ICT education have many differences in many countries. Currently, we are considering the suggestions for ICT education in Korea, and through comparative analysis of ICT education in Turkey, a country which has similar economic and cultural conditions, we will provide helpful solutions on ICT education policy for mutual countries. For an objective comparative analysis. we used the PISA 2009 and PISA 2012 data. The results show that Korea is has a better and easy access to computer at home only. Accessability to information devices in school, computer use in schools, and the students aptitudes on using the devices were excelled by Turkey. General attitudes about computers was similar, but Turkey proved to be better at utilizing computers in schools settings. With these findings, Korea must redefine current ICT education policies and establish policies for activating the ICT education nationwide.

  • Daejeon Metropolitan City has the best innovation capability infrastructure (ICT) required for the 4th industry. Nevertheless, there are scattered factors that hinder the industrial ecosystem. In this study, the factor of job creation was approached from the viewpoint of organizational ecology in consideration of regional characteristics during the 4th Industrial Revolution. That is, the case of job creation through overseas ICT-based clusters (or cities) was examined. Then, the factors of organizational ecology, 'niche', 'variation', 'selection', and 'retention' were derived. Through this process, we explored the environment surrounding Daejeon Metropolitan City and benchmarked lessons from existing overseas cluster cases. As a result, we discover the 'niche' of ICT-based job creation and suggest strategies for the 'variation' process to survive in the ecosystem and how to be 'retention' in the ecosystem. n conclusion, the strategy of the organizational ecological approach to establish itself as a metropolitan city as the strength of Daejeon city and the 'innovation hub' that is evident, such as '4th Industrial Revolution City', 'Innovation City Designation', and 'Secure Excellent Capability of SW' Insist on need. Through this study, we hope that there will be a theoretical contribution to the prior research lacking from original research such as the scarcity of ICT-based job creation research in response to the era of the fourth industrial revolution, recognition of the importance of the region in job creation, and presentation of an organizational ecological approach of sustainable clusters.

  • This study aims to compare global policies on ICT accessibility and to suggest possible solutions that help to enhance ICT accessibility for socially disadvantaged groups. The results indicated that related laws and standards in Korea are relatively well established than Asian countries' whereas they need improvements when compared to the US or the UK. Particularly, in spite of rapid development in information communication technology industry, incorporating the definition of newly developed technologies into existing laws related to ICT accessibility seemed slow that caused reluctancy of related parties to address accessibility issues the new technologies create. In addition, Korean government seems less effortful to develop policies and standards apart from web and mobile application accessibility. In order to resolve the problems, firstly, the period or process of enacting and amending laws can be shorten. Next, a government affiliated research institute can be established to do research and develop ICT accessibility related to user scenarios so that effective policies and standards could be readily provided. Even though other possible solutions can be suggested, what is more important than that is that any interested parties should sustainably make efforts to provide equal opportunities for the underserved populations.
