  • 선진 각국에서는 지식기반 정보사회로의 급속한 이행과 사이버 공간의 확장에 따라 사이버 교육에 대한 법적 제도적 근거를 마련함은 물론 이의 적극적인 활용을 모색하고 있다. 우리나라에서는 교육혁신과 인적자원개발을 위한 2단계 교육정보화종합발전 방안을 마련 및 교육과정의 개편, 실행에 옳기고 있다. 새로운 이론인 구성주의에 근거 마련된 제7차 교육과정에서는 교수 학습시 ICT의 활용을 적극 권장하는 바, 훈련 받은 교사에 의한 아동의 교수 학습 효과가 현저하여 교사의 ICT활용 관련 기회의 요청이 요구되고 있다 본 연구에서는 전국규모의 교육용소프트웨어 공모전에 참여하는 경북지역 교사들의 ICT 활용 능력과 학교급별, 지역별, 저작도구별, 분과, 분야별, 저작인수별 실태를 파악하기 위하여 당해연도 경북도 대회 2등급 이상 상위 입상작 48편에 대한 분석 및 고찰을 실시한 결과, 교원의 ICT활용 능력 신장, 지역간 정보격차 해소, 교수 학습 방법 개선 지원을 강화할 필요가 있는 등 다수의 유의미한 결과를 얻었다.

  • After government released the measures to reduce private tutoring and to advance math education, the Education Ministry carrying out projects to narrow the gap of education using ICT of the agricultural, mountain and fishing villages with 'ICT Supporting Business for the rural communities'. EBS(Educational Broadcasting System) also has established a website for self-directed math learning called EBSmath and offers various and customized services. This study has been conducted on how smartifact-assisted learning on EBSmath provided by 'ICT Supporting Business for the rural communities' will affect self-directed math learning of students. In other words, the purpose of this study is to see if students of the farming villages with poor surroundings of education using ICT can acquire knowledge for themselves and organize it systematically, and then they can finally produce new knowledge while they learn through EBSmath.

How can we narrow the digital divide among SMEs in APEC member economies? (중소기업 정보화 수준 격차 해소방안에 관한 국가 간 비교연구)

  • This study, by adopting case study methodology, is focused on examining the present state and analyzing the cause of the digital divide, and suggesting policies for bridging the divide, specifically in view of SMEs. We have taken cases of manufacturing companies, visiting and interviewing 18 SMEs in 10 APEC member economies which show sharp difference in usage of ICT. In order to analyze the digital gap among SMEs, we used 5 variables that are composed of computer hardware, computer software, Internet, readiness of ICT, and performance of ICT adoption, while categorizing the cases into low and high tier based on the national ICT index. From a computer hardware perspective, the high tier (0.66) has almost double the number of PC’s per employee, compared with the low tiers (0.34). This gap can be explained by financial availability of low income and high tariff in the developing economies. In the computer software perspective, the SMEs in the low tier had some restrictive use of computer applications such as financial and accounting management and document management, while those in the high tier enjoyed more diversity in the use of applications such as inventory management, sales management, financial and accounting management, procurement management, CRM, and ERP. In view of the readiness of ICT, the difference in ICT infrastructure and financial status between the low and high tier was far wider than any other variables. As a result of ICT adoption, SMEs benefited in view of learning and growth, internal business processes, customer service, and financial affairs. To effectively bridge the digital divide between the low and high tier, actions such as setting up a secondary market of used computers among cooperating developed and developing countries, developing and diffusing good business applications, and building speedy, low-cost telecommunication infrastructures should be taken.

  • In order to bridge the digital divide issues in the Asia Pacific region, Japan initiated the Asia Broadband Program, during implementing E-Japan and U-Japan Plans with collaboration among Asia Pacific Counties. This paper describes first joint experiments that were undertaken in Japan, Singapore and China. Then this paper also describes Japanese efforts to build space infrastructure for development of ICT Society in the Asia Pacific region for further international cooperation to bridge the digital divide Article 1, para. 1, of the Outer Space Treaty of 1967, calls for exploration and use of outer space to be carried out for the benefit and in the interests of all countries irrespective of their degree of economic or scientific development. The augmentation of common benefit from space communication could contribute to bridge the digital divide issues in developing countries in Asia Pacific region. Accordingly, space- infrastructure building would be very important to implement common benefit among countries concerned through international cooperation and collaboration

