  • In the case of a low density branch line, these areas are operating at a loss. So much money is used for infrastructure maintenance cost. To solve the problem, our institute have a project to develop the Information & Communication Technology based train operation system. In a similar research in the Europe, The UK's Transport Research Laboratory experienced analysis of operational issue for developing ERTMS from Level II to Level III. In this paper, we study about railway operational issues before development of ICT based train operation system. An analysis target of operational issues are railway business process & data, drivability and moving or virtual block system.

  • Cloud computing is an evolving computing paradigm that has influenced every other entity in the globalized industry, whether it is in the public sector or the private sector. Considering the growing importance of cloud, finding new ways to improve cloud services is an area of concern and research focus. The limitation of the available Virtual Machine Load balancing policies for cloud is that they do not save the state of the previous allocation of a virtual machine to a request from a Userbase and the algorithm requires execution each time a new request for Virtual Machine allocation is received from the Userbase. This problem can be resolved by developing an efficient virtual machine load balancing algorithm for the cloud and by doing a comparative analysis of the proposed algorithm with the existing algorithms.

  • Information and computer technology(ICT) readiness in SME(small and medium enterprises) in globalized digital world get much attention due to its capability to reach broader customers and to personalized the products to the clients. The purpose of this study is to compare the readiness of ICT capabilities in SME between Korean firms operated in Qingdao China and Incheon, South Korea. The results of the study are presented and the implication of this comparative research is discussed. It is hoped that the finding of the research would be beneficial to academian and practitioners in China and South Korea.

Bridging the Digital Divide : The Case of Nepal Wireless

  • Information and Communication Technology (ICT) has become a vital instrument for delivering a number of services such as education, healthcare and public services. Community wireless networks are community-centric telecommunication infrastructure developed to provide affordable communication for those who live in remote areas. This chapter discusses the role of Nepal Wireless in achieving socio economic development of rural communities by facilitating affordable Internet access. We analyze the challenges Nepal Wireless faced and articulate on the approaches it took to address those challenges such as lack of technical skills, appropriate technology and funding, difficult geographical terrains, unstable political situation, and expensive devices. In addition, we address the success and failure factors of this community-based ICT4D approach in order to guide similar endeavors. We conclude the chapter by some suggestions for policy makers, community developers, and academicians.

  • 인터넷의 폭발적인 팽창에 따른 부작용들을 근본적으로 해소하고자 2000년대 후반부터 시작된 미래인터넷(Future Internet)에 관한 연구들이 최근까지 지속적으로 진행 중이다. 또한 새롭게 대두된 융합형(convergent) ICT 자원구성에 맞춘 지속적인 사용자 주도의 인프라 혁신 전략에 기반하여, SDN/NFV/Cloud 통합으로 형성하는 소프트웨어-정의 인프라(Software-Defined Infrastructure: SDI)를 개방형으로 구축하는 흐름이 있다. 즉 구축/운용의 중심이 하드웨어에서 소프트웨어 중심으로 최근 급속하게 전환되는 큰 변화가 ICT 인프라차원에서 본격화하고 있다. 즉 지금까지 논의되었던 여러 미래 인터넷 이슈들을 스마트한 초연결과 사용자 중심 서비스의 관점에서 바라보면서 미래형 ICT 인프라의 바람직한 구축을 서서히 가시화하고 있다. 따라서 본 논문에서는 초연결에 기반하여 값싸고 신속하게 서비스를 실증하기 위해 DevOps(Developers & Operators: 개발/운영 병행체제) 방법론으로 소프트웨어-정의 인프라로 체질을 바꿔가는 개방형 혁신을 살펴본다.

  • Korea is a high level of ICT infrastructure Construction in the OECD's PISA 2006. However, the purpose using of ICT was analyzed for the sake of the interest. They have been emphasized a algorithm-based computer education in conference that it was attended by government, industry and university officials. We designed an algorithm curriculum by analyze a case in international ICT training courses and research. And we were proposed various methods, such as web-based contents, play-based programs, outdoor activities and educational programming language learning for algorithm learning at levels of elementary and middle school students.

