An Evaluation of Cross-National Information and Communication Technology Practices Using Data Envelopment Analysis and Malmquist Index (국가 정보통신기술의 활용성과 평가: 자료포락분석과 맘퀴스트지수 분석을 중심으로)

  • In this study, a comparison has been made among the countries regarding recent ICT practices being performed based on the measures of relative efficiency and productivity growth that use multiple inputs and outputs. Efficiency measures a country's ICT performance relative to a benchmark at a given point of time and productivity measures a country's performance over a period of time. An output-oriented Data Envelopment Analysis and Malmquist Index has been used for comparison among 28 countries over the period 2008-2011 by incorporating 9 variables. The empirical findings disclose gross inefficiencies in national ICT practices, which show that there is room for enhancing output gains through increased efficiency in their operations. In addition, 13 countries have performed better than others in total factor productivity mainly because of their improvement in the underlying technological progress in ICT. For those technically inefficient countries, however, technical inefficiency may hamper the growth of total factor productivity of ICT practices.

  • According to the administrational guidelines of Information & Communication Technology (ICT) for elementary and middle schools" shown by the Ministry of Education in 2000, it suggests using eight types of ICT such as information search, information analysis, information guidance, web discussion, joint research, expert interchange, web pen pal and information making. But the result of this research shows that teachers think the eight types of ICT are not proper to apply in a school and teachers also have difficulties to use them on their classes. Therefore, this research proposed to improve the basic functional types and have concrete functional plans for normal operation of information education from now on. This research also proves that the functional types developed through teachers' opinions are more appropriate and realistic. I expect that this research will help teachers to utilize ICT and organize the process of information education hereafter

  • The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

  • Recently, research has been actively conducted to utilize blockchain technology in various fields. In particular, blockchain-based smart contracts are applied to various automation systems that require reliability as they have the characteristics of recording data in a distributed ledger environment to verify the integrity and validity of data. However, blockchain does not provide data access control and information security because data is shared among network participants. In this paper, we propose a user dynamic access control mechanism utilizing smart contracts in blockchain environments. The proposed mechanism identifies the user's contextual information when accessing data, allocating the user's role and dynamically controlling the data access range. This can increase the security of the system and the efficiency of data management by granting data access dynamically at the time of user authentication, rather than providing the same services in roles assigned to each user group of the network system. The proposed mechanism is expected to provide flexible authentication capabilities through dynamic data access control by users to enhance the security of data stored within blockchain networks.

  • 모든 국민이 언제든지 충분한 식량을 충족할 수 있는 상태를 나타내는 식량안보에는 식량의 가용성, 식량의 활용성, 식량의 안전성, 식량의 접근성 네 가지 측정 요소가 있다. 식량의 가용성이란 국내 생산과 수입량 등을 고려한 공급량의 확충 여부를 말한다. 본 연구에서는 한국 농업을 중심으로 농업인구, 경작지, 수입량, 수입 공급망 등 식량의 가용성을 대상으로 통계적 분석을 진행하고 시사점을 도출한다.

  • The purpose of this study is to arrange a plan for which humanities digital contents can be directly utilized in modern people's life through a convergent approach between humanities and ICT. It inquired into a plan for developing and applying contents, which are made contents in the aspect of cartoon and animation, by excavating contents available for advancing to start-up in Greater China based on the Chinese cultural content archetype. Also, the aim is to offer the integrated start-up DB and child-care mentoring program for advancing to greater China that supports the development in specific ICT start-up item, through a research on smart-phone APP publishing environment based on ICT and a research on mobile big-data ecological environment.

An Efficiency Analysis of Information and Communications Technologies (ICT) using Nonparametric Frontier Analysis (비모수 프런티어 접근을 통한 ICT 효율성 분석 연구)

  • This study examines how specific technology from Information and Communications Technology (ICT)-which plays a critical role in increasing productivity by promoting a spread of technology across the society though the use of big data, mobile or wearable devices-impacts of the productivity of society and productivity of added values, respectively. The impact of technology was studied from the perspective of efficiency levels of input. In order to provide an analysis, we have categorized ICT into 16 specific technologies and have set the number of companies and number of employees each as an input factor while setting the respective output and the output of added values as an output factor. Afterwards, we have applied data envelopment analysis (DEA) which is a form of nonparametric frontier analysis and measured the productivity and efficiency of added values for each technology. According to the analysis results, there were 2 technologies by the CRS standards, and 3 technologies by the VRS standards that showed relative efficiency levels. We have also presented some efficiency improvement strategies for specific technologies that revealed relative inefficiency and offered a reference set and projection point. In addition, we provide an analysis on scale efficiencies (SE), diminishing returns to scale (DRS), and increasing returns to scale (IRS) of each ICT.

  • This study aimed at analyzing the real situations and problems related to the performance assessment and surveying the relationship between performance assessment and teaching-learning in schools. Especially, It focused on the performance assessment through ICT teaching method. Next, by suggesting performance assessment patterns in Math, this study tried to approach solution as follow: difficulties in setting up evaluation items, objectiveness or impartiality in evaluation, complexity in putting them into practice, time modulation related to evaluation, reduction of teachers' heavy burden in teaching and achievement to specific aims in each period. Finally, some suggestions were made as follow: more concerns and efforts were needed to establish better math teachers and physical environment with regard to teaching math in schools.

  • 최근 들어 ICT 분야에서의 입지를 다지기 위한 표준화 주도권 다툼과 함께 표준특허 획득 경쟁 또한 강도가 높아지고 있다. 이 글에서는 이러한 표준특허를 창출하고 관리하기 위한 우리나라의 정책 방향에 대해 살펴보고, 이를 실현하기 위해 특허청에서 시행하고 있는 표준특허 지원 사업에 대해 알아본다. 마지막으로는 이러한 사업에서 실제적으로 적용될 수 있는 다양한 전략을 살펴봄으로써 표준특허 확보를 위한 보다 구체적인 접근법을 정리하고자 한다.

Effects of Student- and School-level ICT-related Factors on Computer-based Problem Solving: Focusing on Korea and Japan (컴퓨터 기반 문제해결력에 영향을 미치는 학생 및 학교 수준의 ICT 요인: 한국과 일본을 중심으로)

  • The purpose of this study is to explore the differences between Korea and Japan in terms of the effects of student- and school-level ICT-related factors on computer-based problem solving ability in PISA 2012 achievement results. PISA 2012's computer-based problem solving assessment included 5,033 students from 156 schools in Korea and 6,351 students from 191 schools in Japan. A 2-level hierarchical linear model (HLM) was employed to analyze data. Both of Korean and Japanese students, students with the earlier use of computer and the Internet, higher socioeconomic background and higher openness to problem reported better problem solving scores than their counterparts. Also, accessibility to ICT equipment provided by home or school was found to be a negative effect on problem solving in both countries. Differences in the effects of purposes and attitudes for ICT use, teacher-student relationship, and creative out-of-school activities on problem solving ability were found between two countries.
