The Composition of Curriculum to Improve ICT Instructional Media Competency of Early Childhood Teacher (유아교사의 ICT 수업매체 역량 강화를 위한 교육과정 구성 방안)

  • The purpose of this study is to propose an ICT-oriented teacher curriculum in order to improve early childhood teacher's competency using ICT instructional media. To this end, a survey was conducted to investigate the importance and current level of early childhood teacher's competency. After identifying the necessity of ICT instructional media competency, the contents of an ICT-oriented teacher curriculum were designed. A survey of teacher competency among 207 teachers showed the highest educational need for ICT instructional media competency. In addition, ICT-based teacher curriculum was classified into ICT literacy education and ICT utilization education based on the analysis results of sub-indexes on ICT instructional media competency. Each part was hierarchized into three levels of awareness, application, and spread according to the teacher's competency level and the educational contents were suggested based on the goals set for each level. In this study, it consisted of ICT literacy education, including understanding educational policy related to ICT utilization, understanding the goals and assessment of the ICT curriculum and ICT utilization education, including the use of teaching and learning methods, application of digital technology, ICT learning environment building and management for developing teacher professionalism related to ICT instructional media.

Using ICT for Mongolia's sustainable development in energy industry

  • Nowadays every technology is becoming smarter. Consequently, intensive use of ICT in the whole industries and cities enables a sustainable approach to meet enormous productivity, efficiency, transparency and conservation of natural recourses. Likewise, the role of ICT in terms of controlling, monitoring in the energy industry allows integrating potential renewables, bulk energy conservation and reliable optimized operation in the entire system. In this paper outlines challenging issues in renewable energy integration in Mongolia and proposes potential recommendations and conclusions. The author investigated the main technologies used in energy industry mainly smart grid, challenges and policy aspect in Mongolian energy sector by using the primary and secondary approach with case studies and literature based methodologies. Based on the policy aspect and current implementation of smart grid, the paper tries to address the readiness for the main application and future potential ICT driven applications. Furthermore, it concluded that ICT convergence is demanded to overcome the current vulnerabilities and significant momentum to leave behind by using its potential energy recourses and favorable geographical state. Policymakers may find this study useful, as it answers the question of whether ICT investment can ultimately reduce energy consumption and may aid in future planning. Even tough, in order to develop a smart grid and integrating renewables firstly set an appropriate market structure, ICT will key enabler to make energy system more profitable and sustainable. Regarding the result of this study, ICT deployment contribution is a huge demand for future opportunities energy in Mongolia.

  • ICT environments without limitations of time and space have been used for various purposes such as advertisement and marketing in various businesses. However, in the case of small businesses, some of small businesses have not used ICT environments for their business purposes or have not known how-to-use. In this point, this study is to understand the differences of ICT business effect between ICT usage and non-usage group. And then, it suggests the road map for the usage of SNS and ICT environments in small businesses.

  • Recently substantial learning model is strongly demanded through which ICT could be effectively used at PBL, teaching and learning method, based on constructivism putting an emphasis on learner centered education. This thesis is designed to introduce the way to make the most of ICT when teachers try to make teaching plan applying PBL to science class. PBL courseware is designed to make teacher and student use by applying traditional science class model to the model for problem solving of PBL. analysing class according to the degree of connecting ICT with contents of learning. This paper suggests 8 stages of PBL package development and 5 stages of teaching pattern to grasp whole procedure.

The Nexus of ICT, Manufacturing Productivity and Economic Restructuring in Vietnam

  • The objective of this paper is to clarify the relationship between ICT application and labor productivity in Vietnamese manufacturing firms and connect it with the context of economic restructuring in Vietnam. The study uses data of 3,428 manufacturing firms from the General Statistics Office of Vietnam and regression models. In addition to the general model, the study also runs the models for sub-samples of firms of different production technology levels. Research results show two main points. First, information technology can enhance the labor productivity of Vietnamese manufacturing firms. This is true for both ICT hardware applications, ICT services, ICT software solutions, and employees' ICT skills in firms. Second, manufacturing firms with higher levels of production technology use ICT more effectively and achieve a higher impact on labor productivity. The results confirm that the Vietnamese government can stimulate ICT application and digital transformation in firms, thereby increasing labor productivity and promoting economic restructuring in the direction of shifting from agriculture to industry and from low-tech industries to high-tech ones. The results also provide implications for business managers and policymakers in other developing countries who are adopting the digital economy as a development strategy.

  • With changing to the new information technology society, education has also been urged to utilize the Information Ccmmunication Technology(ICT). Thanks to the recent efforts by the government, a large number of schools has been equipped with advanced educational technologies. While there has been a lot of studies on how to use ICT more effectively, relatively few is the studies about the activating factors of ICT utilization. More than often than not, those studies have been conducted about the survey of current situations of ICT utilization and have never had implemented based on the theory of diffusion of innovation. As a result, the current study surveyed the previous studies about encouraging and resistance factors of ICT utilization in light of the theory of diffusion of innovation and environmental encouraging factors by Ely. Then, the efforts were made to present suggestions to encourage the utilization of ICT in schools.

The Causal Relationship between ICT Growth and Employment in Korea (한국의 ICT산업의 발전과 고용 간의 인과관계에 관한 실증적 분석)

  • From the success of TDX and CDMA to today's social media boom, Korea's ICT has achieved an amazing growth for the last couple of decades. However, in spite of ICT's role as an engine of growth in Korea, there have been concerns that ICT growth would negatively affect national employment due to the labor substitution effect. While some scholars insist that ICT would positively affect employment because it will enlarge the size of industry itself, many people blame ICT as a main culprit of rising unemployment rates. In this study, we try to empirically find the true effect of ICT growth on employment in Korea. We use the data of ICT productions, ICT investments, and various industries employments from 1995 to 2011. The methodologies we adopted for this study is Granger causality tests and impulse response functions based on vector autoregression (VAR) model. We find that ICT has negative impact on service industries, while it has positive impact on manufacturing industries. Meanwhile, ICT has no statistically significant impact on ICT industry itself. Since the impacts of ICT on employment are mixed, we can argue that ICT should not be blamed for the main cause of low employment. We suggest a direction of future policies to utilize ICT for vitalizing employments in Korea.

An Evaluation of Cross-National Information and Communication Technology Practices Using Data Envelopment Analysis and Malmquist Index (국가 정보통신기술의 활용성과 평가: 자료포락분석과 맘퀴스트지수 분석을 중심으로)

  • In this study, a comparison has been made among the countries regarding recent ICT practices being performed based on the measures of relative efficiency and productivity growth that use multiple inputs and outputs. Efficiency measures a country's ICT performance relative to a benchmark at a given point of time and productivity measures a country's performance over a period of time. An output-oriented Data Envelopment Analysis and Malmquist Index has been used for comparison among 28 countries over the period 2008-2011 by incorporating 9 variables. The empirical findings disclose gross inefficiencies in national ICT practices, which show that there is room for enhancing output gains through increased efficiency in their operations. In addition, 13 countries have performed better than others in total factor productivity mainly because of their improvement in the underlying technological progress in ICT. For those technically inefficient countries, however, technical inefficiency may hamper the growth of total factor productivity of ICT practices.

  • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.
