Ministry of Education ＆amp; Human Resources Development has drawn up and carried out various plans to improve the education of the information communication technology application of teachers, who are the most central forces leading the education of the information communication technology. But this current efforts of teachers have put emphasis on the skill-trained abilities. In this study, I compare the internal with the external evaluation tools about the current abilities of the information communication technology application of teachers and have developed the self-evaluation tools for this based on a good point of these tools. Through these evaluation tools, teachers will be able to integrate and evaluate the abilities of the real teaching-learning instruction and the abilities of the information communication technology application on the whole.

In general universal service in telecommunications means a regulatory tool to secure the availability of basic communication services like fixed telephony at an affordable price throughout a country. A re-evaluation of the scope of existing universal service, however, is becoming a core issue as the penetration and usage of broadband and mobile communications matures and a new ICT ecosystem emerges. This study examined whether the universal service polices in Korea need adapting and updating to include broadband and mobile telephony in the universal service, which is based on the necessary and sufficient conditions derived from previous research and foreign countries' experiences : geographical ubiquity of a certain service and the market's ability to provide the service. The result shows the nationwide ubiquity of broadband and mobile communications exists but the ultimate goal pursued by universal service polices trying to make them available and affordable for all is being fulfilled by market dynamics in Korea. Thus, the inclusion of both services in the scope of universal service is regarded as an unnecessary regulation at present time and the expansion of universal service could be addressed as a long-term issue depending on market conditions in the future.

Since 2001, we have taught computer in elementary school to become the advanced country of IT in the 21C. However, it is criticized that the contents of information literacy curriculum are weak because they are not the computer science but mainly the computer skills. In 2005, "ICT Education Guide Revision" is published. Thereafter, the curriculum has systematic frame because of the addition of the contents of computer science. However, the curriculum for improving the ability of problem solving which is one of the abilities of human in the information society is somewhat defective. Therefore, in this paper I analysed the curriculums of problem solving field in elementary school level of some countries and proposed the revised curriculum of problem solving field of elementary computer science course.

In football simulation games, it is very important for the interest of the game to make the stats of the football players close to reality. As the management concept is introduced to the sports simulation game, when the user plays the game for a long time, the existing player character retires. Therefore, the game creates the environment of the game by creating a new player in the game. In this study, we propose a method to create a new player character by using genetic algorithm to have the optimal ability similar to existing players. We compare and evaluate the player character with the existing random generation method, the correction random method and the proposed algorithm, and verify the validity of the proposed method.

Recent studies on network coding scheme for increasing transmission efficiency of the network has been actively conducted. In this paper, we apply RLNC in sub-packet unit and propose a joint scheme of sub-packet level network coding and LDPC code. The proposed method can have similar ability of network coding and obtain further error correction capability. The simulation results show that the proposed one enhances error correction capability compared to the case using only LDPC when extra packets are received.

Implanted telemetry systems provide the ability to monitor different species of animals while they move within their cages. Species monitored include mice, rats, rabbits, dogs, pigs, primates, sheep, horses, cattle, and others. A miniature transmitter implanted in each animal measures one or more parameters. Parameters measured include arterial pressure, intra-pleural pressure, left ventricular pressure, intra-ocular pressure, bladder pressure, ECG, EMG, EEG, EOG, temperature, activity, and other parameters and transmits the data via radio frequency signals to a nearby receiver. Every conventional dedicated transmitter contains one or more sensors, cpu and battery. Due to the expected life of the battery, the measuring time is limited. To overcome these problems, electromagnetic inductive coupling based wireless power transmission technology using multiple transmit coils were proposed, with each coil having a different active area driven by the coil driver. In this research, a parallel resonance based coil driver and serial resonance based coil driver are proposed. From the experiments we see that the parallel coil driver shows better performance under a low impedance and multiple coils configuration. However, the serial coil driver is more efficient for high impedance transmit coils.

Elementary and Middle school have run the ICT grounding and utilization education following 'the management guide for the ICTE of elementary and middle school (2000.8.2). However, there is the Management Guide only without specific practical methods. By this reason, schools have the difficulties to enforce the ICTE curriculum. In this study, I developed the computer discretion activity textbook(two step) based on 'the management guide for the ICTE of elementary and middle school(2005.12) for the improvement of creativity and information utilizing ability.

Nowadays, Electronic Medical Record (EMR) has just implemented at few hospitals for Outpatient Department (OPD). OPD is the diversified data, it includes demographic and diseases of patient, so it need to be clustered in order to explore the hidden rules and the relationship of data types of patient's information. In this paper, we propose a novel approach for unsupervised clustering of patient's demographic and diseases in OPD. Firstly, we collect data from a hospital at OPD. Then, we preprocess and transform data by using powerful techniques such as standardization, label encoder, and categorical encoder. After obtaining transformed data, we use some strong experiments, techniques, and evaluation to select the best number of clusters and best clustering algorithm. In addition, we use some tests and measurements to analyze and evaluate cluster tendency, models, and algorithms. Finally, we obtain the results to analyze and discover new knowledge, meanings, and rules. Clusters that are found out in this research provide knowledge to medical managers and doctors. From these information, they can improve the patient management methods, patient arrangement methods, and doctor's ability. In addition, it is a reference for medical data scientist to mine OPD dataset.

The article discusses the use of the concept of digitalization in the science of education. The influence of information technologies on the ability to self-study is analyzed. Various technologies that are used in science and education are shown. The issues of the advantages of using IT as a tool for creating conditions for the implementation of the problem-activity approach and the organization of project activities are considered. The possibilities are shown, which gives the opportunities that the use of ICT of distance educational resources in the educational process gives. Shown is their auxiliary form of transmission, information retrieval; working out skills and consolidating what has been learned. Based on the analysis of the presented material of the article, you can see what problems can be solved using IT and remote resources.

The development of ICT has led positive aspects such as popularization of Internet. It, on the other hand, is causing a negative aspect, Cyber Terror. Although the causes for recent and continuous increase of cyber security incidents are various such as lack of technical and institutional security measure, the main cause which threatens the cyber security is the users' lack of awareness and attitude. The purpose of this study is the positive analysis of how the personal and job characteristics influence the cyber security training participation rate and the response ability to cyber terror response training with a sample case of K-corporation employees. In this paper, the relationship among career, gender, department, whether he/she is a cyber security specialist, whether he/she is a regular employee), "ratio of cyber security training courses during recent three years", "ratio that he/she has opened the malicious email in cyber terror response training during recent three years", "response index of virus active-x installation (higher index means poorer response)" is closely examined. Moreover, based on the examination result, the practical and political implications regarding K-corporation's cyber security courses and cyber terror response training are studied.
