Over the past several years, numerous CALS technologies have been developed for improving productivity and the quality of products and services in an organization. Among these technologies, Interactive Electronic Technical Manual(IETM) has been recognized as one of the most important CALS technologies. IETM is a technical manual authored by means of an appropriate media in a digital format. This study was an attempt to establish conceptual foundations in the literature for IETM. This study described the concept of IETM and differentiated IETM from a technical manual. Also, the author suggested an effective approach to developing an ITEM and explained the relationship between HyTime/MID and IETM.

Recently, the construction industry is getting more complex and sophisticated having the characteristics of a mega project. Mega project pursues a value that can't be gained with an approach of seeing a project as just a simple sum of different parts but a mutual combination. However, the current manuals can't fulfill the needs for supporting, therefore, need a tool to support the decision making and an IETM is expected to take this role. Despite the a lot of expected advantages of IETM, it is still difficult to apply because of the frequent changes of information of detailed process and its complexity. In this research, as part of developing an IETM, we aim to propose a system frame which is based on the analysis of processes of a project. It is basic part of IETM to give information to users and IETM consists of normal mode that offers general information about the urban regeneration project and user-specified mode that gives classified and reorganized information to user. For supporting these functions, IETM should be stored in a form that can classify the information about urban regeneration project and be tagged with meaningful tags. Moreover IETM developers have to consider the interoperability of IETM because it ultimately should be coordinated with overall Project Management System like an iPMIS. We used XML for solution of interoperability because it stores information as just text-file that doesn't need a special form.

전자매뉴얼 (IETM)은 시방서와 같은 기술지침서를 단순히 온라인체계로 만드는데 그치지 않고, 시공공법 등의 기술적 정보들을 시각적 정보로 실시간 제공해 주는 시스템이다. IETM을 사용하면 이러한 시각적 정보는 현장실무진들에게 실시간으로 전달될 수 있다. 또한 설계단계의 설계기준 외에 공법 이 적용되는 현장상황 및 공사관련 이력정보들을 실시간으로 현장에서 이용할 수 있다. 본 연구에서는 건설공사의 설계 및 시공단계에 적용 가능한 전자매뉴얼 구성을 위한 개발 방법론을 구성하여 제안하고, 가상적 활용상황을 설정하여 제안된 설계정보 IETM의 활용성을 검토하였다.

Application of information technology for the construction area has been processed actively with the development of information technology. In this study, a framework of the Construction Specification IETM(Interactive Electronic Technical Manual) was suggested through the analysis of the Department of Defense(DoD)'s standards and the trend of techniques related to the IETM. As the Framework, the DFD(Data Flow Diagram) of the construction specification IETM's organizing and using procedure was suggested. And a Model of construction specification IETM was organized on the basis of DFD. Finally, a scenario was constructed by the pilot system which is based on the model. The application of the construction specification IETM would make efficient and effect task implementations possible. By that, in addition to the reduction of the cost and time, the quality enhancement from information missing protect effectiveness could be expected.

This study aims to provide conversion process to acquire IETM and fundamental IETMDB construction necessary for IETM. As the weapon system and other equipments are highly advanced and electronically sophisticated, the amount of information necessary to operate and maintain the systems is being dramatically increased. Thus, it is theoretically and practically impossible to maintain the huge amount of information in the paper-based manual. Furthermore, the vast amount of paper based-technical information makes it difficult to share them in real time. This paper discuss how to solve these prolems by using highly advanced information technology such as network, database, data communication, etc First, we propose an effective conversion process for the decision of IETM classes from Class 1 to Class 5. Second, we also propose a construction of IETMDB and IETM system by using CALS standard and Content Data Model (CDM).

