Study on the Correlates of Digital Disparity among Older Seoul Residents (서울시 고령자의 정보격차 관련 요인에 관한 연구)

  • The use of Information, Communication and Technology (ICT) is closely related to the improvement of health and quality of life in later life. The elderly in general, however, face difficulty in adapting to ICT. The purpose of this study is to examine the social disparities and determinants in the use of information of the elderly residing in seoul. The data is based on the "2015-2016 Seoul Survey on Elderly Health and Functional Assessment", which include a total of 1,605 people aged 60 to 89. The results of multivariate logistic regression analysis showed that the older, women, the lower educated, and those with restricted activity or poorer health were found to be the significant determinants of the digital poverty among older people. The results call for special attention to disparity within the older group to solve digital divide issues.

  • Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.

  • We investigate and analyze the effect of population density on digital divide in Africa by applying the panel data analysis therein. From the estimation results based on the panel data analysis, it has been found that population density as well as both levels of income and education has a significant effect on the digital divide in African region. In particular, the fact that the variable of population density makes a significantly influential role implies that the construction cost of information infrastructure in Africa behaves such a considerable obstacle to Africa wishing to enter into information society. In conclusion, throughout the integration of the estimation results in the paper, the following implications for economic cooperation with Africa can be drawn. The estimation results mentioned above strongly imply that the variable referred to as population density should be considered in selecting which countries to assist for construction of information infrastructure.

  • The government of Uganda, which belongs to East Africa, approved the National Vison Statement, "A transformed Ugandan society from a Peasant to a Modern and Prosperous Country within 30 years". However, the Uganda is facing the problem of unbalanced development between urban and rural area in spite of the government's efforts. In particular, the urban-rural education gap is emerging as a problem that could negatively affect national development plans. In this paper, we explain the reasons why Uganda's urban-rural educational imbalance is accelerating. In addition, we would like to introduce a way to reduce the educational imbalance by using appropriate technology of ICT such as the electronic library system.

  • The 2020 Digital polarization in accordance with rapid information and communication technology (ICT) development arises as an important issue in the society of the time in S. Korea. And at that time of 2020 S. Korea society due to the multicultural families of nearly one million people are expected to start full-scale multicultural society. So this study has been developed ways to bridge the gap as the digital divide with a discussion of multicultural society policy relevant to advent of the era of the informatization. Also under changing environment of this new paradigm, this study proposed that the future strategic direction like expanded and enhanced information services relevant to multicultural families in S. Korea. So this study focused on the strategy consulting of multicultural society policy with e-Government of S. Korea by the application of 'scenario planning' as a foresight method. As a result, A desirable future vision of multicultural society policy with e-government in S. Korea is to build 'open platform' based on ICT-integrated data services.

  • 본 연구는 60대 이상 세대와 기초 ICT 리터러시 수준을 50대 이하 세대를 비교 분석하여 노년층을 위한 ICT 리터러시 교육을 위한 내용체계을 제시하기 위해 시행되었다. 오프라인 지필 객관식 문항으로 개발된 조사문항을 분석한 결과를 보면 기초 ICT 리터러시 수준에서 세대별 격차가 드러났으며 이를 해소하기 위해서 컴퓨터 하드웨어 명칭 및 사용법, 운영체제 사용법, 인터넷 검색 및 주소 입력 방법, 저작권 및 정보윤리의 4개 영역을 구분하여 내용체계를 구성해야 한다는 결론을 도출하였다. 또한 노년층을 위한 기초 ICT 리터러시 교육은 컴퓨터 관련 장치 또는 체제에 대한 명칭에 대한 낯섦 해소, 디지털 기능에 대한 활용 빈도나 실생활의 연계성 강화, 노년층의 신체반응 및 인지적 상황을 고려한 반복 학습 등이 고려되어야 한다.

  • The ability to use ICT is now a prerequisite for living in the information age, and digital literacy, which can access and utilize various digital information such as online banking, shopping, news, and health care, is more important. It is increasing. Accordingly, the social inequality, or digital divide, related to accessing and accepting digital information and knowledge is also an important social issue. In particular, the digital divide by age is becoming a major issue, not only in terms of resolving social imbalances but also in resolving the structural problems of the economy in addition to the survival of the elderly. This study aims to find ways to resolve the digital gap of the elderly in terms of socioemotional selectivity theory and suggests the reasons for the elderly's less access to digital information acquisition and the implications for the solution.

  • In Korea, the situation to use a Information Communication Technology(In) was rapidly developed that the subscriber using CDMA mobile phone are about 3,601 ten thousand and the subscriber of very high-speed service for Internet using ADSL etc., are about 1,161 ten thousand, the base June, 2004. However, nevertheless the development of In and more rapid increase of subscriber, a farming, finishing villages and an islands are being exist a sharp difference of digital divide compare with a big city because of geometrical, economical reasons. In this paper, to put empasis in an Islands that the alienation class of Information are many exist, relatively small opportunity of information access because of geometrical, economical reasons, 1 search a ICT for Information Communication Network and propose a plan for Solution of Digital Divide of an Islands.

  • 남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.

  • Population aging is an inevitable problem in our society nowadays, and the current aging trend in Asia is prominent and the number of elderly people is huge, among which the World Health Organization predicts that by 2050, 35% of China's population will be over 60 years old, making it the most serious aging country in the world. According to actual reports and surveys, there is a clear digital divide between a large proportion of the elderly and ICT technology, which has had a negative impact on the quality of life and mentality of the elderly living in cities due to the rapid development of technology and the dramatic changes that have occurred in urban life in recent years. The author chose Chinese urban elderly as the main research topic, the research method through the collation of existing literature and information combined with the actual data research, narrative collation of the current situation of ICT use among the Chinese urban elderly and the causes of the difficulties, summarize the ability of the Chinese urban elderly as the representative of the elderly users to master and learn ICT. The study concluded that the needs of the elderly for ICT are multi-layered and there is a gradation in the ability of the elderly users to master various ICT services, so that the elderly can better use and enjoy ICT services and provide teaching and services in a hierarchical and targeted manner can be the next research direction.
