글로벌 기후변화 및 에너지 고갈 문제가 전(全) 지구적 이슈로 부각됨에 따라 다양한 그린 에너지기술에 대한 연구가 활발하게 진행되고 있고, 기존 주력 기술분야와 정보통신기술과의 융합을 통한 새로운 기술개발이 활발하게 추진되고 있다. 스마트그리드 기술은 이러한 패러다임에서 탄생한 기술 분야이며, 녹색 기술의 대표적인 기술 사례로 분류되고 있다. 스마트그리드에 대한 개념이 국내에 도입된 이후 기술 개발 성과 실증과 비즈니스 모델을 발굴하고자 시작되었던 제주 스마트그리드 실증단지 구축 사업도 금년 5월을 기점으로 완료될 예정이다. 스마트그리드 실증단지 구축을 통해 소비자 도메인에서의 다양한 에너지관리 솔루션 구축 방법에 대하여 확인할 수 있는 기회도 되었으나 표준화 기반의 상호운용성이 확보되지 않아 컨소시엄 간의 시스템 연동이 어려운 문제도 확인할 수 있었다. 스마트그리드는 보다 강건하고 신뢰성 있는 전력시스템의 현대화 및 지능화를 위하여 ICT(Information and Communication Technology) 기술을 활용하는 것이 필요하며, 전력공급자와 소비자 사이의 양방향 전력 및 정보의 실시간 교환 특성을 활용하여 에너지를 효율적으로 사용하도록 하는 시스템의 도입이 무엇보다 중요하다. 2011년 9/15 순환정전 사태는 전력공급 정책과 더불어 전력 소비자에 대한 관리 기능도 함께 검토되어야 한다는 것을 다시 한 번 크게 인식할 수 있는 계기가 되었다. 본 고에서는 이러한 중요성을 가지는 소비자 분야를 중심으로 한 스마트그리드 ICT 기술에 대하여 일부 주요 사항을 발췌하여 정리해 보고자 한다. 이를 위하여 스마트그리드의 전체적인 현황, 소비자 도메인에서의 스마트그리드 요소기술 및 ICT 기술의 핵심이 되는 소비자 도메인에서 사용되는 통신 기술을 중심으로 소비자 도메인 ICT 기술에 대하여 정리해 보고자 한다.

There is a Korean proverb that learns old things and learns new things from it. This study analyzes the change of the policy governance system in the field of information and communication since 2008 and outlines the future directions. The launch of the Korea Communications Commission (KCC), which combines the Ministry of Information and Communication and the Korea Broadcasting Commission in 2008, and the separation of the Korea Communications Commission and Ministry of Science, ICT and Future Planning in 2013, were systematic responses to the policy environment. Recent changes in the ICT environment, such as the advent of the fourth industrial revolution and the intelligence information society, call for an organizational timely response. In the future, it will be very important to set the scope of ICT policy, the establishment of a dedicated organization, the strengthening of the regulatory system, and the role of the government and the market.

감성 ICT 기술은 인간의 감성을 자동으로 인지하여 사용자 환경에 맞게 감성정보를 처리하여 제품이나 서비스로 제공해주는 기술로, 일상생활에서 이용하는 제품이나 서비스에 인간의 감성을 융합함으로써 고부가가치를 창출할 수 있는 핵심기술로 주목 받고 있다. 또한, 감성 ICT 산업은 정보가전, PC, 통신 기기 등 전통적인 ICT 산업뿐 아니라, 의료기기, 신변보호, 의류, 자동차, 항공, 건설 및 인테리어 등 다양한 비(非I)ICT 산업에 융합되어 글로벌 IT 융합 신시장을 창출할 것으로 기대된다. 본고에서는 센서 및 감성신호처리 기술동향, 감성인지기술 동향, 감성서비스 기술동향 및 감성 ICT 산업동향에 대해 기술한다.