최근 국내 외의 건설 프로젝트는 이해관계가 복잡해서 업무 흐름을 파악하기 어렵기 때문에 IETM(Interactive Electronic Technical Manual)을 이용하여 사업 참여자들의 의사결정을 지원하려는 연구가 진행되고 있다. 본래 IETM은 신속한 정보 처리가 가능해서 타 분야에 도입되었으나, 건설 사업은 정보의 변화 가능성이 높아서 정보 유지관리에 어려움이 있어 활성화 되지 못했다. 본 연구에서는 건설 사업관리 IETM이 정보 변화성을 수용하고 정보를 지속적으로 유지관리하기 위한 방법으로 위키의 정보 관리기능에 주목하여 위키 기반 시스템의 성공사례를 바탕으로 특성을 분석하고 건설 분야 적용을 위한 요소를 추출하였다. 이를 바탕으로, 건설 사업의 이해관계로 인한 의도적 파괴를 방지하고 프로세스 중심의 특성을 반영하기 위한 IETM 시스템 모델을 제시하고 건설 사업관리 분야의 특성을 대표할 수 있는 도시환경정비사업 절차에 대한 IETM 프로토타입을 구현하였다. 파일럿테스트 결과, 위키 기반 전자매뉴얼은 유지관리측면에서 기존의 결과 중심적인 지식 형성 과정에 의사소통을 가능하게 함으로써 건설 사업 수행 중의 의사소통 프로세스를 개선할 수 있는 것으로 나타났다.

최근 건설 산업은 IT기술의 발전과 함께 새로운 기류를 맞고 있다. 컴퓨터를 이용한 다양하고 신속한 정보 및 지식관리가 이루어지고 있으며 사용자간 의사소통도 활발하게 이루어지고 있다. 이미 시공단계의 정보들을 처리해 주는 PMIS와 사용자들의 업무 노하우를 공유하는 수단인 KMS와 같은 시스템이 현장에 적용 되어 활용되고 있고, 최근에는 전자매뉴얼(IETM)로 대변되어지는 생애주기 전반의 법, 행정 절차제공자에 관한 연구로 범위가 확장되고 있다. 그러나 도시재생사업과 같은 대규모 건설사업의 경우 사용주체와 용도에 따라 주요 기능이 역동적으로 변화되는데 이 역동성은 전자매뉴얼 고유의 역할을 제한하기도 하고 기존의 시스템들과 경계를 모호하게 하기도 한다. 이에 본 연구에서는 경력 실무자들을 대상으로한 설문과 인터뷰, 건설프로젝트의 특성 분석을 통하여 건설분야 전자매뉴얼이 갖추어야 할 요소들과 설계 전략을 규정하고 이를 토대로 도시재생사업의 적용예를 통해 법과 행정절차 제공자라는 개발취지에 적합한 전자매뉴얼 개념 모델을 제시한다.

The military services have sought to improve the overall quality, management, and delivery of military technical information in all of its aspects. The efforts concentrated on developing IETM(Interactive Electronic Technical Manual) by using the application of computer technology for the storage, control, and presentation of maintenance, system-operation, training, and other forms of logistic-support technical information. In this paper, the methodologies are presented to evaluate the operational effectiveness of IETM which consists of confirmity and performance. Confirmity is evaluated by the check-sheet based on the standard of CALS, and performance by the comparison of the technician performance between IETM and paper-TM.

Today's construction is a large-scale and long life span program, so called Mega-scale project, that every moment constructor faces much of hardships, It is because of a large amount of stakeholders, data and complicated relationship among workers. In order to overcome these problems, IETM(Interactive Electronic Technical Manual) has been introduced to construction industry recently, It is regarded as a useful tool for handling the data, procedures of the construction, but it is similar to existing IT-based information systems, the PMIS(Project Management Information System) and the KMS(Knowledge Management System), without characterizing. This research is intended to find out IETM's property and to present the Ontology scheme discriminating Construction IETM from existing systems..

최근 건설분야 분야에 소개되어 연구 발전되고 있는 전자매뉴얼(IETM : Interactive Electronic Technical Manual)은 프로젝트 관계자들에게 공사와 관련된 절차와 정보를 적시에 제공한다는 점에서 유용한 도구로 인식되지만 PMIS(Project Management Information System)나 KMS(Knowledge Management System)과 같은 기존의 건설정보 시스템들과 개념 및 성격이 비슷하다는 문제점을 가지고 있다. 이는 전자매뉴얼의 개념을 초기에 특성화하지 않으면 기존 시스템들과 유사한 성격의 시스템이 재생산 될 수 있다는 것을 의미한다. 이러한 문제점을 해결하기 위해 본 연구에서는 전자매뉴얼의 개념에 대하여 고찰하고 기존의 건설정보 시스템과의 차별화 전략에 대해 살펴보고자 한다.
