Korea and Japan have been making a continuous effort to build information and communication technology (ICT) infrastructure in schools, and integrate ICT into curriculum by training teachers based on own ICT policies in education. ICT policy in education isparticularly diverse and challenging, in part because the rapid development of ICT continues to create new possibilities for use and demands the transformation of the ways we teach and learn. The present study is to analyze ICT policies of Korea and Japan, between 1980's and the present period, in a larger educational and historical context. The study reviews chronological changes in major streamlines of ICT policies of both countries, and discusses in detail changes in two aspects of ICT policies in education, that is, ICT infrastructure and teacher training. The paper points out convergence and diversity of ICT policies in two countries and concludes with a set of guidelines for ICT policy makers.

본 연구는 생태계 중심으로 변화하는 ICT 산업 환경 하에서 국내 ICT 기업들이 생태계 경쟁력을 갖기 위해 필요한 정책을 제안한다. 이를 위해 본 연구에서는 ICT 사용자들의 특성 및 소비 트렌드 변화를 분석하고, 비즈니스 생태계 이론을 바탕으로 글로벌 ICT 기업인 애플과 구글의 생태계 추진 전략을 살펴보았다. 또한, 국내 ICT 산업의 문제점을 살펴보고 해외 ICT 정책을 분석하여 국내 기업들이 생태계 경쟁력을 강화하기 위해 필요한 정책 방향을 스마트한 생태계 조성, 전략적인 생태계 육성, 그리고 지속가능한 생태계의 3단계로 구분하여 제안하였다. 본 연구의 결과는 ICT 생태계 조성을 지원하기 위한 정부 정책 수립에 유용한 지침과 시사점을 제공할 것이다.

ICT정책은 국가의 생존과 발전을 위하여 가장 중요한 정책 중 하나이다. 현대는 고도로 발전한 정보기술을 기반으로 끊임없이 변화와 발전을 거듭하고 있기 때문이다. 새롭게 출발한 정부도 이의 중요성을 인식하고 관련 부처의 명칭을 변경하고, 내부 조직을 개편하였으며, 일부 기능도 타 부처로 이관시키는 등 다양한 노력을 수행하고 있다. 그러나 이러한 정부의 대응은 과거 여러 정부 때부터 제기되어오던 정보통신부의 해체와 그에 따른 조직과 기능의 분산이라는 근본적인 문제를 해결하는 것은 아니라는 비판을 받고 있다. 그러므로 본 연구의 목적은 이러한 ICT정책과 관련된 현황을 살펴보고, 제기되고 있는 문제들의 경험적 타당성을 검증하며, 문제발생을 최소화할 수 있는 대안을 개발하여 제시하는 것이다. 이러한 목적을 달성하기 위하여 공무원 등 전문가를 대상으로 설문조사 및 사회네트워크분석(Social Network Analysis)을 실시하였다. 설문조사는 문헌분석 및 전문가 자문회의 등을 통하여 개발되었으며, 본 연구의 핵심인 조직과 기능상의 문제점과 대안을 중심으로 구성되었다. 연구 결과 분산형 추진체계를 유지할 경우 정책조정기능 강화(부처 간 정책조정협의체 활성화, 정보통신전략위원회 기능 강화, 청와대 ICT수석비서관실 설치), 통합된 추진체계로 전환할 경우 정책추진기능 강화, ICT정책 우선순위 추진, 과학기술정보통신부에서 과학기술과 ICT의 분리, 그리고 각 부처 간 ICT정책 협업 활성화 등의 다양한 정책이 필요한 것으로 밝혀져 이와 관련된 대안을 제시하였다.

박근혜 정부는 창조경제의 수단으로 '미래창조과학부'를 신설하였다. 신설 부처는 과학기술정책 분야와 ICT 정책 분야를 통합적으로 관리하는 부처이지만, ICT 거버넌스 관점에서는 ICT의 진흥 정책과 규제 정책의 분리를 의미한다. 이 논문은 ICT 거버넌스 형성 노력을 규제와 진흥의 분리와 통합의 관점에서 접근하여 일정한 정책적 함의를 제시하고자 하였다. 이를 위해 32명의 ICT 분야 전문가들을 대상으로 델파이 조사를 실시하였다. 분석 결과 전문가들은 규제와 진흥의 분명한 구분이 어렵고, 따라서 ICT 분야의 규제와 진흥을 통합 수행하는 것을 선호하였다. 조직형태는 규제와 진흥을 통합한 독임형 부처를 선호하였으나 일부 방송규제에 대하여는 독임형 부처 내 독립적 합의기관, 또는 부처의 통제로부터 자유로운 독립 기관이 바람직하다고 보는 견해도 있었다. 본 연구는 이러한 전문가들의 의견을 토대로 향후 미래창조과학부와 방송통신위원회 간에 다양한 방식의 긴밀한 협력이 필요하고, 장기적으로는 진흥과 규제를 통합적으로 관리하는 것이 바람직한 것으로 판단한다. 특히 정책정향이 다른 조직 사이에는 원활한 협조가 어렵기에 정부의 정책역량 강화 측면에서 통합적 관리의 중요성을 제시한다.

