인체감전보호의 기본안전사항을 규정하는 IEC 60479, IEC 61140은 KS표준으로 이미 도입되었다. 특히 IEC 60364는 KS표준뿐만 아니라 전기설비기술기준의 판단기준에도 도입하여 적용하고 있다. IEC 60364에서 규정하고 있는 감전에 대한 보호원칙은 IEC 60479, IEC 61140에서 규정하는 기본개념을 기초로 한 것으로써, 이 표준들 간에 보호개념의 친숙화가 필요하다.

The demand for the development of rolling stock technology to maintain the best performance in various climatic environments has increased to expand the overseas market of rolling stock. In this study, international and domestic standards that must be applied to build a harsh climatic environment test system were investigated and compared. The way of improvement for domestic standards is proposed. The wind velocities and temperatures are specified in the UIC, EN, and IEC standards for climatic wind tunnel, and EN 50125-1 provides the velocity test up to 180km/h, the largest wind speed. UIC and EN provide the lowest temperature of -45℃, and IEC 62498-1 provides the highest temperature 55℃. The solar radiation test was specified up to 1200W/m2 in the UIC, EN, and IEC. The IEC, EN, and KS R 9145 provide the water tightness standards, which are different from each other in water capacity, pressure, and methods. The snow test method was not well specified. KRTS-VE-Part 31 provides pressurization test methods. The airtightness standards for high-speed rolling stock are defined and regulated for internal pressure change rate in UIC 660 and 779-11. The domestic standard for the wind tunnel test was not well prepared, and the solar radiation test and snow test do not exist in Korea. Therefore, it is necessary to improve domestic standards to an international level for the climatic wind tunnel test of rolling stock.

국제 전기기술 위원회(International Electro-technical Commission; IEC)에서는 풍력발전 시스템의 표준화된 전력 안정도 연구에 적합한 전기적 시뮬레이션 모델에 대한 규정 IEC 61400-27을 제정 중에 있다. 본 논문에서는 IEC 61400-27에서 제시하고 있는 풍력터빈의 시뮬레이션 모델을 구현하였으며, 이를 통해 규정에서 제시하고 있는 풍력터빈 시뮬레이션 모델의 저전압 사고시 LVRT 제어전략에 따른 특성을 파형을 통해 나타내었다

기술기준의 선진화 및 국제표준화가 요구됨에 따라 현행 기준과 규정 등에 국제표준(IEC)을 도입하여 적용하고 있다. 감전보호 관련 국제표준인 IEC 60364-4-41(감전에 대한 보호), IEC 60479(인체와 가축에 대한 전류의 영향), IEC 61140(감전보호), IEC 61201(규약 접촉 전압 한계의 이용)는 이미 국내에 도입되어 전기설비에 적용되고 있다. 감전보호 관련 국제표준(IEC)에서 이론적 개념과 실험데이터를 종합적으로 정리하여 설비에 적용할 수 있도록 규정을 하고 있는 표준이 IEC 60364-4-41이다. 이러한 IEC 60364-4-41은 국내표준과의 차이점 등으로 인해 현장에서 사용하는데 많은 어려움이 있다. 따라서 IEC 60364-4-41의 원활한 적용을 위해서는 이러한 문제점 및 해결책을 파악하고, 필요한 개선사항 등을 연구할 필요가 있다.

전기차 충전 장치가 전기차로부터 ISO/IEC 15118 국제 표준을 따르는 XML 형식의 통신 메시지를 받아 IEC 61850 국제 표준의 SCL (Substation Configuration Language)로 구성되는 논리 노드를 통해 통신 메시지를 전력 계통으로 보낸다. 역방향 통신 메시지의 경우에는 그 역순으로 진행된다. ISO/IEC 15118 국제 표준이 XML 형식을 스키마로 규정하고 있고 IEC 61850 국제 표준이 SCL 형식을 스키마로 규정하고 있으며 두 스키마를 변환하여 ISO/IEC 15118 통신 메시지와 IEC 61850 통신 메시지를 상호 변환할 수 있다.

Special Working Group on Directives under ISO/IEC JTC 1 is responsible to maintain core documents describing basic procedural and drafting rules to be followed by JTC 1. The Directives SWG meeting was held from August 31 to September 2 in 2011 in Ottawa Canada. There were 24 participants from 7 countries in this meeting. This paper is to review the major results of the meeting and to suggest some strategic ways for future standardization activities in Korea.

프로세서 제어기기에서 오동작의 주요원인은 EFT로 국제전기기술위원회 (IEC)는 EFT에 대한 내성을 평가하기 위해 의사적인 신호를 규정하고 프로세서 제어기기의 내성을 시험하도록 권고하고 있다 본 논문에서는 IEC에서 규정한 의사 EFT신호를 Frequency domain에서 분석하고 이에 대한 대책용 부품개발에 대한 연구를 수행하였다 대책용 부품의 구성은 전원코드의 입력측에 관통형 컨덴서를 Cy 형태로 취부하고 전선자체에는 CM성분의 임피던스를 높이기 위해 고투자율 재료를 전선의 2차피복에 혼합하거나 감는 구조로 되어있다 그리고 전선자체에 CM성분의 임피던스를 높이는 고토자율 재료 대신에 Permalloy를 취부하여 비교하였다 측정 결과 개발된 전원코드는 EFT신호에 대해 넓은 주파수 대역에 걸쳐 매우 우수한 감쇠특성을 가지는 것이 확인되었다 특히 컴퓨터를 피즉정물로 하여 즉청한 dynamic 특성은 3.6Kv까지 견디는 우수한 특성을 나타내었다. 고안된 전원 케이블의 응용범위는 산업용 설비외에도 군용기기 의료기기등의 정상적인 동작확보에 사용될 수 있을 것이다 뿐만 아니라 사용방버에 따라 전원성을 통해 방사되는 EMI중 대책이 어려운 60MH이상 수GHz 대역의 발생전자파 대책에 좋은 특성을 가질 것으로 판단되면며 부품의 선택방법에 따라 EFT의에 IEC801-2,3,5,6, 모든 내성시험 항목에 효과가 기대된다.

WTO/TBT 협정에 따라 2006년부터 IEC 전선의 전면적인 사용과 전기설비기술기준의 판단기준에 IEC 60364 저압전기설비분야의 도입으로 국내현장에서 국제표준을 적용할 수 있게 되었다. 그러나 국제표준(IEC)은 내용이 포괄적이며, 원론적인 부분을 다루고 있어 실제 현장 적용에 많은 어려움이 있다. 이에 따라 대한전기협회에서는 국제표준(IEC)을 기초로 하여 국제수준과 대등한 "한국전기규정 KEC"를 제정중이며, 본 연구는 KS C IEC 60364-5-52 기초로 작성한 KEC 제2편 저압전기설비분야 제43장 배선설비의 제정현황을 소개하는 것이다.