  • This study examines the relationships between the adoption intention and ill results/"digital divide" of informatization. It is very important to enhance the ability to use the information around the country today. Government invested large sums in informatization. As a result, we became a leading country in the information and communication technologies (ICTs). But the speedy growth in information society enlarges the gab between 'information haves'and 'information have-nots', which results in decreasing the efficiency of informatization. Now, we have to consider the idea of "information welfare policy" to approach the problems of "information poor"which refers to those deprived of opportunities to access ICTS and use of the Internet. This paper shows that we can not reach the information welfare society without the solution of these problems, and which are obstacles to progress in informatization. It is hoped that the results from this study bridge and close so called "Digital Divide" within society and create the impartial information welfare society.e impartial information welfare society.

Impacts of ICT Development on Income Inequality (ICT 발전과 소득불평등 간의 관계 분석)

  • The development of information and communication technology (ICT) provides many opportunities for businesses to increase productivity, to have better relationships with customers and suppliers, and to develop new products more efficiently and effectively. However, recently, there have been claims that ICT development in a country would increase income inequality of the country. In this debate, we examine the impact of ICT development on the income inequality at the country level. Data of 28 OECD countries were used for our study. According to results of the analysis, a country with a higher level of ICT development is likely to have a lower the level of income inequality. There have been many concerns that development of ICTs may result in a higher level of income inequality mainly because wealthy companies or individuals can more affordable to utilize advanced ICT and ICTs have replaced labor. However, there has been no such identified impact, at least in recent OECD countries. Rather, we can expect ICT development to play a role in lowering income inequality of a country.

A Study on Digital Literacy Education for Adults in US Public Libraries (미국 공공도서관의 성인을 위한 디지털 리터러시 교육에 관한 연구)

  • In the digital society where ICT technology is highly developed, digital literacy is an essential competence for working and living. Developed countries around the world have been working hard to solve the digital divide and improve digital literacy. In this paper, we investigated and analyzed the case of US public libraries for improvement of digital literacy of adults including the older people. To do this, we analyzed the educational program type of digital literacy, education method, and the contents of the program, focusing on the best practices libraries of the program. Many of the educational programs still related to basic computer and Internet technologies, and training programs on Micro Office, e-mail, social media, and smartphone and tablet computing were also high. The most frequent and daily training method was informal point of use, and the content and level of education appeared to be very diverse. For digital literacy training, the librarians of the public library considered librarians' digital competence and retraining to be the most important, and the library facility and the latest equipment to be suitable for the operation of the digital literacy education program.

  • South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.

SNS Sentiment Analysis and Needmining for ICT Digital Transformation and Data Convergence Ecosystem Establishment in LEO Satellite Communications (저궤도 위성통신 분야의 ICT 디지털 전환과 데이터 융합 생태계 조성을 위한 SNS 감성분석과 니드마이닝)

  • In the recent war between Ukraine and Russia, low-orbit satellite communication played a major role, and Korea laid a foothold for low-orbit satellite communication services with the successful launch of Nuri in May 2023 and entered a full-scale civilian space age competition. In order to create an ecosystem for ICT digital transformation and data convergence in the field of low-orbit satellite communication, this paper conducts user sentiment analysis by importing posts from Reddit, one of the world's SNS, and extracts need-related sentences through need mining to identify user needs, performs topic modeling to classify topics, and prepares an action plan according to these topics. We hope that this study will be used as a policy resource for the development and innovation of new business models in the field of low-orbit satellite communication, bridging the digital information gap and solving social problems, contributing to sustainable digital transformation and enhancing soft power.

A Study on forecasting the long-run path of the Korean bioindustry based on the experiences of the U.S. BT and the Korean ICT industries (미국 BT와 한국 ICT 산업 연구를 통한 한국 바이오산업 장기전망에 관한 연구)

  • We forecast the performance of the Korean biotechnology industry by adopting similar development paths taken by the U.S. biotechnology and Korean ICT industries. Our long-term forecasting techniques predict that Korean BT market size will increase from 3.7 billion to 10.8 billion U.S. dollars by year 2030. The pharmaceutical industry, one of major bio-subindustries, is expected to dominate Korean BT market in the long-run. Also, the relative portion of the exports in the Korean BT industry will be larger and thus the export-oriented government policy is required for the long-run growth of the Korean BT industry. Since the Korean ICT industry has already slowed down in the development, Korean BT industry is likely to catch up with ICT industry in the near future.
