European Union System of Fisheries Management Based on Information and Communication Technology (유럽연합의 ICT기반 수산업 구조개선 현황)

  • The fishing industry in Europe has faced environmental, economic, and social challenges. Since the early 2000s, a key tool in addressing these challenges has been information and communication technology (ICT), which has helped to modernize fishery systems in European Union (EU) countries. The ICT used in EU fisheries can be categorized broadly as 1) macro-technologies such as satellite and other remote sensing technologies in combination with geographical information systems, 2) micro-technologies adapted for fishing vessels such as echo sounders, ship navigation devices, and mobile communication devices to connect fishermen and consumers, and 3) onshore micro-technologies related to internet technology and mobile devices. The European Monitoring Center on Change has used ICT to effectively manage fisheries bio-resources. This use of ICT has contributed to the development of sustainable and competent fisheries in the 2000s, even though the knowledge-sharing practices involved are contrary to the long tradition of autonomy within the fishery industry.

Analysis of Expectation Factors for the Activation of Smart Farms for ICT Technology Convergence in Response to COVID-19 (COVID-19 대응 ICT 기술융합 스마트팜 활성화에 따른 기대요인 분석)

  • Purpose Smart farms play a leading role in changing the safety food culture for the citizens. The purpose of this study is to investigate the factors that are important to covid 19-response in the case of ICT smart farm. To do so, we classified the factors as operating effect aspect and industrial wave effect aspect of the smart farm. Design/methodology/approach This study was conducted by visiting Geumsan County, which is attempting to perform a smart farm. Through interviewing farmers representatives based on their operational effect expectations on the smart farm, we derived the industrial crash effect factors and thereafter designed the research model. This study applied AHP, which is an expert decision-making method cans be used to measure relative importance for determining priorities. After interviewing the experts with smart farm, we obtained the factors which are important to smart farm development. Findings According to analysis, the productivity improvement factor was ranked as the most important among the operational effect items. This is consistent with the ultimate goal of smart farms with ICT convergence technology, which is increase the profitability of agriculture. The second place is the factor in the development of infrastructure and infrastructure, and the third and fifth positions were export expansion, environmentally friendly management, and job creation in terms of operational effectiveness.

Empirical Analysis of the Influence of ICT SMEs' R&D Resources on Corporate Performance (ICT 중소기업의 연구개발 자원이 기업성과에 미치는 영향에 관한 실증연구)

  • The national economic policy paradigm is constantly changing according to the global business environment. Among them, fostering SMEs is a core policy of many developed countries. The growth of SMEs contributes to the creation of jobs and the development of local communities in the era of employment-free growth. In particular, the growth of SMEs is the foundation for growth into mid-sized and large enterprises. Therefore, the growth of SMEs plays an important role in the national economy. Information and communication technology (ICT) became important much more with the emergence of the 4th industrial revolution. Among them, the growth of ICT SMEs is the nation's future asset. Therefore, this study examines and verifies the main factors affecting the performance of ICT SMEs from the view of their R&D resources. On the basis of 1,999 SMEs dataset, empirical analysis was performed to investigate the influence of R&D resources on their corporate performance. Its results are as follows. First, based on theresource-based theory, ICT SMEs' R&D investment, R&D manpower, and government support policies were found to have a positive effect on securing a company's competitive advantage. Second, it was found that the level of product has a positive effect on the company's performance. Finally, it was found that M&A and technology acquisition method strategies differ according to the growth stage of the company. Therefore, in order to achieve technological innovation and corporate performance of ICT SMEs, the government support policy and investment into internal R&D personnel play as main factors. In addition, it was found that technology acquisition strategies differ depending on the growth stage of the company.

  • Nation-building comprises activities related to creating good, smart and courageous people, building a system that supports the nation's people to live together in an orderly way and building a context that facilitates the nation's people and the nation's system to undertake its duties to the fullest capacity, under the agreed ideology. The process of nation-building is complex and there are many components that contribute to the success of nation-building. As the world is developing towards the knowledge society in the present time, ICT is one tool that will help make the process of nation-building, easier, faster and more successful. Therefore, this article aims to analyze how ICT is important to nation-building covering all aspects of economics, politics and society and involving, people, systems and contexts of Thai society, to explain the present ICT situation in Thailand; and to recommend Thailand's innovative strategy on ICT for nation-building.

