  • Are the benefits derived from ICT based reference and information service worth the financial and other commitments devoted to it? In an attempt to answer this, this study delved into finding out the perceived benefits; the rational for ICT based reference services in Nigerian university libraries. The main objectives were to find out the purposes for using ICT facilities in reference services delivery and the perceived benefits derived from using ICT resources in reference and information services. Being a survey, questionnaire was used to collect data from the librarians of twelve (12) universities; two (2) each sampled from the six geopolitical zones of Nigeria. Data was analyzed using frequencies, mean scores and standard deviations. ANOVA statistical analysis was used to test the hypothesis of no significance difference in the benefits derived from ICT based reference services using p-value of 0.05 to calculate the level of significance. Findings showed that librarians and library users made use of ICT facilities for different reference purposes especially to obtain information they need using the internet. Other reference needs for which patrons used the ICT facilities included: - access to current e-books and e - journals, user education and access to global information in other libraries. Provision of current awareness services (CAS) and selective dissemination of information services (SDI), on-line searching using workstations in the library, provision of on-line public access catalogue (OPAC) services, keeping statistics of users of the reference section and compilation of bibliographies. Further findings showed that the librarians and library users derive a lot of benefits from their use of ICT facilities in reference services. The results showed that easy retrieval and dissemination of information to patrons were ranked highest by the librarians amongst others.

  • The purpose of this study was to identify the factors of ICT literacy in the primary school students in South Korea and to examine the gender and city size difference on the factor of ICT literacy. To accomplish this goal, we have analyzed the data of Korea Youth Competency Measurement and International Comparative Study I: ICCS 2016 which is nationally collected from the primary school students, currently on the 5 ~ 6th grades in South Korea. 1,188 samples were used in the study excluding missing samples. The participants were 584 5th grad and 604 6th grad students, 620 males (52.2%) and 568 females (47.8%). The mean age was 13.49 years (SD=.52). The result of the study reveals the four factors of ICT literacy through cross-validating exploratory factor analysis and confirmative factor analysis; pleasure of using ICT, perceived usefulness of using ICT, learning ability with using ICT, and operating ability of ICT. This study found that the leaner differ in gender on learning ability with using ICT and pleasure of using ICT. The female students were significantly larger than male students on learning ability with using ICT. However, the male students were significantly larger than male students on pleasure of using ICT. This study found that the leaner differ in city size on the factors of ICT literacy excluding pleasure of using ICT. The students living in the big size city were significantly larger than the students living in the middle and small. That is, over all, female students were more learning with ICT, male students were more interesting about ICT, and the students living in the big size city were more ICT use for learning. Based on the results, some strategies were suggested on the proper use of the factors of ICT in education.

  • This paper aims to provide a better understanding about how Information and Communication technology (ICT) has diffused. The investigation is conducted with the consideration of ICT evolution in terms of technological change and usage pattern. The definition used is presented as 'the ICT is a process of convergence of technologies between information-processing and information-transforming technologies, mainly due to the advent of microelectronlcs'. After examining technological changes of ICT, the diffusion path of ICT is traced through the usage ratio in total input and/or investment based on Input-Output tables (I-O). It shows that the evolution of ICT from the change of usage pattern is an up-and-down usage pattern rather than a uni-modal usage time path. With this recognition, the diffusion index is prepared. • In this paper, I had sampled 1% of whole elementary school students in Korea and measured ICT literacy levels of them. As a result, the girl's score was higher than the boy's. To analyze the cause, I had surveyed the habit to use ICT according to gender and analyzed the correlation between that and ICT literacy score. According to the correlation analysis, girls have the habits of searching for information more than boys and accessing to on-line dictionary and enjoying SNS. Also, the fact that the habits have the correlation with ICT lieracy score is analyzed. Therefore, I proposed educational method for ICT literacy learning based on the difference of habit to use ICT between boys and girls.

  • This study examines how the characteristics of cooperative research and development (R&D) projects in the public domain impact information and communication technology (ICT) convergence. Based on the analysis of 416 cooperative R&D projects under the ICT-based industry convergence R&D program in Korea, the study finds that the characteristics of cooperative R&D projects significantly impact ICT convergence. Moreover, the participation of public research institutes and universities is critical for ICT convergence compared with that of firms. However, in firm-to-firm cooperation, the participation of small and medium enterprises contributes to cross-sectional convergence, while the participation of large firms leads to overall and longitudinal convergence. R&D inputs such as the number of partners and government subsidies exhibit an inverted U-shaped relationship (negative quadratic effect) with technology convergence. Project duration and homogeneous partners are also critical factors for ICT convergence. The results indicate several implications and guidelines on how to effectively organize cooperative R&D projects to facilitate technology convergence.