  • Recently, the need for smart construction technologies related to the Fourth Industrial Revolution has been increasing in order to improve productivity of the construction industry. The Ministry of Land, Infrastructure and Transport has established Smart construction technology road map to commercialize the smart construction, and research and development is also underway. However, due to the lack of cost estimation standards for such smart construction technologies to be deployed to actual sites, smart construction technologies are not actively applied to construction sites. In particular, cost estimation standards are needed for construction machinery equipment with ICT technology that is currently available for commercialization. Therefore, as a preliminary study for the development of smart construction cost estimation standards, a case study was conducted on ICT construction estimation standards in Japan and present them as basic data for standards in Korea.

International Comparative Study of the Use of ICT by Middle School Teachers (중학교 과학 교사의 ICT 활용 실태 국제 비교)

  • In this study, we compared the use of information and communications technology (ICT) by middle school teachers in Korea and other countries utilizing the teacher survey data of the IEA International Computer and Information Literacy Study (ICILS) 2013. The ICILS target population consisted of all students in the eighth grade. We compared Korea with Australia, the Czech Republic, Norway, and Poland, which are nations showing the highest achievements in computer and information literacy. We selected nine questions from the teacher questionnaire and divided them into the categories of computer use, use of ICT for teaching and learning, and the ICT support environment in school. In comparison to their counterparts in other countries, Korean middle school science teachers used computers frequently and also had high ICT self-efficacy. They were confident in their ability to use computers for general tasks, but not in their ability to use computers for teaching and learning. The Korean teachers also had a high percentage of utilization of presentation and graphics software. Also, the proportion of activities concerning the information provided and teacher-led tasks was high, but the proportion of activities for student collaboration or peer interaction was low. In Korea, middle school science teachers had more negative than positive views of using ICT in teaching and learning. The teachers thought that computer-related resource support and digital learning materials were insufficient and that the computer model was outdated in schools. Therefore, we propose to build an ICT infrastructure and to develop and disseminate ICT teaching and learning methods for student activities.

  • The Government has established the infrastructure for knowledge and information-oriented society, strengthening the ICT technology education. Although information knowledge ability of learners is prerequisite to educate ICT, but systematic educating courses and time for that are insufficient, and many difficulties have been pointed out. In order to solve such problems, this study developed Web-based computerized adaptive testing system using the item response theory. This system enables the learners to evaluate their own ICT knowledge abilities in their school or home by using familiar web interface and to perform supplementary or deepening study according to the results, and consequently, smooth education of ICT application will be achieved. In addition, this system will be a very effective method for the elementary/middle/high-school ICT knowledge ability certification system.

How can we narrow the digital divide among SMEs in APEC member economies? (중소기업 정보화 수준 격차 해소방안에 관한 국가 간 비교연구)

  • This study, by adopting case study methodology, is focused on examining the present state and analyzing the cause of the digital divide, and suggesting policies for bridging the divide, specifically in view of SMEs. We have taken cases of manufacturing companies, visiting and interviewing 18 SMEs in 10 APEC member economies which show sharp difference in usage of ICT. In order to analyze the digital gap among SMEs, we used 5 variables that are composed of computer hardware, computer software, Internet, readiness of ICT, and performance of ICT adoption, while categorizing the cases into low and high tier based on the national ICT index. From a computer hardware perspective, the high tier (0.66) has almost double the number of PC’s per employee, compared with the low tiers (0.34). This gap can be explained by financial availability of low income and high tariff in the developing economies. In the computer software perspective, the SMEs in the low tier had some restrictive use of computer applications such as financial and accounting management and document management, while those in the high tier enjoyed more diversity in the use of applications such as inventory management, sales management, financial and accounting management, procurement management, CRM, and ERP. In view of the readiness of ICT, the difference in ICT infrastructure and financial status between the low and high tier was far wider than any other variables. As a result of ICT adoption, SMEs benefited in view of learning and growth, internal business processes, customer service, and financial affairs. To effectively bridge the digital divide between the low and high tier, actions such as setting up a secondary market of used computers among cooperating developed and developing countries, developing and diffusing good business applications, and building speedy, low-cost telecommunication infrastructures should be taken.
