 제시한다. 웹 맵 서비스는 다양한 플랫폼에서 사용할 수 있어 전자해도의 활용도를 높여주고, 맵 데이터의 업데이트를 용이하게 한다. 향후 제시된 방법을 통해 전자해도 데이터 기반의 시스템 개발에 폭넓게 활용될 것으로 예상된다.

  • Recently, bemuse of extensive use of hydrographic information, interoperability of Marine Geographic products is very important for efficient use of geographic information systems. Open GIS Consortium(OGC) developed the Open Geodata Interoperability Specification(OpenGIS) to support the interoperability in the distributed environment, especially Geography Markup Language(GML) Implementation Specification. Geography Markup Language is an XML grammar written in XML Schema for the modelling, transporting, and storing of geographic information GML provides a variety of objects for describing geography including features, coordinate reference systems, geometry, topology, time, units of measure and generalized values. S-57 is currently the IHO standard for the exchange of digital hydrographic data. To date, it ms been used almost exclusively for encoding Electronic Navigational Charts(ENCs). Even though, S-57 is intended to support all types of hydrographic data. In order to meet this requirement, a new standard is being developed. GML will be the core encoding rule of IHO's new standard. But there has been no study that tried to develop the GML for ENC that are recognized as base mop in the Marine GIS. This paper presents the process and results on development of application schema for converting ENC into GML.

Development of ePosition Application Technology Based on ENC Data (전자해도 데이터 기반 ePosition 연계기술개발)

  • ePosition is a technology that can provide the spacial position of the earth to the information of ePosition ID through the Internet. It is serving the information of land location based on the Internet using the ePosition technology now, but it needs the service technique which can supply the marine data and the information of maritime position. Moreover, to support the information service of marine position, it needs the ENC linked technique based on S-57 that is an IHO transfer standard for digital hydrographic data. In this paper, therefore, it develops a linkage method for applying and utilizing the ePosition technology to ENC data, and supplements the base technology for applying it to marine related fields. As study method, firstly, this paper analyses ENC data model and structure, and converses for processing ENC file to ePosition data. Lastly, it derives the interconnection method with ePosition database and shows the ePosition service application based on the linked data and its validity.

S-100 표준기반 차세대 ECDIS의 S/W 구성모델에 관한 연구

  • ECDIS라 함은 국제해사기구의 ECDIS 성능 표준과 그 밖에 다른 표준을 준수하는 항해용 전자해도 시스템으로 정의되며 전자해도와 각종 항해관련 정보를 제공하여 안전한 항해를 하고자 하는 것이 목적이다. 최근에 IHO에서는 더욱 더 안전한 항해와 전산환경의 변화로 인하여 기존의 전자해도 S-57 표준과는 다른 확장된 개념의 S-100 표준을 공표 하였다. 이 연구에서는 차세대 전자해도 표준에 맞는 ECDIS S/W 구성을 형상화하여 차세대 ECDIS S/W 의 모델로 제시하고자 한다.

  • 해상에서의 데이터는 디지털 수로데이터 교환 표준인 국제수로기구(IHO, International Hydrographic Organization)의 S-57을 기반으로 제작된다. 그러나 S-57은 지리정보 외의 정보를 표현하는데 한계를 나타내었다. S-57의 한계를 극복하기 위하여 다양한 해양데이터를 활용할 수 있는 시스템 체계로 수로 데이터를 위한 데이터 모델과 규격을 정의하는 S-100을 제정하였다. S-100을 기반으로 하여 수로데이터를 위한 표준으로 S-101을 제정하고 있으며, 데이터 검색 및 활용을 위한 메타데이터도 포함하여 구성하였다. S-101의 개발에 따라 S-57전자해도를 S-101전자해도로 변환이 요구되고 있으며, 이와 함께 메타데이터에 대한 변환도 필요하다. 본 논문에서는 S-57의 메타데이터 요소와 S-101의 메타데이터 요소를 비교 분석하여 메타데이터 변환모델을 제시하였다.

Building of an Navigation Guiding System Using Fuzzy Theory (퍼지이론을 이용한 항해안내시스템의 구축)

  • Currently, ECDIS and GPS plotters are much used as equipment providing operators with route information, but they do not have any function of automatic route creation and route explanation, so available for only experienced operators. Especially, the present situation is that no study is made of the automatic route creation and route explanation using ENC for ECDIS, substitution system of paper chart. ENC is the electronic navigation chart that is produced using S-52, 5-57 standard format required by IHO. In this paper, an Navigation Guiding System(NGS) is proposed to generate an optimal route where ENC and GPS data is fusioned including the wind direction and speed of an anemometer. The proposed system was testified by a simulation, and its effectiveness was verified.