고령화로 인한 건설인력 감소에 대응하고 건설현장의 생산성 향상을 위해 일본에서는 2016년부터 정보통신기술을 활용한 자동화시공을 추진하고 있다. 일본 국토교통성은 ICT를 활용한 토공 자동화 시공을 뒷받침 할 새로운 비용 산정기준, 발주제도, 정부지원 정책을 마련하여 시행하고 있고 현장에서 활용할 수 있는 자동화 시공의 종류를 확대하고 있다. 우리나라도 ICT를 건설 현장에 원활하게 적용하기 위해서는 일본에서와 같이 우선적으로 ICT를 활용한 자동화 시공 관련 법과 제도, 정책 등을 정비해야 한다. 본 논문은 일본과 한국의 ICT를 활용한 자동화시공 관련 제도 및 정책을 비교·분석하여 벤치마킹하는 방법으로 연구하고 이로부터 시사점을 찾고자 했다. 연구 결과, 국내 건설현장에서 ICT기술을 활용하기 위해서는 한국 정부가 선도적으로 ICT기술 관련 비용 산정기준, 발주체계, 경제지원 정책 등을 마련해야 한다는 결론에 이르게 되었다.

본 연구는 ICT 분야 국가연구개발사업 후 이루어지는 성과분석의 개선을 위한 정책적 대안들을 논의하고 있다. 이를 위해 성과지표 설계, 성과분석 방법론, 성과분석 결과의 공개 및 비교, 추적조사의 확대, ICT 분야 성과분석의 통합관리 이슈 등을 중심으로 현황 및 문제점을 진단하였다. 이 같은 문제점을 개선하기 위해 본 연구에서는 성과지표 개선을 위한 컨설팅 활용, 사전에 설정된 성과지표의 유지, 효과성 측정을 위한 질적 성과지표의 도입, 사업 특성에 맞는 새로운 연구방법론의 적용, 성과의 비교 평가 강화 및 이를 위한 성과지수 도입, 주요 연구개발사업에 대한 추적조사 의무화, ICT 분야 성과분석을 위한 독립된 임시 조직의 활용 등을 제안하고 있다. 본 연구에서 제안하는 정책 대안이 반영될 경우 향후 ICT 분야 국가연구개발사업 성과분석의 효율성 및 효과성이 증진될 것이며 나아가 사업의 개선 뿐 아니라 산업 경쟁력 강화에도 일조할 것으로 기대된다.

In this knowledge based society, the debate on ICT has permanently shifted from 'why' ICT for development, to 'how' comprehensive and holistic ICT policies can unleash human potential and enhance people's capabilities to improve their lives. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper presents an analysis of National ICT policy of Bangladesh. Through the examination of ICT policy, in particular in the field of agriculture and rural development and analysis of applied policies and strategies implemented in these area, this paper identifies challenges and opportunities which provides lessons for policy-makers and practitioners involved in the field. This analysis reveals that the policy is inadequate to impact positively on the agriculture and rural development of Bangladesh. The policy places little emphasis on the integration and infusion of ICT in the country's agriculture and rural development. Policy implications and suggestions are offered to ensure maximum use of ICT potentials in the country's agriculture and rural development.

경제 성장에 따른 지구 온난화와 이로 인한 기후변화에 대응하고, 코로나19로 인한 경제위기를 극복하기 위해서 각국은 그린뉴딜 정책을 추진하고 있다. 그린뉴딜 정책을 실현해 나가는데 있어서는 ICT 기술의 역할이 매우 중요하며, ICT 기술의 표준화는 선행적으로 추진되어야 한다. 이에 본 논문은 국내외의 그린뉴딜 정책을 살펴보고 이와 관련한 국내외 ICT 표준화 활동 동향을 분석한다. 이를 토대로 한국판 그린뉴딜 정책의 성공적인 실현을 위해서 8대 과제별로 개발해야 할 ICT 표준 아이템을 제안한다. 그린뉴딜 관련 ICT 표준을 개발함에 있어서 공공시설 제로에너지화 과제를 사례로 ICT 표준화 추진 전략을 제안한다. 또한, 그린뉴딜 관련 ICT 표준화 정책을 추진함에 있어서의 어려움을 해결하기 위한 방안을 제안한다. 본 연구를 통해 범정부차원에서 추진 중인 한국판 그린뉴딜 정책이 ICT 표준 기술을 바탕으로 실효를 거둘 것으로 기대한다.

There are many policies around the world regarding Information Communication Technology (ICT). In 2012, the World Health Organization emphasized the strategic and integrated policy for the development and dissemination of ICT-based healthcare innovations at the national level. As technologies related to ICT are introduced in various countries around the world, each country announces policies and strategies to preoccupy these new industries. However, Korea is tied to various regulations in investment of ICT and thus lags behind other countries. Therefore, in this section, we review the present status and problems of ICT development in Korea and compare these with other major countries. Finally, we present the ICT development strategies and tasks in Korea.

Information and Communication Technology is now widely accepted by developing countries as a development tool in their efforts to alleviate poverty, enhance human development, and achieve Millennium Development Goals. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries requiring a comprehensive ICT policy that plays a crucial rule, in particular, in the area of agriculture and rural development. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper tries to provide implication of ICT policy to the agriculture and rural development in developing countries, in particular through lessons learned from European Union (EU) IT policy. Through the examination of vital projects in the agriculture and rural development sectors and case study analysis of applied policies and strategies implemented in the European Union, this paper provides tangible examples and lessons for policy-makers and practitioners involved in the field. Hence, this study provides policy-makers the necessary tools, information and knowledge to facilitate the formulation and adoption of ICT policies and strategies in the agriculture and rural development sector.