최근 ICT 기술 및 생태 환경은 매우 빠르게 변화하고 있으며, 이러한 변화 속에서 가장 주목받고 있는 변화는 초연결 사회를 지향하면서 IoT를 활용한 서비스가 다양한 산업 분야에서 매우 빠르게 변화하고 있는 것이다. 그러나, IoT 환경에서 주고받는 데이터 및 정보가 신뢰받지 못한다면 IoT 서비스는 IoT 서비스 확산에 주요 걸림돌이 되어, ICT 융합 산업의 생태계 조성과 성장 및 신 산업 발굴에 커다란 장애물로 나타나게 될 가능성이 많을 것으로 예상된다. 이러한 위험성으로 인하여, ICT 서비스 산업의 신뢰 기반 인프라 조성은 IoT 기반의 다양한 공유 경제 서비스 실현 및 에너지, 교통, 의료 등 타 산업과의 ICT 융합 실현을 위한 필수 선행 조건으로 대두되고 있고, 이를 뒷받침하는 인프라 기술인 TII(Trusted Information Infrastructure) 기술 개발의 중요성이 증대되고 있다. 본고에서는 ICT 트러스트 정보 인프라(TII) 기술에 대한 국내외 기술 동향과 더불어, ETRI에서 개발하고 있는 TII 기술 및 이를 이용한 응용 서비스 사례, 그리고 표준화 동향 등에 대해 살펴본다.

Technology convergence, recently accelerated in various technical fields, can be achieved by discovering a new technology while exchanging the knowledge among the different technologies and utilizing such knowledge into the existing fields of technology. In particular, technology convergence actively occurs in knowledge-intensive ICT. However, limited research is available on the routes of ICT technical knowledge diffusion because of insufficient data. Therefore, this study built a database on the citations of patent data applied from 2006 to 2013 in Korea and their cited patents. We drew a patent citation network, a technology citation network and an applicant citation network, after which we analyzed the routes of technical knowledge diffusion. Results showed that ICT played a leading role in knowledge citation among technologies and that such diffusion took a shorter time in technology citation when it occurred more frequently and when the citation occurred between ICTs. In addition, most of the ICT showed a strong citation relationship with the other ICTs or such technologies in the field of physics or electricity, whereas electric elements (H01) showed various citation relationships with technologies other than ICT. Furthermore, we found a strong technology diffusion relationship between domestic corporations and domestic natural persons. National organizations often cited the patents of other applicants, whereas the patents of domestic corporations were actively cited between domestic corporations or by other applicants. Thus, this study is expected to be useful in measuring the performance of technologies, including the diffusion to other technologies. As well as in considering the routes of technical knowledge diffusion in Korea.

While great efforts are being exerted on the reform of teacher training to provide integrated use of ICT in a teaching-learning process with educational informatization, it is still indicated that a teachers' training school fails to prepare leachers for incorporating information Communication and Technology (ICT) properly into an instructional process. Based on this awareness, this study aims at examining and analyzing the ability level of In utilization training for preservice teachers and thus at providing basic data to perform ICT utilization teaching-learning according to the seventh curriculum in a school. For this purpose, a survey was conducted with preservice teachers (seniors) in a college of education, Kongju National University and the collected data were analyzed using a Statistical Package for the Social Science (SPSS) 12.0 program.

In seventh curriculum policy, operating the computer education is divided into two parts: they are the information communication technology (ICT) education and related areas in the computer curriculum. This study compares and analyzes the learning contents of "enjoyable computer"-ICT education teaching materials of Busan elementary schools. This paper researches the trend and the actual condition of computer education in foreign countries, and it surveys teachers and students to find out the recognition and demands of computer education. And this paper examines the revised Operating Guide of ICT Education and it compares to the contents system of current curriculum and demands of students and teachers.

The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.

산업화 이후 온실효과에 의한 지구 온난화 현상 발생으로 전 세계적으로 기후변화에 대해 관심이 높다. 또한, 최근들어 기상이변 등은 기후변화에 대한 대응이 시급함을 실감하게 한다. 컴퓨터, 랩탑, 휴대폰과 같은 정보통신(ICT: Information Communication Technology) 기기도 이산화탄소와 같은 온실가스를 배출하고 에너지 소비가 많아, 정보통신 부분에서의 기후변화에 대한 대응이 중요하다는 인식이 급증하고 있다. 그린 ICT(Green ICT)는 이러한 정보통신 부분에서의 기후변화에 대응하는 방법으로 그 표준화 추진이 요구되는 상황이며, 본 고에서는 특히 국내 그린 ICT 표준화 추진 현황에 대해 알아본다. 국내 그린 ICT 표준화는 한국정보통신기술협회(TTA) 단체표준 및 표준화 포럼을 중심으로 이루어지고 있으며, 국제전기통신연합(ITU) 등의 국제 표준화 기구에 대한 대응 연구반을 통해서도 이루어지고 있다.