  • Globalization has integrated the world through interaction among countries and people with the help of information and telecommunication technology (ICT). The rapid mode of globalization has put a new life in ICT and economic sector. The key focus of this study is to examine the nexus among the globalization, ICT and economic growth. This study uses autoregressive distributed lag model (ARDL), vector error correction model (VECM) and econometric method spanning from 1990 to 2015. The empirical result highlights that the globalization stimulates economic growth of a country. In addition, both the internet penetration and the mobile phone usage contribute to the economic growth. Lastly, this article contributes important policy lessons on strengthening the economy by utilizing ICT with the rapid globalization.

  • The Smart home energy consumption represents much of the total energy consumed in advanced countries. For this reason, the main objectif of this paper is to study the energy consumption profile by day for each home appliances: controllable appliances for example Washing machine, Tumble dryer and Air conditioning and uncontrollable appliances for example TV, PC, Lighting, Refrigerator and Electric heater. In this paper, we start with presentation of a smart home energy management systems. Next, we present the modeling and simulation of controllable appliances and uncontrollable appliances. Finally, concludes this paper with some prospects. The modeling and the simulation of a Smart home appliances is based on MATLAB/Simulink software.

Green ICT framework to reduce carbon footprints in universities

  • The world today has reached a certain level where it is impossible to get the quality education at the tertiary level without the use of Information and Communication Technology (ICT). ICT has made life better, communication easier and faster, teaching and learning more practical through computers and other technology based learning tools. However, despite these benefits ICT has equally contributed immensely to environmental problems. Therefore there is the need to use ICT resources efficiently in universities for environmental sustainability so as to save both the university environment and the world at large from the effects of global warming. This paper evaluates the carbon footprints from the use of ICT devices and comes up with a proposed green ICT framework to reduce the carbon footprints in universities. The framework contains techniques and approaches to achieve greenness in the data center, personal computers (PCs) and monitors, and printing in order to make ICT more environmentally friendly, cheaper, safer and ultimately more efficient. Concerned experts in their respective departments at Asia Pacific University of Technology and Innovation (APU) Malaysia evaluated the proposed framework. It was found to be effective for achieving efficiency, reducing energy consumption and carbon emissions.

Teachers' Attitude Survey and Improved Method Suggestion about Connectivity between ICT Education in Primary Schools and Computer Education in Middle Schools (초등 ICT교육과 중등 컴퓨터교육 연계성에 대한 교사들의 의식 분석 및 개선방안 제안)

  • Even though the revised operational guide for ICT education emphasizes the basic concepts of computer science, many primary and secondary schools do not deal with the changed requirements properly. Also, it is doubtful if the education considers teaching period and the levels of students or not. In this paper, we survey on the state of ICT education, the relationship between ICT education and Computer Education, and the connectivity in Computer Education between primary and secondary schools. In order to do these, we analyze the result of our questionnaire and we propose an improved method for the connectivity in Computer Education. The results are (i) primary school teachers don't consider the connectivity of Computer Education and (ii) the teachers who have higher satisfaction levels of ICT education think ICT education and Computer Education between two schools are correlated and connected. As a result, new policies to re-educate teachers are required.

  • With the advent of the ICT-based 4th industrial revolution, the convergence of the manufacturing industry and ICT seems to be the new breakthrough for achieving the company's competitiveness and play a role on the key element for accelerating the revival of the manufacturing industry. When the smart factory is implemented, each plant can analyze the quantity of data collected, build the data-driven operation systems which can make decisions, and ultimately discover the correlation among many events in the manufacturing sites. As the customers' needs become diversified more and more, it is required for the company to change its operating method from large quantity batch production systems to customizable and flexible manufacturing systems. For performing this requirements, it is essential for the company to adopt the smart factory. Based on technology acceptance model (TAM), this study investigates the factors influencing continuous use intention and switching intention of the smart factory. To do so, a questionnaire survey is conducted both online and offline. 122 samples are used for the study analysis. The results of this study will provide many implications with many researchers and practitioners relevant smart factories.

Smart Touch Screen Output System Based on ICT (ICT 기반 스마트 멀티터치 영상 출력 시스템)

  • The purpose of this paper is to implement a smart touch image output system based on ICT. The image output system here uses a pen-touch type screen coordinate recognition type to minimize the error because there is a difference in the resolution of the motion pattern between the image screen and the actual image using the image sensing reaction sensor. To do so, we built a smart image output system that can output image data by using ICT based technology and can be operated remotely without a PC, laptop, monitor, keyboard and mouse by using wireless method and smart touch function instead of the existing wired method. The result of this study is that the image can be output only if there is a wall, and the pen can be operated on the output image without the screen.
