Information and Communication Technology (ICT) has become a vital instrument for delivering a number of services such as education, healthcare and public services. Community wireless networks are community-centric telecommunication infrastructure developed to provide affordable communication for those who live in remote areas. This chapter discusses the role of Nepal Wireless in achieving socio economic development of rural communities by facilitating affordable Internet access. We analyze the challenges Nepal Wireless faced and articulate on the approaches it took to address those challenges such as lack of technical skills, appropriate technology and funding, difficult geographical terrains, unstable political situation, and expensive devices. In addition, we address the success and failure factors of this community-based ICT4D approach in order to guide similar endeavors. We conclude the chapter by some suggestions for policy makers, community developers, and academicians.

본 연구에서는 중학생을 대상으로 중학생의 온라인 학습 행동에 영향을 미치는 새로운 요인을 구성하기 위한 요인분석을 제시하였다. 총 204명의 한국 중학생이 참여했으며, 중학교 3년 학생의 표본을 목적표본으로 선정하여 사용하였다. 요인 분석 결과는 공유 분산의 66.15%를 차지하는 35개 항목에 대한 8개 요인 솔루션을 제시했다. 중학생들의 온라인 학습 행동을 식별하기 위해 다양한 요인이 고려된다. 이때, 중학교 시기 온라인 러닝의 적절한 경험과 활용도는 그들의 미래 교육의 중요한 발판이 되기 때문에 중요하다. 본 연구의 결과는 중학생을 위한 온라인 러닝 시스템의 질을 향상시키고 온라인 학습을 발전시키기 위한 정보를 제공할 것으로 기대한다. 연구 결과는 중학생의 온라인 학습 행동에 영향을 미치는 8가지 중요한 요인을 제시했고, 그것들은 1) 소셜 미디어를 학습 도구로 활용한 커뮤니케이션, 2) ICT를 활용한 정보 공유 의지, 3) 테크놀러지 중독, 4) 테크놀러지 도입, 5) ICT를 활용한 정보 탐색, 6) 소셜 미디어 학습 활용, 7) ICT를 이용한 정보 검색, 그리고 8) 테크놀러지 몰입이다. 본 연구의 결과는 중학생들이 학습도구로 소셜미디어를 활용한 커뮤니케이션을 선호하며, ICT를 활용한 정보 공유 의도를 대부분 중시하고 있음을 확인하였다. 요인 분석을 기반으로 얻은 데이터는 온라인 러닝의 새로운 교육 플랫폼을 적용하기 위해, 소셜 미디어 학습과 ICT의 혼합에 대한 온라인 학습 행동에 중요하게 적용할 수 있을 것이다. 이 연구는 중학생들의 온라인 학습 행동을 더 잘 이해하고 온라인 학습 환경을 설계하는 정보 전문가가 특히 디지털 리터러시가 필요한 중학생에게 더 잘 지원할 수 있도록 유용하게 사용할 것으로 기대한다.

본 연구는 'ICT를 활용한 구체적 사회복지교육은 무엇이며, 이러한 교육은 교육적 효과성이 증명되었는가?'를 검증하고자 하였다. 이러한 연구목적을 달성하기 위해 DBPIA, Kiss, EBSCO를 기반으로 사회복지교육, social work education, ICT, computer simulation, virtual reality or augmented reality 등의 키워드로 2016년 1월부터 2022년 7월까지의 논문을 검색하였다. 국내 database에서는 관련논문이 검색되지 않았으나 EBSCO를 통해 총 75편의 논문이 검색되었다. 이를 3가지 기준을 통해 선별하여 총 13편의 논문이 본 연구분석에 활용되었다. 이렇게 선별된 논문을 다음의 9가지 기준으로 내용분석하였다: 연구국가, 교육대상(학부/대학원생 등), 교육목표, 교육내용, 적용된 교육이론, 교과목명 또는 유형(교과/비교과형태), 평가방법, 평가결과와 활용된 소프트웨어나 관련기기. 연구 분석결과, VR, Second Life, PeopleSIM, 자체개발 앱 등을 통해 사회복지교육을 진행하였고 대부분의 연구에서 몰입감, 학생 만족도, 지식향상 등의 효과성이 증명되었다. 이를 바탕으로 국내에 거의 전무한 사회복지교육에서 ICT의 활용 가능성에 대한 대안을 제시하였다.

정보통신 기술의 발전은 국가와 사회 각 부문의 패러다임 전환을 요구하고 있다. 이러한 관점에서 학교는 정보통신기술을 활용하여 실제적 과제를 해결할 수 있는 학생들을 육성할 책임을 안고 있다. 그러나 학교는 학생들이 정보통신기술을 학습하고 배우기 위한 질적인 교육을 제공하지 못하고 있다. 따라서 정보화 사회를 선도할 수 있는 창의적인 인재를 양성하기 위한 정보통신기술을 활용한 교수-학습모형의 개발이 필요하다. 다양한 수업 모형 중에서도 웹을 가장 널리 적용할 수 있는 분야 중의 하나는 프로젝트 학습이다. 이 모형은 다양한 주제, 실제적 과제, 이슈 등에 대한 다양한 탐구 활동과 연구 결과물을 발표하는 활동을 포함한다. 또한 목표를 성취하기 위해 학생들 간의 상호작용을 이끌어 낸다. 본 논문에서는 기존의 프로젝트 학습을 개선하여 인터넷 환경에서 정보통신기술을 활용한 수업 모형을 제시하고자 한다. 모형의 각 단계에 ICT를 활용한 8가지 교수-학습 유형과 이를 지원하는 도구를 적절히 투입할 수 있도록 하였다. 또한 제안한 모형을 구현시켜 초등학교 수업에 적용한 예를 제시하였다.

본 연구는 전세계적으로 증가하고 있는 조직 내 다양성에 대응할 수 있는 정보통신기술기반 다양성 관리 기능의 필요성을 제시하고 이를 가능하게 하는 전자인적자원관리의 역할에 대해 규명하고 있다. 성별, 인종, 연령과 같은 인구통계적 속성 뿐 아니라 교육적 배경, 기능적 배경, 근속년수 등 다양한 속성을 가진 인력을 채용하고 효율적으로 관리하는 것은 조직성과와 직결되는 문제라는 점에서 전략적으로도 매우 중요하다. 다양성 관리에 있어 정보통신기술을 제대로 활용하는 조직만이 비교우위를 얻을 수 있다는 점에서 정보통신기술을 활용한 다양성 관리가 조직과 관리자에게 주는 함의점에 대해 논의하였다.

농업과 ICT(Information & Communication Technology)의 융합기술은 미래농업의 주요 요인으로 지목되고 있는 가운데 식량부족 및 식품 안전성 문제의 대안 책으로 주목받고 있다. 최근 들어, 국내 및 국제 농업분야에서는 농작물 생육환경에 대해 ICT기술 중 빅데이터를 이용하여, 농업분야 환경을 개선하고자 한다. 그러나 아직까지 국내 농업분야에서는 빅데이터 활용도가 낮으며, 농가별로 폐쇄적으로 운영하여 생육환경 데이터가 공유되지 않고 있다. 따라서 세계 10대 유망상업 중 하나로 꼽히는 빅데이터 활용과 더불어 개방형 지식 서비스화 할 수 있는 LOK(Linked Open Knowledge) 시스템이 필요하다. 본 연구는 국내외 생육환경과 빅데이터의 연구현황을 분석하고 국내 농업의 선진화 방안으로 농업 내의 빅데이터 구축 및 활용을 통한 농작물에 대한 LOK의 필요성을 알아보고, 제언하고자 한다.

최근 ICT 기술의 발달로 인해 정보시스템의 융합 서비스 플랫폼에 대한 변화가 고속화되고 있다. 5G 통신, IoT, AI, Cloud가 적용된 사이버 시스템으로 확장된 융합 서비스가 실제 사회에 반영되고 있다. 하지만 사이버 공격과 보안 위협에 대한 대응과 보안기술 강화를 위한 사이버 보안 감리 분야는 미흡한 실정이다. 본 논문에서는 5G 통신, IoT, AI, Cloud 기반의 정보시스템 보안성 확장에 따른 정보보호 관리체계 국제표준 분석, 보안 감리 분석과 관련 시스템들의 보안성을 분석한다. 그리고 정보시스템의 사이버 공격과 보안 위협에 따른 보안성 확장을 위한 사이버 보안 감리 점검 사항과 내용을 설계하고 연구한다. 본 연구는 5G, IoT, AI, Cloud 기반 시스템들의 융합 서비스 확장에 따른 사이버 공격과 보안 위협대응을 위한 감리 방안과 감리 내용의 기초자료로 활용될 것이다.

The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

While the 4^th Industrial Revolution (4^th IR) is actively being discussed in Korea, the core and common point is that in the era of the 4^th IR, computer networking is becoming more common due to the generalization of ICT(Information and Communication Technology). There may be a variety of factors that have allowed ICT to occupy a core position in the 4^th IR, but the most important may be the position of ICT as a foundation technology. ICT has important technical value in itself, but when it is converged with other technology or industry, or when it acts as a foundation technology of such technology or industry, it greatly improves the value of existing technology or industry. Thus, this paper focused on ICT, the core technology of the 4^th IR, to examine the past, present and future of ICT-related R&D and ICT-based convergence industries. In other words, the purpose of this study is to identify which areas ICT has been actively researched from past to present and what changes have been made in such areas.
